PARK FARM  99's all Mr Whippy-ed into a cone of frenzy...

Have you noticed the number of distorted very loud shrill ice cream chimes and battered old ice cream vending vans of doubtful origin have suddenly almost vanished from Park Farm streets lately? Well turn up at(or just mivvy on over; anyone under 50 won't get that one...)  the Town Hall on Thursday 21st July 2011 to find out why.

This extract from the dry narrative will give you a flavour of what is in store:

On 5th April 2011 Mr Hussain submitted an application for an ice cream trading consent to
sell ice creams in the Peterborough licensing area. As Mr Hussain met the criteria for a
consent the ice cream trading consent was authorised.  Due to a number of complaints in 2010 regarding Mr Hussain’s trading practices in the Park Farm area it was decided by PCC to place a condition upon Mr Hussain’s consent preventing him from trading in this area and causing further complaints.

When Mr Hussain attended the Council Offices to pick up his trading consent and badge he was interviewed by PCC licensing staff who took Mr Hussain through a detailed consent ‘ checklist ‘  which Mr Hussain read and signed to say that he understood his consent and conditions placed upon it.   Since Mr Hussain was consented by the licensing authority it is alleged that Mr Hussain  has breached his consent and conditions on a number of occasions. It is further alleged that Mr  Hussain has :

• Traded in the Park Farm area on at least 7 different occasions;


• Used his chimes in excess of the permitted 4 seconds at any one time;


• Traded in a stationary position for more than the permitted 15 minute period at any one time;

Mr Hussain was warned by Officers on a number of occasions regarding these breaches and the possibility that his consent would be revoked if he continued to trade in breach of his conditions.

These warnings by licensing staff were either made verbally to Mr Hussain at the time of the alleged breach, on the telephone shortly after the breach and by sending out a warning letter.

Due to the continued breaches of his consent it was decided by PCC that Mr Hussain’s consent
would be revoked. A revocation letter was handed to Mr Hussain on 1st July 2011. It was explained to Mr Hussain that he had the right to appeal the decision in writing within 21 days of the date of the revocation.

Broadway Blues.... Joe Longthorne Cancels Due 'Car Crash' or just 300 seats sold?

At PFNW Towers, on Sunday morning we started getting irate telephone calls about the Peterborough Broadway Theatre, still owned by one of Mr Fasulus limited liability companies. You may recall we ran some searching items on the new management company (not legally connected to Mr Fasulu and very arms length) and its' connection with a disqualified and recently jailed company director seemingly then fronting up the Broadway team. A Broadway Google search brings up the PFNW website and telephone number!

We decided not to run the story, (but would make enquiries and suggested the upset ticketholder might like to telephone BBC Peterborough and the Evening Telegraph), as we have already several times advised anyone dealing with the Broadway Theatre to always ensure that ticket purchases are grouped together so that more than £100 is spent USING A CREDIT CARD.

If the current theatre stand-alone management company goes bust, than a direct claim against the credit card company will get your money back thanks to Section 75 Consumer Credit Act! The same advice goes for purchasing package holidays where both the flights and hotel accommodation are sold and invoiced as a single item!

But back to the Broadway, theatregoers hoping to see Joe Longthorne on Friday 11th were shocked to find the theatre dark, the box office closed. No notice on the door explaining the cancellation. Even the St. Johns First Aid men were stumped as over a dozen souls waited outside.  In response to our tweet on Twitter, a spokesman 'Steve' phoned in to tell us what has been happening. He could not understand why a notice was not pinned to the door although he claimed all the 300 ticket holders had been phoned or texts sent.

We also have a sneaky suspicion that with only 300 seats sold in the 1,200 seater, Joe who clearly had his accident, could have cancelled, citing the accident, as allegedly he appeared elsewhere on Saturday apparently in fine voice and to a full house...  Ticket reclaims should be directed to 0844 850 0850

Coneygree Lodge was recently adopted as a policing panel priority during our neighbourhood panel on 5th July 2011.

Following as report of a male acting suspiciously near Coneygree Lodge, Coneygree Road, Stanground a male has been arrested.

The male was caught trying to force the aluminium window covers to the council owned derelict property.

This male has been charged with attempt burglary and bailed to attend court on 28th July 2011. he was also charged with 2 other burglary counts for previous offences.

