Stanground house break-ins starting to rise...



Stanground has recently experienced a spate of house burglaries. Cambridgeshire Police want to assure residents, they have already actioned plans involving specifically deployed patrols to try and eliminate further burglaries being committed.

Local team knowledge and intelligence led policing will be key to locating the offenders. Many burglaries are crimes of opportunity. A burglar only needs to spot an open window, an unlocked side gate or dodgy alarm to make their move. Statistics suggest that properties with little security are more likely to be burgled than those with good visible security.

Police offer the following advice:

Try to avoid becoming a victim –

Some burglars are looking for your car keys. Make it hard for thieves, don’t leave your car keys near windows or near a door.

Keep your doors and windows locked.

Do not leave spare keys outside or in your garage or shed.

Visible burglar alarms and good lighting can be a deterrent.

Remember to secure your sheds and garages and items within. Fitting a good lock to the door, securing the windows and using fixed anchor points for valuable items is a cost effective security measure.

Keep it safe, Keep it hidden, keep it locked.

Getting insurance is cheaper than paying out a small fortune to replace stolen belongings. At least for your most valuable possessions such as electrical and jewellery. Remember: if you don’t lock your house, your insurance may not cover you.

Mark important and expensive possessions with your postcode and your house number using security markers. Keep a record separate from the item. Write down details of the make, model, serial number and where you purchased the goods. If police recover these after a burglary, this will be proof that they are stolen goods and that the goods are yours.

Cambridgeshire Robber takes the Mustard....

Cambridgeshire Police have released pictures of several rare items stolen during a robbery in Cambridge.

A man made off with various high-value items after threatening a member of staff at the Royal Selangor, in Rose Crescent, Cambridge at 3.20pm on Wednesday (August 24).


The stolen property includes include a silver lobster serving dish, the only one in the country, a silver tumbler
plus two three-piece salt, pepper,and mustard cruet sets - one representing  frogs and the other of owls.


The offender is described as tanned, aged between 35 and 40, 5'9'' to 5'11", small to medium build and unshaven. He was wearing a blue t-shirt, sunglasses and a baseball cap.


Detective Constable Ellie Mansfield, investigating, said: "These are very distinctive items and people will definitely remember if they are offered them for sale."

A military historian who faked Army career, jailed for three years.





John Livesey, 57, had been found guilty at Peterborough Crown Court of perverting the course of justice.

A military historian who faked Army career, jailed for three years.

John Livesey, 57, had been found guilty at Peterborough Crown Court of perverting the course of justice.

Livesey, of Nursery Gardens, Purley-on-Thames, Berkshire produced false references after he was convicted of benefit fraud in 2004.   Passing sentence, Judge Nic Madge said: "Much of your life since 1974 has been a lie."

Livesey, formerly of Springfield Road, Sawston, Cambridgeshire was caught out after he falsely claimed £30,000 in benefits while working at Imperial War Museum, Duxford. For decades Livesey, known as Jack, told friends, colleagues and his closest family that he had served with distinction in the Parachute Regiment.

He even claimed to have advised production crews working on the film Saving Private Ryan and TV series Band of Brothers.  In fact, his Army career amounted to a stint in the Catering Corps between 1971 and 1974.

Livesey's lies came to light following his conviction for benefit fraud in 2004 when he produced references from genuine veterans who had been taken in by him.  Roger Harrison, in mitigation, said his client had been diagnosed with histrionic personality and dependent personality disorders.

This meant Livesey could not tell "fact from fiction", Mr Harrison said.

He added: "He had established himself as a respected military historian. Obviously he has now lost that reputation and lost his occupation."

Mr Harrison said his client was physically disabled and had restricted mobility.

Suicide attempt: Previous psychiatric reports found no evidence of such disorders and the judge questioned Livesey's physical disabilities.

Livesey told those who knew him he reached the rank of Colour Sergeant and that he was awarded a medal for gallantry after serving in the Falklands and Northern Ireland.  In truth, he was discharged from the army in 1974 after he threw himself from a bedroom window in an apparent suicide attempt following a four-month spell in Northern Ireland.

Livesey denied perverting the course of justice, telling jurors he had not been aware the references were being submitted by his partner Bridget Pollard, who herself had been taken in by his lies.
Livesey told the court he had constructed a "fantasy world" to compensate for his early discharge from the Army on medical grounds. As well as jailing Livesey for three years, the judge ordered that he pay £3,500 in prosecution costs.

Bird Flu H5N1 is on the way to Peterborough!


Out of the news agenda but Bird Flu H5N1 has been making a silent but deadly comeback and Peterborough later this year during Winter is thought to be one of the prime target centres...

The United Nations' Food and Agriculture Organization warned today about a "possible major resurgence" of H5N1 influenza, "including a mutant virus that appears to be unfazed by available vaccines."

