Cllr Harper and other councillors vote early for Christmas?

Thanks to the several reporters who have spotted this one. Cllr. Harper (Stanground East) who recently spent some £1,800 of CLF funding on 'raised vegetable beds' for an infants school on his patch - the school closed today 30th November, due to the teachers / public sector strike (Cllr Harper is also a School Governor) may be rewarded with an early financial Christmas present (along with other PCC councillors and cabinet members) as they will be discussing and voting this week, on how much of a tax free rise in personal allowances, they should award themselves, although to accept the the Panel’s proposals would result in a £19,610.00 overspend against the current budget. The PCC recently let go a number of key staff, and slashed many operational budgets as a cost cutting measure.

The current basic tax free allowance of £7,962.08 is to be increased to £9,000 (see details below and paid out regardless of actual attendance). On top is a further highly prized tax free Special Responsibility Allowance for membership of a committee, again actual attendance could be very poor, but the further Special Responsibilty Allowance is still paid in full and not pro rata in accordance with individual attendance records.

We tried in vein to work out the exact cost of the increases and gave up so here is the detail of the report


1. ORIGIN OF REPORT
1.1 The Council has a statutory requirement to establish and maintain an Independent
Members’ Allowances Panel, which will broadly have the functions of providing the
local authority with advice on its scheme and the amounts to be paid. Local authorities
must have regard to this advice.
1.2 The Panel met on three occasions during 2011 in order to review the current Members’
Allowances scheme. This followed a decision of Council on 15 July 2009
that the  Basic Allowance and Members’ car parking be considered by the Panel once the joint review of staff and Members’ car parking arrangements had been undertaken by the Council.

Their report dated 31st October 2011 , sets out their findings and recommendations.
1.3 All Members of the Council were invited to make representations to the Panel either in
writing or in person.
2. PURPOSE AND REASON FOR REPORT
2.1 To consider the recommendations of the Independent Members’ Allowances Panel
following its review of the Council’s current Members’ Allowances scheme.
2.2 The Council must ‘have regard’ to the Panel’s recommendations but may then
determine what action it wishes to take. The only element where the Council does not
have any discretion is with regard to recommendations concerning membership of the
Local Government Pension Scheme.


3. RECOMMENDATIONS ARISING FROM THE REVIEW

3.1 The Panel recommends:

3.2 Basic Allowance
That in future, the scheme of allowances be updated for inflation by the use of the

NJC increase applied to staff pay;
That the current basic allowance of £7,962.08 be increased to £9,000, (which includes

an element of travel and telephone allowance as set out below).

That the travel allowance of £227.45 within the basic allowance be rounded to £230.

That the telephone allowance of £568.68 within the basic allowance is rounded to

£570 and that all personal calls continue to be the responsibility of Members.



3.3 Special Responsibility Allowance (SRAs)

That Members continue to be restricted to one SRA.

That the Deputy Leader’s SRA be reduced from 75% of the Leader to 65%.

That the number of Cabinet SRA’s be reduced by one at the earliest opportunity.

That the multiplier for calculating Cabinet allowances be reduced from 2 x net basic to

1.5 net basic of the basic allowance.
That the payment to Scrutiny Chairs be reduced from 1 x basic allowance to 0.75 net

basic allowance.
That SRA’s payable to the three Chairs of Neighbourhood Committees be extended to

seven Committees but that the level of payment to all Chairs of Neighbourhood

Committees be set at 0.25 of the net basic allowance.
That Regulatory Committee SRA’s be kept in line with Scrutiny Committees.

3.4 Telephone Allocation
That the Members’ Allowances scheme be updated to record the entitlement of

Members to be in receipt of an iphone.
4. CONSULTATION
4.1 All Members were invited to make written representation to the Panel and offered the

opportunity to address the Panel in person. The Panel has considered all submissions

in detail.
5. IMPLICATIONS

5.1
Legal - The legal implications are referred to within the report.

5.2
Finance – The Panel’s proposals would result in a £19,610.00 overspend against the

current budget forecast but would be within current budget allocation. The budget for

2012/13 has not yet been determined.