Peterborough Evening Telegraph may go weekly claims former Brum Editor

Former Birmingham Mail editor Steve Dyson, has written an article for InPublishing magazine in which he identifies 15 small circulation regional dailies including the Peterborough Evening Telegraph which he claims may go weekly.  http://jonslattery.blogspot.com/2011/07/15-regional-dailies-that-may-go-weekly.html

It follows the decision by Northcliffe to turn two of its dailies, the Scunthorpe Telegraph and Torquay Herald Express weekly, and speculation that other of its newspapers may also be changing publication frequency.

In his article, Dyson states: "Northcliffe is not alone: one editor of a small northern daily, who must remain nameless, told me that newsprint price rises pushed the business right to the edge of making the ‘weekly decision’ for 2011. 'It’s only a matter of time because otherwise we will literally lose money,' he said.

"And the managing director of an independent publisher – whom I also agreed not to name – told me: '12,000 sales is the profit-and-loss precipice for dailies, and we think we’ve got a few years to go before we reach that. But we’re already looking at the option because we’re in the teens and once we hit 12,000, will make no money as a daily.'

"Several newspapers are already at or near that 12,000 figure, but as the Torquay Express, which sold 21,000+ as a daily shows, publishers may decide to make the conversion early while they still have some critical mass.

"Tipping points will obviously depend on specific marketplaces and economies of scale, but the weekly option is certainly staring the 15 smallest daily papers in Britain in the face."

Dyson lists the regional dailies arguably facing the weekly option as: The Scarborough Evening News (published by Johnston Press) – ABC April 2011: 11,462; Burton Mail (Iliffe) - 12,472; Worcester News (Newsquest) - 14,616; North West Evening Mail, Barrow (CN Group) - 14,772; Hartlepool Mail (Johnston Press) - 14,853; Oldham Evening Chronicle (Hirst Kidd and Rennie) - 15,273; Shields Gazette (Johnston) - 15,286; Evening Star, Ipswich (Archant) - 15,408; Peterborough Evening Telegraph (Johnston) - 15,506; Scunthorpe Telegraph (Northcliffe) - 16,084; Halifax Evening Courier (Johnston) - 16,351; Gloucestershire Echo (Northcliffe) - 16,380; Northampton Chronicle & Echo (Johnston) - 16,678; Express & Echo, Exeter (Northcliffe) - 17,102; Evening Gazette, Colchester (Newsquest) - 17,186.

Dyson adds: "The Liverpool Daily Post (Trinity Mirror) only sells 8,868, but has a much bigger sister in the Daily Post (Wales) which complicates its future strategy.

"In Scotland, the Paisley Daily Express (Trinity Mirror), selling 7,726, and the Greenock Telegraph (Clyde & Forth Press), selling 14,720, might also be seen as ripe for weekly conversion, although the local marketplace and low paginations provide different business models. The same can be said for the Guernsey Press & Star (Claverley Group), selling 15,232.

Police Update re incident Park Farm 12/7/11

Following reports of people acting in suspicious circumstances in the early hours of Tuesday 12th July 2011 within the Park Farm area, Three men have been arrested.

At 0320 hours we received a call from a vigilant resident reporting males behaving suspiciously and breaking into vehicles.

Five separate police mobiles attended totalling 8 officers including a tactical firearms unit and a sergeant.

The informant stayed calm and gave good descriptions leading to the arrest of the three men.

This resulted in three men being given seven charges of theft from motor vehicle and the court date set at yesterday Wednesday 13th July 2011.


This was a combined effort from you the public and the police, clearly showing that we need your information to act and deal appropriately.

Why 20 MPH limit for Park Farm is a costly dead duck..

You may recall we have had some spirited jousting with our new councillor Chris Harper over the imposition of a permanent 20 MPH speed limit (He is for it, we are very against it, we say just tell the school run traffic to slow down...).

Our research department has turned up the PCC Cabinet Papers for June 13th 2011 Agenda Item No:13

Petition requiring the provision of a wide 20 mph zone in Park Ward:

Petition presented to full council on 23 Feb by Councillor Arculus. The Council's Head of Planning, Transport and Engineering services responded on 25th May stating that it was not appropriate ..... "on-street parking in many residential streets meant it was likely that vehicle speeds were already low. The cost of introducing a 20 mph limit was not justified as the safety benefits were questionable....."

We also have concerns over the disproportionate cost of policing a 20 mph speed limit, resources applied to holding speed guns and legal processing will seriously disadvantage the highly effective current neighbourhood policing throughout Stanground and Park Farm. Taking the City as a whole, we enjoy exceptionally low levels of crime and a high level of detection of those who do decide to break the law. The rash of car break-ins experienced recently, saw three very quick arrests by our police teams...