The latest death from the infection occurred in Cambodia earlier this month. A 6-year-old girl became the eight person to die from avian flu there this year, the World Health Organization said.   In 2003, H5N1 virus that usually affected only birds was passed from birds to humans. Spread of the virus from human to human remains rare, but a mutation that would make the lethal virus easily transmissible from one person to another would raise an even bigger hazard to public health.

The culling of hundreds of millions of domestic poultry helped eliminate the avian flu virus in most countries where it had been found. But the virus has remained entrenched in a half-dozen countries, including Vietnam and Indonesia, the UN's Food and Agriculture Organization says.

Now migrating birds appear to be spreading the H5N1 virus to countries where it hasn't been seen in years.  The threat to Peterborough stems from the high level of food processing businesses using domestic poultry in the region and a higher than average wild migratory bird population.

"Wild birds may introduce the virus, but peoples' actions in poultry production and marketing spread it," FAO Chief Veterinary Officer Juan Lubroth said in a statement.

So far this year, the WHO says there have 49 human cases of avian flu reported, resulting in 25 deaths. In all of 2010, there 48 cases and 24 deaths. The FAO called on countries to step up their surveillance and preparations against the avian flu.

Lubroth has sounded the alarm about H5N1 before. "As long as it is present in even one country, there is still a public health risk to be taken seriously," he said in April 2010.

Cash in Transit Gang jailed for 40 years at Peterborough Crown Court




Gang ringleader Nathan Wellington jailed for 11 years
A GANG which stole thousands of pounds by robbing security firms transporting cash has been jailed for a total of more than 40 years.

Ringleaders Boglys Koabo, 20, and Nathan Wellington, 29, recruited gang members to rob couriers as they delivered large sums of cash in Cambridgeshire and Bedfordshire over a two-year period.  Detectives in Cambridgeshire launched Operation Murcia to tackle the gang earlier this year and the pair were arrested in east London in February.

Their mobile phones were seized and were found to contain photographs of banknotes, a banknote counter, firearms or imitation firearms and a hooded man running with a security company's cashbox.  The gang carried out eight "cash in transit" robberies in Bedfordshire between November 2009 and September 2010. Several of the robbers were arrested and subsequently jailed.

They started targeting Cambridgeshire in December, last year, striking outside Lloyds TSB in St Neots on December 2, and grabbing a £13,000 delivery outside Argos in the town on December 29.

Jerome Greenidge, 18, Luke Malillah, 18, and a 17-year-old boy were later arrested for the December 29 offence and pleaded guilty to robbery.


They hit a courier outside Sainsbury's in Huntingdon, on January 27, stealing £25,000 but Vimal Jadeja, 20, was stopped by a passing off-duty officer and Nathan Murray-Williams, 19, was arrested at the scene. Koabo was also spotted as being in the area on CCTV.

Koabo and Wellington both admitted conspiracy to commit robbery. The other five pleaded guilty to robbery. All seven were jailed at Peterborough Crown Court yesterday (Thursday).

Wellington, from Chadwell Heath, Romford, was jailed for 11 years while Kaobo of Dagenham, Essex, was locked up for 10 years and two months.

Greenidge of Albert Road, Ilford, and Malillah, of Station Road, Romford, were both jailed for four years after admitting the robbery outside Argos.

Jadeja of Carlton Court, Ilford, and a 17-year-old from Romford were both locked up for four years and Murray-Williams, of Carlton Court, Ilford, jailed for three years and eight months - all three pleaded guilty to the robbery in Huntingdon.

Detective Inspector Jon McAdam said: "This was an organised crime gang who targeted large sums of cash being couriered between banks and businesses across London, Bedfordshire and Cambridgeshire.

"These are ruthless criminals who thought nothing of using violence to get their hands on money.

"It was a complex case but we are pleased they have now been brought to justice."

Qaud Bikes. Two Go....




POLICE are appealing for witnesses after two quad bikes were stolen.

Offenders entered the back gardens of properties in Leverington Common, in Leverington, near Wisbech, before cutting the chains which secured the bikes and making off.  Both thefts took place between 9pm and 8am on Friday (August 19). DC Kayleigh O'Brien, who is investigating, said the crimes were linked.
 "I would appeal to anyone who may have seen the quad bikes or saw anything suspicious in the area at this time on Friday to contact me. We are carrying out house to house enquiries and viewing CCTV."

Vitalija Baliutaviciene ,29, still missing after two weeks.


Vitalija Baliutaviciene (29), has not been seen since leaving her home in Burmer Road, New England, Peterborough, at 5.10am on Friday, August 12.  The mother of a ten year old boy, a Lithuanian passport holder, was due to walk down Lincoln Road to Geneva Street where she was to be picked up for work by a One Call Recruitment bus in Lincoln Road, but she did not arrive and hasn't been see since.

