Local Issues (ASB)





As you will have read in the last ecops message, a large proportion of the work we do on the Neighbourhood Policing Team involves tackling anti-social behaviour. The term anti-social behaviour encompasses a wide variety of activities, which includes loud music at parties, non-domestic arguments, and loud groups of any age. This weekend again saw youths aged between 16/17 years congregating on Thistle Drive outside the Londis intimidating customers. The opinion has been voiced that we, as the Police, are not doing anything to prevent this activity. This is certainly not the case, we take all calls for service seriously. You only have to cast your minds back to earlier last year and the problems at the Parade.
There are no quick fix options and therefore it takes time and a lot of work often behind the scenes.People have the right to gather peacefully in whatever size groups they wish. Wearing hoodies do not necessarily mean they are bad, though intimidating it certainly can be. We work closely with these groups, but unless we can identify that they are causing trouble - have to rely on their goodwill to move or break up into smaller groups. The situation can be intolerable from both sides and has to be policed proportionally and fairly.
On this Sector your Neighbourhood Policing Team focusses on patrol work. We have officers out in plain clothes on foot and cycle patrol. We change our duties to ensure that we are able to deal with problems as they arise. In addition, we have an excellent compliment of Special Constabulary Police Officers who offer a high visible police presence working in conjunction with the other officers.
Finally, dedicated to Stanground and Park Farm, your two Police Community Support Officers (PCSOs) Shirley Beswick and Stuart Craig, who many of you would have met or seen in the area.
Other crimes and incidents reported this week include threats made to harm people via Facebook. This is old -fashioned bullying using new technology. We get quite a few of these reported to us along with text messages. Our advice is to block Facebook and ensure all the relevant security is up and running.
If your are receiving unwanted texts, get your provider to block the number or if still persisting change your number. These incidents can be difficult to prosecute so prevention is better than cure. If you have younger members of your family, have you talked about this issue with them?
Other news:Last week two warrants were executed on the Sector in relation to drugs following information given to us by the community. We found cannabis at one of the properties. A man will be going to court.
Finally, don't forget the Neighbourhood Panel Meeting to be held at Hampton Police Station, Eagle Way PE7 8GS on next Tuesday 5th October 7pm. Our team's priorities for the next three months will be agreed with the public who attend.

Distraction Burglaries




Good morning all

Having just returned from my holidays I am concerned that there have been some distraction burglaries across our area in past couple of weeks and need to make you aware:


Western Avenue, Peterborough - Reported to the police on 25th September but occurred some 8 weeks ago - Western Avenue, elderly lady had visit from male claiming to be from Mears, working for Council - when asked for ID he had none but she let him in anyway - it is only now she has noticed that some jewellery is missing - my colleague who covers this area is working with Cross Keys to ensure all their residents are made aware about checking ID for any workmen.


High Street, Glinton - 22nd September - elderly blind lady thought caller was from Cross Keys to mend a smoke alarm, when the real repair workman turned up it was apparant the first male was a thief and jewellery had been taken


Silver Street, Woodston - 16th September - asian male claiming to be part of Government Scheme to save energy wanted access to enter loft - when told husband would be back soon he appeared agitated and left - police attended as it was believed he had called at several houses - it was confirmed that he was working for a local insulation company but carried no ID - strong words of advice were given by the police to both the company and this individual - it just reinforces the message about checking for ID


If you are in contact with elderly or vulnerable people please try to reinforce the message about questioning any caller and asking for ID - if they are not expecting callers I would encourage them not to even open the door until the caller has proved their identity.

Neighbourhood Panel Tues 5th Oct.





This is the agenda for the next Neighbourhood Panel

Well done, Park Farm, Heritage Park & Stanground residents - this really is for you...

It's not often we can blow our own trumpet, in effect this is a fitting and well deserved finale to Chris Harpers' stewardship of Park Farm Neighbourhood Watch, as he bows almost out and seeks another direction in Public Service and we wish him well. Chris will however still continue in the role of a PFNW Street Co-ordinator. The citation for the Best Community Award, reflected the origins of PFNW and how it became what it is today.

But back to the Heart Heroes Award; it seems that Park Farm listeners to the Peterborough based radio station Heart 102.7 and in particular Kev's amazing Morning Show on Heart 102.7, (a Global Radio Company) decided that we should be nominated for an award. We had no say in the matter but were ordered to turn up at the Bull Hotel earlier today (Sunday) and what an event this turned out to be.  