Sgt. Simon Goldsmith highlights concerns over an uprise in vehicle contents thefts


 

Sgt. Simon Goldsmith from our neighbourhood police team writes:

As part of our crime prevention we monitor the crimes raised to ensure we place resources in the most needed areas. To achieve this shifts are altered and a mix of plain clothes officers with high visible officers will be deployed.

Following this exercise it has become apparent that we are experiencing a significant rise in the number of thefts from motor vehicles in our area with a large number occurring in Hampton closely followed by Woodston/Fletton.

Physically check the inside of your vehicle at some time during the evening! 

Most of these crimes are taking place after 1800 hours and not been discovered until the following morning with a mixture of techniques being used to gain access; these include; breaking windows and finding vehicles insecure often unlocked.

Please do not invite crime and ensure when your vehicle is left unattended it is both locked and secure; place all objects, presents and shopping out of sight especially if the purchases are valuable, in particular Sat Navs, mobile phones etc. Remove or hide anything that could indicate that there may be a piece of equipment such as leads, cradles and where possible wipe the ring marks on the screen left by the sat nav! It is a giveaway...

With Christmas shopping in full swing, please ensure the presents you buy are put out of sight if you need to leave them in your unattended vehicle, place them in the boot or under the seat. Be vigilant of who and what is around you. If you see anything suspicious please don't hesitate ring us on the new direct local number 101 to let us know.

Ideally, get a description of those you are concerned about,
their clothing,
height,
hair colour
most importantly anything that stands out and is easily recognised.

On the 10th December Bittern (alias Union of South Africa) will be running from Cambridge to York and return, so you will see this steam locomotive pass by alongside the windfarm, the other side of Drysides, Middle Level, and at Kings Dyke.  This is a streamlined A4, like the famous Mallard.

Stanground College Closed on November 30th Letter to Parents







Dear Parents/Carers

On Wednesday 30

November members of the unions will be



taking industrial action. About a third of the College’s teaching

staff and a number of support staff are involved in this action.

All staff who are not members of the ATL, NUT, NASUWT,

NAHT, GMB and UNISON will be required to attend College as

usual. However, those who are members of other unions have

been instructed by their unions not to cover for their

colleagues.

Clearly, I cannot guarantee the health and safety of students

in an environment where, at least, a third of the teaching staff

are absent. Therefore, in discussion with governors,


it has been decided that the College will be closed to students
on Wednesday 30th
November.

It is also now confirmed Heritage Park Primary School on Park Farm, Stanground  will be be hit by striking teaching staff on 30th November and possibly (not confirmed) only open to years 2, 5 & 6 . What does it mean for the Business Traveller?

When is the strike?

The public sector strikes are due to take place on Wednesday 30 November, 2011. This will affect border control at airports from the evening of Tuesday 29 November until 23:59 on Wednesday 30 November. Starting times will vary as each airport has different shift patterns.

What are the strikes about?

This is a UK-wide public sector strike over pensions that will affect immigration officers in airports (as well as other public sector workers such as teachers).

How will airports and flights be affected?

It’s expected that UK Border Agent staff levels will be about 30-50% of the maximum. This will cause significant disruption and delays at airports across the country. Heathrow is expected to be worst affected, but it’s likely that all airports will face delays and cancellations.

What should I do if I’m flying FROM the UK on strike day (30th November 2011)?

The current advice is that disruption to outbound passengers will be minimal and people should stick to their plans. However, as the situation is uncertain, travellers should keep in touch with their airline – most have been adding updates to their websites and Twitter channels.

What should I do if I’m flying TO the UK on strike day?

Postpone your trip if at all possible. It’s expected that there will be delays at airports and people will have to wait longer at borders. One statement by London Heathrow warned delays of up to 12 hours. Again – contact your airline and take their advice.

Can I switch my flights for free?