In the two weeks since Vitalija Baliutaviciene disappeared Peterborough detectives have been sifting through hundreds of hours of CCTV footage, and extra officers have been drafted in to speed up the task.

Earlier Fulbridge Primary School headteacher Iain Erskine asked for help to trace Vitalija. Her 10-year-old son is a pupil at the school and has been taken into protective custody since his mother went missing.

Detective Inspector Martin Brunning said he was ‘convinced’ someone in the city knew something that could help trace the woman.  He said: “I would urge people to think back to what they were doing two weeks ago, around the time Vitalija disappeared. With her blonde hair, Vitalija would have been quite distinctive and I’m sure people would remember if they saw her walking to work at such an early hour (5am)."

“I’m convinced that someone in Peterborough will have that vital piece of information which could help us to find Vitalija. Any information, no matter how small or insignificant it may seem, could be crucial to the inquiry.”

Vitalija was wearing light blue three-quarter length jeans, a blue denim jacket and light plimsoll trainers when she went missing very early that morning (5am).

Police believe she may have been carrying an umbrella and a distinctive brightly coloured bag with a butterfly print.

Cambridgeshire Police Capture Comfort Toys Caper, and a Giraffe called Bob.

For time to time, it is a pleasure to put police budgets cuts and chasing villians on one side and report some really good news stories. This is just one, we need more brilliant ideas from our inspirational boys and girls in blue.... further donations of new toys are always welcome and will be seriously loved...

A 'comfort toys' scheme introduced by Cambridgeshire Police to reduce the stress children suffer following a serious collision or firearms incident has been hailed a success.  All traffic and firearms vehicles have carried the soft toys, after it was set up by enquiry officer Jackie Gadd.

Since then a variety of toys have been handed out, mostly at scenes of road collisions, and Jackie has received glowing feedback from officers and grateful parents. Here are some examples:

 A nine-year-old girl was taken to hospital by the force helicopter after falling from a tree and impaling herself on some railings in Stotfold, Hertfordshire. Officers were not able to give her the toy at the time because her condition was serious but doctors passed it on and the girl's mother later contacted officers to say how appreciative her daughter was and she had been touched by the gesture.

Jackie, who set up the scheme after hearing about its successful use by Wiltshire police, said: "I am delighted with the feedback I have received from officers: some of their stories have been very touching. "Unfortunately, children will always be involved in traumatic incidents from time to time but I'm convinced that having a teddy to cuddle while the incident is being dealt with reduces their stress significantly." she commented.

Jackie, who was involved in a collision with her own children several years ago, secured funding for the scheme from the St Neots Police Charity Ball committee.

Soft toys were donated by the former Disney Store in Peterborough and Mothercare in Huntingdon gave a substantial discount.  Below are some examples of feedback Jackie has received from officers:

PC Stuart Cox, from the roads policing unit at March: "I attended a two vehicle collision on the A14 between a lorry and a car containing a mum and two daughters aged about 15 and 10. The car was shunted off the road into a ditch by the lorry. The 10 year old suffered minor facial cuts from flying glass but was very shaken up. I went into the back of the ambulance to see her with a cuddly toy poking out of the top of my jacket. I told the girl that my 'friend' was new to the job and needed looking after because he was a bit frightened. I also told her that he was so new he didn't even have a name yet. The girl agreed to 'look after him' and named him Bluey after the blue lights on my car.

"I think this is a great scheme and shows the caring side of what we do. It gives the child something else to focus on rather than the situation itself."

PC Andrew Dodd, from southern traffic base at Sawston. "I have to say the use of the toys worked well. In this case the children were aged around three and five and had been involved in a single vehicle collision in Stretham where their mother had rolled her car into a field about 800 metres from her home address. We had got everyone back to the home address and the children were clearly distressed by the experience and the teddies certainly helped to calm them down. I have to say it certainly made the job easier on that day."

Sergeant Sam Kerr, from the force's firearms unit. "My team have issued two. The first was to a little girl who was extremely upset following a violent domestic incident. The second was another little girl who happened to be deaf and dumb at the scene of a road collision. On both occasions they have been extremely useful and helped to ease what were very stressful situations for the children concerned."

Sergeant Ian Lombardo, from the force's firearms unit. "I handed out two of the comfort toys at a collision on the A14 near Fenstanton. Neither of the children was hurt but they were a little shaken and one of them had learning difficulties. Handing over a toy got a smile from both the kids and the parents were impressed by the scheme and stated that they felt we had made the children's day."

Pc Simon Kerr, a northern traffic officer, attended a crash on October 26 where a vehicle had left the A141 at Oldhurst, gone into a ditch and landed on its roof.  "The giraffe I gave to the little lad has been named 'Bob'. It's a fantastic idea and I hope it continues."