For the writer a few tears were certainly shed, as we met some real Heart Heroes, from children with major life threatening illnesses (but still bright and happy) totally dismissive of the cruel disruptive lot that life had thrown at them and then to carers who really demonstrated they did care and went way beyond their contractual requirement. The awards kept coming as people who had never really given their lifestyle a second thought, received a simple but telling recognition by their peers. 


We should very specially single out the CHILDREN OF COURAGE, and I hope they, their parents/ guardians and carers will understand that we all came away from the event, honoured to have met and talked with these truly brilliant young guardians of our future heritage.

From our PCSO's, Neighbourhood News...

The area has experienced a mixed array of incidents since my last message to you; however, these have been few and in the main been disputes between known parties. Other incidents reported related to Anti-social Behaviour a Theft and a Burglary, all of which can prove to be very distressing to those involved.
The Anti-social Behaviour had in the main been contained in one area, the Skate Park with a few reports being received of groups moving around being very loud. They were causing problems to the Community Centre and to pupils returning from the College via the underpass, traffic was also being pelted with mud and stones as they travelled along the Whittlesey Road.This situation was immediately tasked by ensuring the necessary resources were made available by Police Officers in plain clothes and uniform, together with PCSOs from both the area and surrounding areas.

Those involved were stopped and searched and words of advice given. These incidents have now ceased with patrols being continued at the appropriate times.Areas of concerned raised by residents is speeding in the areas of Lawson Avenue, Southfields Drive, Southfields Avenue, Coneygree Road, and Oakdale Avenue. In response to this we have carried out a number of speed watch patrols.
Speeding is a National People's Priority and our work to support this will be led by our Special Constable colleagues. Over tthe next few months they will use a mix of enforcement and education tactics in the speeding hotspot areas in southern Sector.

In the main your local PCSOs have continued with high visible patrols on foot, in cycle and on occasions in a vehicle. Through these patrols we are able to speak with the community to establish any issues causing concern as well as being given good news relating to individuals and the area. Please do continue to approach us.

Some Justice Seen, Justice Done results:

In the early hours of the 8th June 2010 a 20yrs old male, for no particular reason, caused damage to a wall (Westbrook Park Road, Woodston) by pushing over two coping stones: This person received a Conditional Caution and ordered to pay £94 compensation and send a letter of apology. If he fails to comply with the conditions he will go to court.
News on our work to tackle burglaries in the city: A man was arrested recently following a forensic hit on a house burglary in Pendleton. He has been charged and remanded in custody to await his trial.Great arrest by 3 officers for a burglary in Bretton.

Those arrested have been interviewed and have been put on ID parades. Our enquiries continue.

Two offenders were arrested for taking a motor vehicle without consent. They have been bailed while further enquiries continue.

A man who was arrested for shoplifting was found to be also wanted for a burglary in Dogsthorpe.

In August. He has been charged with the burglary, going equipped and two shop thefts and remanded in custody to await his trial.This is a taste of the work your Neighbourhood Team and others teams have been involved with.

Update from Luke Coulson (via E cops)





I wanted to take the opportunity to update you about some work we did alongside the DVLA on Tuesday 21st September.We regularly receive complaints from local residents about vehicles that are not taxed. We are keen to take action on these matters so work alongside the DVLA in order that we can catch those who use their vehicles without valid tax.

For those of you who are not so interested in the exact details, we dealt with 16 vehicles that did not have valid tax!

The exact details are: Across the course of the day 9 vehicles were caught either with no tax at all or with tax that more than a month out of date. In these circumstances the vehicles are immediately clamped by DVLA and are not released for use until an amount of £260.00 is paid.

The owner of the vehicle is able to get £160.00 of this back if they purchase a tax disc and are able to present this; this effectively makes the fine £100.00 and requires them to have valid tax.Where the fine is not paid within 24 hours the DVLA have the power to remove the vehicle from the road, in this case the release fee is £360.00. Again £160.00 of this can be returned providing a valid tax disc is produced.

After a period of 28 days the DVLA will crush vehicles so they can no longer be used.1 of the 9 vehicles we dealt with had been declared SORN (Off road) by the owner earlier in the year; they were using the vehicle despite having made this declaration. In this case the DVLA will pursue them for the back dated tax.7 vehicles were caught having tax that was less than 1 month out of date. In these cases the DVLA have the power to issue a fine as opposed to immobilising the vehicle.