Different airlines have different policies on switching flights, so check with the airline you are flying with. For example, Virgin Atlantic say they will allow passengers booked on UK inbound flights to rebook travel up to four days earlier or later. BA say customers can switch flights free of charge. Cathay Pacific has urged passengers to postpone and rebook flights.

Can I claim on my travel insurance for costs incurred due to the strike?

Some insurers will cover policyholders for delays or cancellations that last for longer than 24 hours. But you'll need to check your policy as they vary widely.

Bad Lads shopping early for Christmas ....



A local councillor, a bit late in the day, seems to be playing catch up on his political blog. Brodsworth Road has its own Neighbourhood Watch scheme, but as many of our 6,000 page viewers a month may know, we have been keeping a close eye on some other negative developments recently in this particular road.

We particularly need more information on two recent sightings of a white battered Transit type van, with two occupants, seen in the area  We understand that leaflet distibutors are NOT pushing the leaflets fully through letterboxes, so leaving 'a huge red flag up' to show which Houses are occupied during the day or not! If your neighbours house has junk mail sticking out of the letterbox flap, please push it in, so the flap is fully closed.

Detailed information has been passed on as agreed with our discreet callers (thanks to 'Arnie H', 'Casper' and 'PF') we would now ask our telephone reporters, to update any further sightings by discreet posting on any comment panel on this blog and to send in any pictures / videos. We particularly need Arnie H to confirm items 2 and 3 on his notes. The new Crimestoppers discreet marking kits (announced on here 6 weeks ago) are now on retail sale in Tesco Hampton. CROSS GOVERNMENT PLAN TO TACKLE VIOLENCE AGAINST WOMEN AND GIRLS LAUNCHES

 

Action plan

Earlier this year,  the government launched an action plan to tackle all aspects of violence against women and girls, including 88 cross-government actions to combat this important issue.
  • 'No level of violence against women and girls is acceptable in modern Britain or anywhere else in the world.' - Theresa May, Home Secretary
In the last year alone, there were over 1 million female victims of domestic abuse in England and Wales. Around 400,000 women are sexually assaulted and 80,000 women are raped each year. In the UK, more than one in four women will experience domestic abuse since the age of 16 years old, often with years of psychological abuse.

Key Statistics

  • at least 1 in 4 women in the UK will experience domestic abuse in their lifetime (British Crime Survey [BCS] 2010/11)
  • domestic violence accounts for 18% of all violent incidents (crime in England and Wales 2010/11), 7 per cent of women and 5 per cent of men reported having experienced any domestic violence in 2010/11
  • in the 2010/11 BCS, 73 per cent of incidents of domestic violence were experienced by repeat victims, and of the victims interviewed, just under half were victimised more than once, and nearly a quarter were victimised three or more times
  • every year around 400,000 women are sexually assaulted and 80,000 women raped (BCS 2010/11)
  • domestically, the cost of providing public services (including health, legal and social services) to victims and the lost economic output of women affected runs to billions of pounds. An indicative figure for the minimum and overlapping cost of violence against women and girls is £36.7 billion annually
  • in January to December 2010 the forced marriage unit received 1735 reports relating to possible forced marriage, and provided direct support in 469 assistance and immigration cases
  • approximately 66,000 women with female genital mutilation are living in England and Wales (Forward)

International work

The action plan recognises that violence against women and girls occurs in all countries and is an issue which crosses borders. The Home Office:
  • supports innovative new projects in poorest countries
  • works with international organisations and governments overseas to globally promote women's rights and reduce the impact of conflict on women and girls

Working in partnership

The Home Office points out that we all have to work together to achieve our goal of ending violence against women and girls. "It is not a task for central government alone. We will need to work with families and communities to change attitudes. Local authorities, police and crime commissioners, voluntary and community organisations, community safety partnerships, the NHS and more will need to work together to meet the needs of their local communities.