Success for Cambridgeshire Crimestoppers as last year’s conviction figures show 410% increase


RESIDENTS giving information to the charity Crimestoppers since April about criminals in Cambridgeshire has resulted in a 410 per cent increase in cautions and convictions on the same period last year; whilst also passing the figure for the previous 12 months.

The total number of criminals convicted or cautioned between April and July this year was 41, which is more than the total figure for the previous 12 months, which was 37.

During the last four months residents who contacted Crimestoppers via the freephone 0800 555 111 number and online via www.crimestoppers-uk.org have provided information anonymously and helped Cambridgeshire Police with crimes ranging from identifying drug dealers to solving and detecting burglaries.
Crimestoppers’ Eastern Regional Manager, Ann Scott, commented: “We are delighted with these latest results which show that local residents have a real confidence in Crimestoppers.
“Crimestoppers is a safe alternative to the police for people to give information about crime and make a real difference in their community. When someone calls Crimestoppers we do not ask for their name or take any personal details. Calls are also not traced or recorded and callers will not have to give a statement to Police or go to court.

“In the 23 years we have been running, Crimestoppers has never broken its promise of anonymity.

"The success is being partly contributed to the promotion of the crime-fighting charity by the new Cambridgeshire committee, who are currently recruiting for new volunteers to help in the fight against crime across Cambridgeshire. The Cambridgeshire committee is particularly interested in hearing from those with skills in marketing, media, IT, fundraising, events organisation and working with young people.
Additonally Cambridgeshire Crimestoppers would like to meet local businesses that are able to bring a mix of skills and experience to the various Crimestoppers campaigns."

A 35-year-old man Graham Wollett has been given a 10-year anti-social behaviour order (ASBO) which prevents him from entering Cambridge.

The priority crime team applied to the courts for the man to be given an ASBO for ten years after repeatedly targeting Cambridge city centre for burglary.

Graham Woollett, of no fixed address, was also sentenced to two-and-a-half years in prison for burglary and assaulting police officers last Monday (August, 8) at Cambridge Crown Court.

Woolett pleaded guilty and is now prohibited from entering Cambridge city centre and Cambridgeshire by the boundaries of the north A14, south A505 and west M11.

PC Leanne Livermore said: "We gathered a lot of evidence on this man, including working with partners who have helped us pull together this application to the courts.

"We're really pleased with the result as this is the longest ASBO ever given in Cambridgeshire.

"Woollett persistently stole from colleges and targeted students, I hope this acts as a warning to those who break the law."


MINOMOTO ALERT

A battered black low level minimoto has just been spotted (Wednesday 24th Aug) going at high speed up and down the greenwheel riverside path and cycleway alongside Park Farm, then it shot up Aydon Road, driven by a topless, helmetless ginger haired male flymo cut chav aged about sixteen. Invitation to NHS Peterborough Annual General Meeting, Monday 5 September,the Fleet, Fletton, Peterborough.

NHS Peterborough would like to invite members of the public, patients, service users and carers to its Annual General Meeting, which is being held on Monday 5 September at the Fleet, Fletton, Peterborough.

Now to be found restored at the IWM Duxford Aerodrome Museum. 
Running from 2pm to 4pm, the AGM will include an overview of 2010/11 from Chief Executive Sushil Jathanna, who will be looking forward at NHS Peterborough’s plans for the current year (2011/12).

Director of Public Health Andy Liggins will be presenting on the Joint Strategic Needs Assessment, looking at the future health, care and wellbeing needs of Peterborough and how services will be delivered to help meet those needs.

There will also be an update on GP Commissioning from newly elected Lead GP Commissioner, Dr Mike Caskey and a presentation on Live Healthy, Live Green from Derek Harris, Chairman at NHS Peterborough.

City Centre Policing Panel Priority Meeting, Town Hall, Tuesday 23rd August 2011, 7pm.

The City Centre Neighbourhood Policing team would like to invite you to their Panel Priority Meeting at the Town Hall on Tuesday 23rd August 2011 at 7pm.



 The team is very aware that while not many residents live in the City centre, it is a neighbourhood visited by the whole of Peterborough and so they would like to give you an opportunity to voice your concerns and to have your say in the way the police set the next three months' priorities for the City centre. Representatives of business and shop owners are also welcome.

At the moment the City centre panel priorities are:


  • Tackle street drinking and begging

  • Tackle illegal practices and touting by the Private Hire and taxi industry 

  • Tackle littering and highway obstruction outside licensed premises





However, you may have a different view or can highlight a problem you want the panel to look at, such as  cycle crime, street vendors or could it be something else? Simply by attending the panel meeting, you can have your voice heard and your issues seriously considered as a priority for the next three months. Please note you do not have to formally stand up and speak before the meeting; members of the panel are available to talk privately to those who attend or you might want to put your suggestions in writing  and bring the notes with you. All suggestions will be fully considered.

