The Wheels on the Bus....How many Buses does Stanground Community Centre Own and Why?


So where is the third plain white bus and are these street legal?

Spotted over the weekend, by our ever watchful PFNW members as a possible vandal risk. Sitting out in the open, totally unprotected in a playground area at Stanground Primary School, Stanground,  it seems that Stanground Community Centre now suddenly has TWO 17 seater buses, and seemingly briefly did possibly have three. 

The newer one, on the left a 'Luxury Travel' 'Merc' added to the 'fleet' suddenly appeared this week, with red flashes on its sides, registration number N825 MUH said to be all the way from from Glasgow... But where is Bus V540 HBO on the schedule of fixed assets at £3,713?  Is it the Green one on the right?

So the puzzle is what happened to the other 'white' bus - [Bus Number 3?]  being used on the public roads very recently and driven by the newly re-elected chairman Alan Brian Coulson?  As a new committee has been appointed but Trustees are still to being sworn in this week (Tuesday 17th may 2011 at 8pm);  it would be interesting to see how the new trusteees, view the sudden fleet of buses the charity owns and if they lawfully comply with the registered charity number 271705 and the strict charitable conditions set out in it's governing document.

Simply if they do not comply, and there is no formal written agreement pre-dating and concerning the purchase (committee minutes alone are of no legal value), any authorised use needs to be strictly for  'the members within benefit' ie the residents of Stanground (who are automaticallly members of the community association charity) and used strictly in accordance with the Governing Document.

If this is not possible and remember according to the Charity Commission, the Stanground Association has failed to register any documents, as they are legally required to do within 10 months of each year end, with the Charity Commission - since March 2006,  then the buses cannot be used on the open road, or carry passengers,as any class of insurance covering the vehicles, even if premiums paid fully up to date would be declared null and void as the restrictions imposed by the governing document (Constitution) may not have been disclosed to the insurers and no one can check with the Charity Commission as nothing appears to have been recorded for many years.....