WHY THE LEVESON INQUIRY IS IMPORTANT AND SO IS YOUR VOTE

Having been elected a life member of the National Union of Journalists earlier this year (recognises 40 years membership - yes I did join at the age of 5!)  and briefly did a stint during the early days of Fortress Wapping - the home of the News of the World - I was asked by the Jeremy Sallis hosted BBC Cambridgeshire Breakfast Show to broadcast live on the Cambridge feed and give my thoughts on what has been happening.

During the interlude before the live transmission I wondered what would happen if the Localism Bill was fully applied to Peterborough City Council, and we could have a live streaming video of council meetings? (the whole lot including hardware could be set up for less than £20k per annum) I suspect council business would be speeded up, there would be no problems with the audio feed, everyone ( except Cllr Turnip, who after 8 months has yet to utter a word in full council ) would speak slowly and clearly.

The real business of council would be viewed by a wider public who would then begin to understand how the whole system works..... it will never happen of course unless you demand it at the coming elections but then you won't be able to vote unless you are properly registered and the time is running out .

Call the Town Hall fill in the forms for everyone in your household and get yourself  on the electoral register.... only 30% bother to vote, but if you don't vote then don't complain if the wrong person is elected and spends your community leader fund on sending Teddy Bears to China; or ever worse £1,800 on raised vegetable beds for infants!

Farewell Angus a showman until the very last.....

Don't care who you say you are, Angus (ginger cat bottom of picture)
says you're not parking here.. 




We have just had some very sad news. Angus the ginger guardian cat of Kedleston Road, Park Farm has just been put gently to sleep. Ann at Oakdale Vets, Stanground Central suspected that 15 year old Angus, might have been suffering from a tumor. He'd rapidly lost well over a kilo in weight and was taken in for tests, and was on the operating table, the tumor was located. The most difficult decision than had to be taken. Our thoughts are with his 'people' (You must understand that you never ever, own a cat, they just agree to live with you, and always on their terms...)   

The story goes that if Angus says you can't park then you simply didn't. All delivery people knew him as he made his daily and evening rounds from house to house, and by example taught the rest of the neighbourhood cats, the value of roof top car surfing.  He did the same only yesterday to the BBC Cambridgeshire radio car (you can just see the top of his head at the bottom of the picture) who were location reporting on the rash of speed restriction signs, that had appeared peppered all over Park Farm Way.

Re: 11/01561/FUL Planning Application: Proposed Portakabin to house temporary Pharmacy for 3 years and new fence/ gates and paved areas at Stanground Surgery, Whittlesey Road, Stanground, Peterborough.



I, the undersigned wish to formally object to the planning application under reference: 11/01561/FUL.  

My objections are as follows:



  1. The lack of sufficient vehicle parking and vehicle waiting/ drop off areas at the already full Surgery car park. The complete absence of any defined goods safe loading/unloading areas.  The fact that a proportion of the existing spaces are excluded marked as reserved for the adjacent dentist and not available to casual users.  Some existing spaces are also reserved/ occupied by the community paramedic emergency vehicles.
  2.  The enhanced security risk to the community and children by virtue of having drugs in substantial quantities located in a temporary Portakabin structure, set back in a secluded, isolated remote location. The proposed temporary structure is close to a nearby (soon to be floodlit) skatepark with a direct underpass. The skatepark will be used from Spring onwards 24 hours a day.
  3. The access /exit surgery lane onto  main road is dangerous even for experienced drivers, limited visibility, multiple blindspots due to Peterborough Road incline outside Stanground College (3,000 students) ,the close  proximity of a raised roundabout, curved road, fire station and two bus stops.
  4. Halls Chemists have indicated that if the portakabin application is approved, they will have no option but to close their new state-of-the-art pharmacy with the loss of nine jobs, community drugs delivery service, disabled and regular off road parking bays.
  5. The Co-Op is seeking to close its No 2 Stanground Central Square pharmacy shared with the Stanground Post Office (behind the Tesco Metro store). Should the Co-op close the existing pharmacy, the Post office will in time close. This cannot be good for the local community, with the loss of essential facilities.


I invite the planning officers to take into account my objections and formally reject this application.