STILL MISSING FROM PETERBOROUGH Vitalija Baliutaviciene,  29, was last seen a week ago (Friday), she left for work at 5.10am from her home in Burmer Road, then along Thistlemoor Road and down Lincoln Road.




Missing: Vitalija Baliutaviciene,29, from Peterborough, Cambridgeshire, UK

Her destination was supposed to be Geneva Street, where she was to be picked up by a works coach, from One Call Recruitment.

Vitalija has a 10-year-son and naturally Police are now becoming increasingly concerned. She was wearing a light blue three/quarter length denim jeans, blue denim jacket and light pimsoll type trainers.

She also carried a 'distinctive brightly coloured' bag.  

Leading the search is DI Brunning who is appealing for any information or sightings however lacking in detail or seemingly at first glance not connected,  but it could just be something 'strange' or 'odd' relating to that very early morning journey (Cambs Police on 0345 456 456 4) or @cambscops on twitter

Ding Dong! Ideal World Telly Shopping needs YOU!


We don't often do this, but with the local job vacancy situation at an all time critical level and the prospect of long term unemployment a stark reality, this might just be the break you or someone in your family needs!  So it really deserves some serious consideration....

Public thanked as Police force looks to return to normality... Vaz MP not listening

John Feavyour, Deputy Chief Constable has just released this statement following recent National events: The support and messages of thanks we have received from the public throughout this operation have been overwhelming. I know officers and staff have been grateful to see their hard work has been well received and that the people of Cambridgeshire have been behind the force.

Thankfully, the county saw no major disorder and I was impressed by the willingness of the community to continue with business as usual and use social media in a positive way.

We are now at a stage where we can start to return officers and staff to normal shifts and focus on daily police business. My officers and staff have gone above and beyond to ensure the county was protected and I am humbled by their efforts. Everyone has worked long hours and despite being exhausted have kept smiling and carried on.

The frontline operation was heavily supported by Specials, PCSOs, the forces' IT department and corporate communications, to name a few. A lot of the time, this work can go unnoticed, but they have all played an invaluable role in the success of this operation. We are making arrangements to return those officers and staff to their normal shift arrangements and ensure people have the chance to rest.

During the week, 22 arrests were made linked to the operation, with 16 arrests in connection with a violent disorder in Cambridge. A further six arrests have also since been identified as possibly being connected to the national violence. Four of those were for a criminal damage in Peterborough and two for arson, one in Cambridge and one in Peterborough.

In the days following the disorder in London and other parts of the country the force received a number of calls which were concerns about rumours. We invested significant resources in ensuring we had an accurate intelligence picture and were able to quash these rumours.

Much of this work took place online through Twitter and it seemed to pay off as people felt they could message @cambscops and check the veracity of what they had heard. I would also like to thank those of you who used the e-cops network to pass on accurate police information to local residents.

Since Tuesday (August 9) the force has been sending police support unit officers daily to the Metropolitan Police and this will continue through to Wednesday (August 17).

Julian Bray comments:  Information is a two way street and Cambridgeshire Police quickly and intelligently embraced the advantages of Twitter. We assisted by re-tweeting  (copying) the @cambscops messages to our own Twitter followers.  We alone were able to reach around 100,000 immediately and some 200,000 as the messages were given the RT treatment by others on Twitter.

A further 4,000 + directly read the re-tweets from the PFNW website.  It therefore is a continuing worry when Keith Vaz MP is now saying (August 15th Sky News)  that systems such as Twitter should be closed down. By lumping the open and very accountable Twitter system, in with the closed 'furtive' Blackberry mail system (BBM) used by the majority of rioters, he totally misses the point.

MP Vaz has clearly shown that he has still to fully understand how social media systems, can be harnessed at little cost, for the public good. Hopefully IT people and the many MPs' who subscribe and read this blog can assist him...

Legal profession launches pro-bono (free) helpline for riot victims to access legal advice




From today (Monday, August 15th) The Law Society in London is establishing a dedicated free telephone helpline to direct the victims of the riots to 'pro bono' or free legal advice.

Working in collaboration with LawWorks and many individual law firms, the Law Society is launching a pro bono helpline to provide support the victims of the rioting and looting, in particular the small independent shopkeepers whose livelihoods are threatened by the impact of the recent unrest.

Julian Bray comments:  It has not been widely promoted but this new service, starting today, is open to all riot victims, many of whom didn't have insurance cover and have probably lost everything. They only have 42 days -from the date of the riot - to get claims in against police authorities for compensation under the little known Riot (Damages) Act. 


If you know anyone that has been affected, ask them to immediately telephone the Law Society (number below), for information.  

A full time caseworker will be funded to operate out of the National Pro Bono Centre to manage calls, take details of the cases, make referrals where necessary and place cases using the existing systems of the current pro bono (free legal advice) agencies. This system will deliver expert legal advice to individuals and business owners in affected communities.