We worked across the entire Peterborough South area throughout the day and dealt with vehicles in all areas. It is worth noting that there is a power to deal with vehicles on private land (Other than dwellings) with 2 of the vehicles being clamped at Serpentine Green.We regularly work alongside the DVLA so you will hear more about this as it happens.

Alleged 'Staffie/Pit Bull ' attacks male jogger on Middle Level


Early this morning Friday September 17th, residents of  Kedleston Road PE2 reported that a 'Staffie/Pit Bull type' dog off the lead, no muzzle and running 'wild',  attacked a male jogger on the Green Wheel, at Middle Level. The owner of the dog was described as rough looking and well tattooed. He then allegedly threatened the jogger with a chain.

A violent arguement then ensued. Clearly unless the person who was attacked comes forward, there is little we can do at this stage,  but when he does we have a credible witness and possibly some security video of the whole incident. Anyone with information should contact police as soon as possible.

'Staffie' type dogs must be muzzled, registered and identity chipped and on a lead, under control at all times in public places.

STANGROUND CRIME UPDATE SEPTEMBER 15


NEIGHBOURHOOD UPDATE VIA E-COPS

A few weeks ago a local supermarket was subject to an armed robbery, this clearly was a serious incident that would have had a serious impact on the staff who work there.  The offender was a local youth who stole and made off with a substantial amount of cash. Local Police officers worked with CID and the supermarket owners and the male was quickly identified. He was then arrested for armed robbery, he was dealt with in custody where he was charged.  He was subsequently remanded in custody by the court and will be sentenced later this year. Once he has been sentenced we will update you on the courts result and the length of the sentence.

The male arrested for this offence is an individual who has in recent years been in the involved in a considerable amount of the anti social behaviour in the Stanground area. With this male no longer on the streets we expect less ASB in your area.

Anti social behaviour has continued to be reported in small numbers and we have again seen a significant drop of poor behaviour compared to previous years. We are however concerned that we have had a few reports of stone throwing near the community centre. It has been recorded that youths have been throwing stones at vehicles using the Whittlesey Road. Local officers patrol this area daily in a bid to catch offenders in this act.

Stone throwing sadly also appears to be on the increase with young people at Stanground College at closing time. A small number of incidents reported stones being thrown in the vicinity of the underpass near the school. These young people target other young people and teachers when leaving the school.

Once again this behaviour is completely unacceptable and a zero tolerance of this behaviour will be taken by local officers. Police will deal with those responsible robustly. Parents are asked to make this point very clear to their children even if they are not involved.

Over this last weekend we have had a couple of shed burglaries in the local area. This is a reminder to lock your shed to ensure that we don't make it easy for these criminals. Use solar powered security lights if you can as criminals hate being seen. Some small inexpensive changes could be the difference. EMAIL HOAX SPAM


Dear All, I recently received a message in my inbox concerning an email that seems to be doing the rounds.It makes mention of various actions taken by gang members to get you to stop your vehicle (An overturned child seat with a fake baby in / throwing eggs at your windscreen so you cannot see).

The email even mentions that the Police are aware and urges you to forward the email on to your loved ones to stop them becoming victim.Having reviewed the email carefully I am happy that this email is a hoax / spam email.

It seems this email is a combination of 2 false emails presented to look like a genuine warning.If you receive an email of this nature please take a few moments to consider if it may be a hoax, the website www.snopes.com is very useful to help decide if an email is a hoax and is very easy to search.

If the email is a hoax I would urge you not to forward them as it appears to validate the contents when people send them.I have included a link to the 2 stories I mention so you can read them.

'NEWSPAPER' MOBILE PHONE TAPS COULD IT HAPPEN HERE?



The answer is probably yes. To get into a voicemail, two regular landline phones were used. The first dials the target mobile number and then the second dials the same number.

The first telephone ensures that the line is engaged and that the second phone will be put automatically through to voicemail, the hacker then simply dialled in the four figure code, using in some cases a tone generator that randomly at high speed generated the right sequence of tones to unlock the voicemail.  

So if you don't want your secrets plastered all over the media, the answer is simple. Change your four digit ie number code as often as you change your shirt/blouse... that also goes for credit card pins as well!

May I ask for your help please? If you have a street sign like the one above on your street please could you have a look at it? Some have become damaged. I am going to audit them in the next few days but if you could have a look and see if yours is damaged or needs replacing please would you let me know. Thank you.