Julian Bray reports:

Thomas Cook shocked the money markets over the weekend with a request to its syndicate of 17 banks for a further short term funding of £100 million, nothing wrong with that, the firm currently owes over £900 million, but they had just a month earlier also asked for ....£100 million.

The firm says its a short term cash flow funding measure to get them over the Christmas period, but the money market didn't like it and dropped the share price by a staggering 75%  now around 10p! The Bretton based firm operates more than 1,300 shops and has been around for more than 170 years.

It also operates a fleet of aircraft, all on lease, so some of the leases will be returned and the fleet size reduced. They will also trim the 200 loss making retail travel shops they have identified but that will still leave over 1,000 outlets and some outlets acquired as part of the tie up with the Co-Op. So some shops will go and a percentage of staff already on short term contracts will be trimmed as a result.

Thomas Cook recently sacked its chief executive and according to sources has already paid out some £1.1 million to terminate his contract, although the departed director is seen to be part of the current financial crisis.

Thomas Cook currently get some 30% of it revenue from the Internet, so is well placed to expand that part of the organisation.  

People who book holidays with Thomas Cook are however protected by a series of bonds and Section 75 of the Consumer Credit Act (if over £100 of the total hotel AND flight package is paid for using a credit card). The Civil Aviation Authority will get you home by air and the ABTA bond will pick up if the other options are not available. From experience, refunds are quickly settled through the credit card company route and in any case if the credit card option is available the ABTA insurance company will advise you contact your credit card campany.

Sad news reaches us that Thomas Cook, a major Peterborough based employer, is today urgently seeking £100 million from the Banks to stay afloat over Christmas, and the banks so far are not co-operating...We'll keep you posted.

New Year, New Direction, New Localism. Enter Park Farm Neighbourhood News

A new horizon.....

A new year, a new format. We have after 10 months, finally made a decision!

It is no secret that PFNW as a concept has been a runaway success and at many levels; but as it is, PFNW is still simply a neighbourhood watch scheme, but consistently punching well above its weight and largely pigeonholed by officialdom.  With your continuing help, we aim to change all that!

PFNW also has had geographic limitations. In our view the format was outdated and not at all flexible, but we worked within it, from time to time, kicking against the traces and most of the time walking on eggshells. Simply the format was laid down in a time before the Internet, Twitter, Blogging, Computing and i-Pads. Nothing virtual or social media friendly about it.

The concept of a NW street co-ordinator in the 21st Century, knocking on doors visiting the same small cluster of houses week in, week out, is as relevant today as seeing a village policeman pounding a regular home beat. It simply does not happen in the cut and thrust of the urban environment but may well work in a sleepy village. Understanding that parts of South Peterborough still retains some of the village style atmosphere we all seek.

Meanwhile in harsh urban environments, we increasingly rely on tactical policing, high speed communication, internet, broadband, digital cameras and so on. At any one time, PFNW could call on 200 'eyes' many armed with cameraphones.

We will easily treble that number within the first few weeks, as we open up Park Farm Neighbourhood News [PFNN]. Deploying resources accordingly. Running the videos, clocking minimotos, attending neighbourhood meetings, and most importantly completely free to offer editorial views, and considered comment also geared to monitor both political and non-political campaigns.  Something we have not been able to do within PFNW, but had to operate through the arms length news service.

So we are without regret parking the traditional neighbourhood watch scheme and replacing it with something larger that fits in with the 21st Century, the Localism Bill and the greater devolved powers that the Coalition Government is offering to all of us.

It is a format that not only meets our traditional neighbourly requirement but also services the growing number of telephone calls and internet delivered comments and suggestions from outside our traditional home beat boundary.

We have also through careful and prudent use of the Freedom of Information Act, uncovered a raft of political decisions and reckless spending both locally and nationally that some politicians may, no will, wish to hide from you, the electorate.