The Law Society will coordinate promotion of the helpline and is calling on the profession to provide pro bono assistance to help meet the demand.

Law Society President John Wotton said, “We have already seen how a collaborative effort of this kind proved extremely valuable for the victims in the wake of the London bombings. This helpline demonstrates the legal profession’s shared commitment to justice and social responsibility. We have acted quickly to provide practical help to those who are the victims of lawlessness.”

John Wotton added, “Over the coming months, the victims will need legal advice on insurance, contract law and a host of other issues . It is vitally important that people who need practical help to get their businesses or personal lives back on track in these very difficult circumstances should have a quick route to specialist advice. I have been hugely impressed by the response of solicitors so far who are demonstrating yet again their commitment to a just and stable society and urge others to join the movement.”

It is planned to launch this service next week. Firms who wish to participate are asked to make contact as soon as possible.

Averting Riots, Mopping up and why we all do what we do....





Rapid  communication takes many guises
- this may not be one of them!


Clearly we all owe a great debt of gratitude to Cambridgeshire Police and our own local Peterborough South Neighbourhood Policing Operation, based at Hampton, over what has been a rollercoaster of a week. We also have to salute our own diverse neighbourhoods throughout the City, who have taken a robust stance against ASB and those who seek to abuse our City.

The pundits (or usual suspects) have been all over 24-hour TV and Radio, but we really have to draw the line at,  a recent visitor to Peterborough, historian Dr David Starkey voicing on BBC Newsnight, in best BBC English, one of the looters rapping style text messaging...even too much for us to take in.

Indeed Julian Bray used our own broadcast studio linked to BBC Cambridgeshire, discussing the merits of the little known Riot (Damages) Act, which enables people who are, or are NOT insured, to claim directly against the the police authority for riot damage. (full details at http://parkfarmneighbourhoodwatch.blogspot.com/2011/08/riot-damages-act-1886-says-we-all-pay.html  )


Originally the limit for Riot damage claims was 14 days from the time of the riot. Our prime purpose was to quickly alert all those who may know someone in one of the riot blighted areas, who has suffered, possibly losing their home and/or business and to enable them to get the claim in before the deadline.

We also wanted to send out a continuing PFNW clear marker to our own misguided 'one percenters' - who avidly read this news blog,- that we are all still on alert, ready with our camera phones, and passing information and intelligence to police and PCC channels,  in some cases members who wish to remain anonymous, are also dealing directly with Crimestoppers on 0800 555 111.  Currently our 30 day page hit counter is recording over over 4,100 page views.

What might be termed 'normal' levels of crime still have to be serviced and indeed as a result of PFNW information, three significant arrests were made by our Peterborough South Neighbourhood Policing team in the last couple of days.

Stanground and Park Farm has a high number of London commuters as residents, and frankly reliable information within the riot blighted areas elsewhere is sometimes hard to come by.  David Cameron, the Prime Minister,  must have borrowed our script, as hours later, following our BBC radio broadcast, then zeroed in on the very same Riot (Damages) Act and promptly extended the 14 day deadline to 42 days.  The confusion, has we understand,  been caused, as it is widely known that the Riot Act, as such was done away with some years ago, but amazingly the Riot (Damages) Act slipped through the net and is therefore still active and very much on the statute book. Even The Daily Telegraph managed to get this wrong.

But when you have lost everything where do you start? Another of our members alerted us by phone  (PFNW -01733 345581) of the little known Pro-bono legal advice scheme being set up by the Law Society for ALL riot victims. Top UK law firms are giving their time and expertise for free and the service starts this week. As soon as we have the names of Peterborough Law firms who have joined the scheme, we will post the details on here. Little of this information gets onto rolling news television as simply the visual images are not there to support it, although Sky, ITN, BBC  and Sky News has used our news blogs many times in the past.

Closer to home, the day to day work of crime prevention and maintaining a quality of life and low levels of Anti Social Behavior is the prime aim of  Park Farm Neighbourhood Watch, after all we all LIVE here!

Not everyone understands how we manage to achieve the results we do, the simple message is that we intelligently use social media and radio/ broadcast circuits, we use several different communication channels to rapidly spread information and to put in place alerts. A simple posting on our website is automatically picked up by police intelligence, the print media, local press and broadcasters also selected national and international outlets. These in turn cascade our information and comment via a series of requested RSS feeds. The RSS feeds are retransmitted internally to appropriate producers and editors. Wherever possible we also offer contact details of local authority partners and organisations, so they too can get substantiated and time sensitive information released quickly.

There has also been some misguided talk of the damage caused by 'social media' in terms of  false and deliberately misleading information.  We suggest that locally, members and supporters make frequent visits, if you are on twitter, to @cambscops will ensure the information you have is not only accurate but right up to date as the twitter account is directly serviced by cambridgeshire police.