PFNN will continue to attend council meetings on your behalf and report on the behavior and spending of your money by our elected representatives, expect more local news reports, more information on council committees and particularly our pet project, how Childrens Services is progressing under its new fee earning interim consultant. PFNN will still be calling for resignations of people who have been over promoted or just not up to the job. How many highly negative OFSTED reports does it take ?

So bear with us as we make the changes, much has already been done but some things take a little longer and we are also seeking 'stringers' (local citizen reporters - training will be offered if requested) in other areas of Cambridgeshire and beyond to report and load local report videos into this new venture.  To see how the core model we have based our future concept works on a political level have a look at www.order-order.com , this is the style of probing and information delivery we will be seeking.

Coalition publishes new mass housing policy

Grant Shapps MP ( Housing)  and Eric Pickles MP (Communities) have today launched what they term a new approach to social housing. Rather than comment on a very complex, on first reading somewhat muddled and lengthy piece of information, we attach the link to the online only published document.

Although it has only been published a few hours, a large head of steam is seemingly building throughout the day, which should explode either on the evening news bulletins or sometime later this week. We will return to this topic once a few more enquiries have been made and we can find a calculator...

As can be seen from the above the main areas for concern are in relation to Rowdy Nuisance, Suspicious Circumstances, Concern. All incidents were dealt with by means of 'words of advice,' 'area searches' etc. It is pleasing to see the residents are taking the time to ring in their concerns.
From the 97 incidents 28 crimes were raised as follows:

Patrols are being carried out, both high visible and undercover but we have been unable to establish who these people are. Blanket 20 mph Limit imposed on centre of Park Farm from today

The forest of gaudy warning signs (about 12 we think..) heralding the introduction of a blanket 20 mph speed limt along Park Farm Way, will have the bin liner covers removed as the 20 mph limit becomes law today 21st November.

It should be interesting to see how many vehicles and Mums involved in the school run are ticketed. With pressure on enforcement manpower generally, it is unlikely to be monitored.

Our view still is that the 20 mph limit where it is sited is overkill, as this neighbourhood has extensive traffic calming measures already installed and it is impossible to travel in excess of 20 mph without leaving the floorpan of your vehicle on the road! Let us have you comments, good or bad. We are still making enquiries about a number of missing objection letters and e-mails which do not seem to have been taken into consideration by PCC. Over the weekend we learned of two more objections that were sent in good time but seemingly ignored...

Whitehall dumps powers on local communities as localism bill becomes law

What is claimed to be an era of Whitehall control ending, with an historic shift in power transferred to local people, has been opened as the Localism Bill becomes law. The Localism Act will in effect trigger the biggest transfer of power in a generation, releasing councils and communities from the grip of central government.

The legislation, late yesterday afternoon received Royal Assent, putting a raft of new rights and powers at the disposal of local people to take charge of their future, delivering on more than 30 coalition agreement commitments.

Julian Bray, Chair Park Farm Neighbourhood Watch comments: " As much as the transfer of power from Whitehall is welcome, it also sets up the possibility for a whole raft of abuses, cronyism and gerrymandering by local politicians and professional volunteer organisations. The new powers virtually give local communities unfettered freedom but what it does not do is to provide the financial expertise and regulatory frame work to ensure that those at the lower end of the economic scale are not taken advantage of."