Pro Bono Legal Advice for Riot Victims is launched from Monday


The Law Society is to launch a telephone helpline next week which will direct small independent shopkeepers and other victims of the recent riots to pro bono legal advice.


The Society will be working in collaboration with participating law firms and pro bono legal advice charity LawWorks to deliver expert legal advice to individuals and business owners in affected communities across England. A full-time caseworker will be funded to operate out of the National Pro Bono Centre in central London to manage calls, take details, make referrals where necessary and place cases.

The Law Society will coordinate promotion of the helpline, and is calling on the legal profession to provide pro bono assistance to help meet the huge demand.

Society president John Wotton said: ‘We have already seen how a collaborative effort of this kind proved extremely valuable for the victims in the wake of the London bombings.

‘This helpline demonstrates the legal profession’s shared commitment to justice and social responsibility.

Home on the Range .... PCSO's hone their Wild west skills and bag a minimoto






This delightful country scene early this morning opposite Park Farm on Drysides ( the possible site for the future Magnapark Railhead terminal and warehouse depot), is the result (we think) of three 'hoodies' spotted late yesterday who decided to open gates onto the field above and let some seven horses and a couple of foals roam.

One of the hoodies was however caught riding a minimoto and promptly given a Section 59 notice, not long before that one heads for the Stanground Minimoto crusher, making a really impressive addition to the mounting tally of crushed bikes.

PM says all victims have 42 Days to apply..

LATEST:  The Prime Minister David Cameron MP has today (11 August 2011) announced to a specially recalled Parliament that householders and businesses, insured OR NOT, now have an extended 42 days to apply for compensation (see Act below), the current limit of 14 days as Julian Bray discussed on BBC Cambridgeshire this morning has been set aside.

The damage caused by the events in London and elsewhere is extensive and the costs involved will be massive. Who pays? There is the Riot (Damages) Act 1886. Section 2 of the Act states:

"(1) Where a house, shop, or building in a police area has been injured or destroyed, or the property therein has been injured, stolen, or destroyed, by any persons riotously and tumultuously assembled together, such compensation as hereinafter mentioned shall be paid out of the police fund of the area to any person who has sustained loss by such injury, stealing, or destruction; but in fixing the amount of such compensation regard shall be had to the conduct of the said person, whether as respects the precautions taken by him or as respects his being a party or accessory to such riotous or tumultuous assembly, or as regards any provocation offered to the persons assembled or otherwise.

"(2) Where any person having sustained such loss as aforesaid has received, by way of insurance or otherwise, any sum to recoup him, in whole or in part, for such loss, the compensation otherwise payable to him under this Act shall, if exceeding such sum, be reduced by the amount thereof, and in any other case shall not be paid to him, and the payer of such sum shall be entitled to compensation under this Act in respect of the sum so paid in like manner as if he had sustained the said loss, and any policy of insurance given by such payer shall continue in force as if he had made no such payment, and where such person was recouped as aforesaid otherwise than by payment of a sum, this enactment shall apply as if the value of such recoupment were a sum paid."

An interesting recent case concerning the Act is Yarl's Wood Immigration Ltd v Bedfordshire Police Authority [2008] EWHC 2207 (Comm) Beatson J. This decision was reversed by the Court of Appeal (Rix, Wall and Aiken LJJ).

In April 2002, the House of Commons Home Affairs Committee report on the Police Reform Bill said:

"The Association of Police Authorities wrote to the Home Office five months ago prior to the fire at Yarl's Wood detention centre - asking for repeal of the Riot (Damages) Act 1886. The Act makes police authorities liable for damages to buildings and their contents if a riot occurs under the Public Order Act - even if there has been no negligence of default by the police. The Government has said that this being reviewed, following riots in Bradford, Oldham and Burnley in 2001. The Minister told us: 'The broad issue of whether an Act which is well over 100 years old is still appropriate has been raised. I honestly cannot say to you whether any conclusions will be reached about that in the timetable of the Bill and the issues are quite complex.' The Riot Damages Act 1886 seems arcane and a good case has been made for repealing it. Without prejudice to any existing cases, the Government should seek to repeal the Riot Damages Act 1886."

The Act remains in place. It is obvious that any damages paid out under the Act will ultimately be passed on to council taxpayers. The costs of insurance will rise. It seems to me to be likely that, in the aftermath of these events, the coalition Government will act fairly quickly to replace the Act using the economic climate as a reason.
Civil Contingencies Act 2004? The powers in the Act could be used. However, this seems to be ruled out at the moment.

Message from Cambs Police re current situation


UPDATE WEDNESDAY 11pm Cambridgeshire Police release series of pictures, links on twitter @cambscops. Generally all areas calm, with increased police patrols on the ground.

UPDATE TUESDAY 11pm  Cambridgeshire Police confirmed that NO incidents have been reported in the County and NO incidents in the City of Peterborough, although several rumours surfaced on social networking sites during the evening. 
Police are maintaining and issuing regular news reports
via e-cops and twitter
(using the accounts @cambscops and @Suptpaul ).  

Late last night (Wednesday) there was one incident of disorder in Cambridge which resulted in 5 arrests where a group of 30-40 youths gathered on Midsummer Common - they were dispersed within 20 minutes of the initial call and this morning those arrested remain in custody - all from the Cambridge area.

In an earlier statement Cambridge Police set out their position:

We are urging residents to remain calm amid untrue rumours of disorder across the county.

We are receiving a number of calls regarding rumours of incidents across Peterborough and the rest of the county. Several false rumours are also circulating on social media sites.

There is no truth in these rumours and no incidents have been reported in Cambridgeshire.

We would stress there have been no incidents of violence and disorder reported in the county. Businesses and residents should continue with their lives as usual.

We are monitoring the situation in London and other parts of the country. However there is no information to suggest there is any threat to this county.

We urge people to not pass on these rumours via email, text or via social media and to follow us on twitter @cambscops or @suptpaul to get the most up-to-date information.

Our officers have been assisting the Metropolitan Police to deal with incidents of violence and disorder in London.

We have sent two Police Support Unit’s of 25 officers to the capital yesterday and today. We are monitoring the situation in London and other parts of the country. At this time there is no information to suggest there is any threat to Cambridgeshire but we have contingency plans in place.

Our message is clear, there is no threat to the people of Cambridgeshire or local businesses and people should carry on with business as usual.

We understand there may be concerns and feelings of vulnerability within a number of communities and are working closely with our partners and community leaders to address those concerns.

Patrols in the county have been increased as a precaution.

Violence, disorder and any other criminality will not be tolerated in Cambridgeshire and we will deal swiftly and robustly with anyone who uses the emerging issues in London as an excuse to break the law in this county.





London Metropolitan Police have started issuing 'volumes' of timecoded images of alleged offenders they would like to urgently identify, interview and if appropriate charge.

We reported on the Tottenham Riots and commented on the latest tragic events on BBC Cambridgeshire this morning with a live broadcast just after 8am from our Park Farm studio.  The Tottenham events quickly escalated into London wide riots. What we have now is a major problem with copycat incidents all over the place.  There is no set pattern and the orginal reasons for the first round of incidents not longer apply to the latest outbreaks.  For many we are entering into uncharted territory. Countless buildings destroyed, whole communities torn apart and local social patterns clearly disrupted forever.

Many families will never recover from this, one woman remarkably self composed said directly to the intrustive TV camera, that her flat over a carpet store, had been burnt down and that the clothes she was wearing was all that she had. Other images from Clapham Junction, show a hamburger shop having its sheet glass windows kicked in. Why?

The homeless lady and family spent the first night in her partners car and night two in an hotel. She is clearly living day-to-day. Any family or dwelling that now suddenly acquires a new flat screen television is well advised to see that the serial number is properly lodged as part of the guarantee and that the till receipt is carefully guarded. And for those who took plasma screens from betting shops? These are simply wired in monitors, not full television receivers and will never accept regular domestic broadcast programmes ... simply what a criminal waste.

But as the day progressed Lewisham, Croydon (and a non fatal shooting this evening), Liverpool (1am Monday), Birmingham, Hackney, Ealing and Camden were all blighted, the list seems to grow ever longer. We even had an alert about our locality and logged it with police, the point being nowhere is safe.

The message now is very simple:  

Parents you need to know where your children are 24 hours-a-day, and take a closer interest in their Blackberry mail (BBM) and social network messages.  Over the next few days police will be screening thousands of images of people police need to interview to eliminate them from enquiries. Clearly if your children are safely at home under your direct care and control they will not become involved or be picked up on facial recognition and other cameras. This all needs to stop and quickly.


The sad part is that we all in the community will pay in the long term, and you don't need to tell us that money is in short supply.

Clearly a group or someone, somewhere is directing or manipulating all of this, marshalling young impressionable youths. A moment of excitement and possibly a criminal record for ever, simply not worth it.

Tottenham: the High Road is closed between Lansdowne Road and Monument Way, and there are also closures still on Lordship Lane and Bruce Grove.

Hackney: Mare Street and Lower Clapton Road are closed. Riots around the Pembury Estate. Cricketfield Road is also closed around Downs Park Road.

Ilford: the High Road is closed around Green Lane.

Bethnal Green: Bethnal Green Road is closed between Cambridge Heath Road and Vallance Road.

Stepney Green: Globe Road is closed at Mile End Road

Barking: Station Parade is closed

Beckton: Royal Docks Road is closed at the Gallions Reach Shopping Park