Key measures to increase the power of local government through the Act include:
  • Introducing a new general power of competence, giving councils unprecedented freedom to work together to improve services and drive down costs. Councils are now free to do anything - provided they do not break other laws.
  • Opening the door for the transfer of power to our major cities to develop their areas, improve local services, and boost their local economies
  • Ending the ineffective system for overseeing the behaviour of councillors by abolishing the Standards Board
  • Clarifying the rules on predetermination in order to free up councillors to express their opinions on issues of local importance without the fear of legal challenge
  • Enabling councils to return to the committee system of governance, if they wish, regardless of their size. Centrally set rules interfering in how councils set up their own affairs are being scrapped
  • Giving councils greater control over business rates. Councils will have the power to offer business rate discounts, which could help attract firms, investment and jobs.The Act cancels unfair backdated business rates, which threatened to cripple key businesses. It stops plans to impose a business rate supplement on firms if a simple majority of those affected do not give their consent, and simplifies the process for claiming small business rate relief
  • Introducing new planning enforcement rules, giving councils the ability to take action against people who deliberately conceal unauthorised development
  • Increasing powers for councils to remove illegal advertisements and graffiti and prevent fly-posting, and giving planning authorities stronger powers to tackle abuses of the planning system
  • Reforming homelessness legislation to enable councils to provide good quality private rented homes where appropriate, freeing up social homes for people in need on the waiting list
  • Allowing councils to keep the rent they collect and use it locally to maintain social homes through the abolition of the housing revenue account
  • Passing greater powers over housing and regeneration to local democratically elected representatives in London.
Key measures to increase the power of local communities include:
  • Introducing a new Right to Bid, which will give residents the opportunity to take over treasured local assets like shops and pubs and keep them part of local life
  • Introducing a new Right to Challenge, making it much easier for local groups with good ideas to put them forward and drive improvements in local services
  • Consigning Bin Taxes to the dustbin of history, by removing the ability of councils to charge families for overfilling their bin and to introduce extra tariffs for taking away household waste
  • Increasing transparency on local pay, by requiring councils to publish the salaries of senior officials working in local authorities, enabling local people to understand how public money is being spent in their area
  • Giving communities the right to veto excess council tax rises. Previously only central government had the power to 'cap' increases
  • Introducing a new right to draw up a neighbourhood plan, giving local people a real voice to say where they think new houses, businesses and shops should go - and what they should look like
  • Enabling communities to bring forward proposals for development they want - such as homes, shops, playgrounds or meeting halls, through the Community Right to Build
  • Freeing home sellers and buyers from red tape through the abolition of Home Information Packs. The Act removes HIPs once and for all from the statute books
  • Enabling people to swap their social home, for example because they wish to move jobs. A national home swap scheme will give access to details of all other tenants who may be a match
  • Giving social tenants stronger tools to hold their landlords to account. Landlords will be expected to support tenant panels - or similar bodies - so tenants can carefully examine the services being offered. The Tenant Services Authority will be abolished
  • Requiring developers to consult local communities before submitting certain applications. This gives people a chance to comment while there is still scope to make changes
  • Ending decision making by unaccountable officials on important infrastructure projects such as train lines and power stations. The Act abolishes the Infrastructure Planning Commission, and restores responsibility for taking decisions to elected, accountable Ministers.


    Secretary of State for Local Government and Communities Eric Pickles said:
    "Today marks the beginning of an historic shift of power from Whitehall to every community to take back control of their lives.
    "The Localism Act pulls down the Whitehall barricades so it will no longer call the shots over communities - bug bears like housing targets and bin taxes are gone.
    "For too long, local people were held back and ignored because Whitehall thought it knew best. That is changing for good. Councils have their General Power of Competence and residents have a real power over decisions like council tax, town hall pay, planning, community buildings or local services."
    Decentralisation Minister Greg Clark said:
    "For the best part of a hundred years Parliament has been passing laws that increase the Government's powers at the expense of people and communities.
    "This historic Act begins to reverse a hundred years of centralisation. It puts power into the hands of citizens, community groups and local councils. It breaks the monopoly on all new policy initiatives having to come from Whitehall by giving a new right of initiative to people in their local areas.
    "The Localism Act is not the end of the journey towards a more permissive, flexible Britain but it makes a great stride in a direction that the Government will continue to travel."
    Communities Minister Andrew Stunell added:
    "This Act marks a huge cultural change not just for those local communities and local councils, but for those in Westminster, and perhaps even more for those in Whitehall.
    "There has been gathering frustration at the way in which local communities and local councils have had their decision making taken away from them. We needed to change that culture: it was long overdue change, and this Act makes a start on achieving it."

    Remembrance Sunday - Give a little more for your Poppy, Please

    A London bus bombed out during the Blitz..
    Many of our ex-servicemen observed their own private two minutes silence at the eleventh hour on the eleventh day, some now too frail to stand out in the cold; but they still silently  said a prayer remembering their friends during the two minute silence. Some soldiers were only aged 17, who fell in the Great War and another generation followed in the Second World War.

    Since that time, there have been more than 1,000 wars (since 1945) of all kinds, some justified, many not.  On Sunday, a Service of Remembrance will take place at the existing War Memorial within the Peterborough Cathedral precincts from 10:45am.

    If you can attend then please do so, but if not, simply remember those who have protected our country and through injury or loss now need your financial support, we suggest even in these troubled times, contribute a little more for your Poppy.
    In fact, if you see a collector, just put whatever you can afford in that tin, as an additional thank you for all that our servicemen and servicewomen do. We shall remember them.

    Sleeping Bags Appeal

    (In case you missed this, I think it's worth while repeating this appeal. It appeared in the ET on wednesday. A lot of ex service personnel sadly find themselves in this position, here's something practical we can do to help a little).

    Rough sleepers have been given a boost after residents answered Peterborough shelter’s lifesaving appeal for sleeping bags.

    Peterborough Streets, in Adderley, North Bretton, made the appeal in the ET on October 21 amid concerns for the city’s homeless as the winter draws in.

    They have now received more than 30 sleeping bags – both second-hand and new – and although the charity is extremely grateful for the public’s generosity it still hopes to take in more donations for its clients.

    Centre manager Diane Bentley said: “These donations could save people’s lives this winter – especially as it’s supposed to be a cold one.

    “Whenever any of our clients have been given the donated sleeping bags they are incredibly thankful for them. People’s kindness in helping out really is appreciated.

    “We have had more than 30 sleeping bags donated so far, which is absolutely fantastic.

    “Some people even phoned up and asked what we needed, then went out and bought exactly what we described.

    “But just as well received are the second-hand sleeping bags. We can stitch up rips and give dirty bags a good clean.

    “It is important that we get as many as possible because then we can clean our clients’ wet or dirty sleeping bags, and give them a replacement in the meantime.

    “Not only is it demoralising for someone to sleep in a wet sleeping bag, it can be dangerous to their health.”

    Although the appeal is going well, the demand is still high for more donations to be sent to the charity to redistribute among the homeless.

    Diane added: “We have not set a target, it is more a case of we can’t get too many.

    “We are constantly being asked by our clients for sleeping bags, but the need is definitely greater during the winter months.”

    One person donating a sleeping bag, who asked not to be named, said: “When I heard about the appeal I thought it was a really good idea. I had an old sleeping bag that hadn’t been used in a few years, so I dropped it off at the centre. It is a worry for everyone when the weather starts to get cold, but the concerns I have are nothing compared to those of people who sleep outdoors.”

    People who want to donate a sleeping bag to Peterborough Streets can take it to either the day centre at Adderley, North Bretton, or the shop in Park Road or call 01733 785871 to organise collection.

    Park Farm Crescent to host POLICE SURGERY 15th Nov 6-8pm


    This is one of the lowest rating areas for the number of incidents of reported crime, and the police neighbourhood team who help keep the crime figures well under check would really like to meet you.

    Cross Keys Homes signs £3.8 million deal with the Homes & Communities Agency (HCA) to deliver 700 affordable rent homes over the next 4 years.

    to include 79 apartments for Stanground. 


    Cross Keys Homes has signed a £3.8 million deal with the Homes and Communities Agency (HCA) to deliver 700 social housing homes over the next four years.

    The money from the HCA will provide funding for 400 homes, whilst the Peterborough-based landlord will also use private funding to provide a further 300. The agreement includes a 79-apartment 'extra care' social housing scheme in Stanground.

    Chairman of Cross Keys Homes, Dr Angus Kennedy, said: “ Our team has succeeded in showing to the HCA that we have the capacity and willingness to build more new homes and have brought vital extra government funds to Peterborough as a result.”
