Your new best friend...STREET WATCH is coming...

Volunteers will need to communicate.....
.......and wear high viz vests

As debated on the 'Paul Stainton Breakfast Show' on BBC Cambridgeshire - Peterborough feed.

A few years after PFNW tried out the idea of street patrols, on Park Farm and following on from our innovative Holiday Property Watch last Summer, the general concept of community engagement has finally found favour with a number of Police forces under the not too original banner of Street Watch, a trial is to be held in some of the rougher parts of the City where Anti Social Behaviour is a growing problem. Unlike Park Farm where ASB rates are going down. [Well done everyone!] This is how it works:

Public volunteers are to be recruited by police in a trial to help patrol Peterborough streets as a new cheaper way of tackling anti social behavior. Wearing high visibility jackets, like our model Stewart above, the volunteers initially in pairs will be used to walk the streets near their homes to keep a look out for problems that may be brewing. The objective is to make contact with local youths or other people where appropriate and when safe to do so.

Chief inspector Kevin Vanterpool said: “Police cannot be everywhere and with budget cuts to come we have to look at innovative ways of doing things.

“By taking the volunteers out with the PCSO at first and engaging with youths it has already proven to reduce the fear of anti-social behaviour.” The start-up cost for five test projects for the Street Watch scheme in Peterborough, which will cover a small number of streets and enlist 15 volunteers per group, is £2,700.

It will be tested in the northern sector of Peterborough, which covers Werrington, Walton, Bretton as well as villages such as Glinton and Eye.

Chief Inspector Vanterpool said: “To be clear, the volunteers will not be policing, they will be patrolling their areas, and engaging with local youths or people where appropriate and when it is safe to do so.

“They will have phones and will book in with police and it will be an intelligence sharing operation." he added.
Julian Bray, Park Farm Neighbourhood Watch commented: " As this is only a trial, and we have assurances it will not replace Police patrols, it will be interesting to gauge the reaction, so I have an open mind. We've had street patrols on Park Farm before and also introduced Property Holiday Watch, but really the Police need funding and these deep, deep, cuts by the coalition government are not at all helpful. Police constables cannot however be made redundant as they are Crown appointments. So the police civilian back office staff has been decimated and good people are losing their jobs........the logic frankly escapes me."

Meet our MP: Shailesh Vara Coffee Morning

Julian Bray Chair PFNW and Shailesh Vara MP

The coffee morning called by our Member of Parliament Mr Shailesh Vara on Saturday 29th january at the church hall in Mace Road was very well attended, in fact a full house! Mr Vara was also joined by local PCC councillors, Brian Rush and Irene Walsh. Our own Stanground councillor Janet Wilkinson, who is standing down was unfortunately not present.

The Police PCSO’s for our area also attended. Mrs Rush made the tea, coffee and supplied a cake mountain (thank you, it was a cold morning and very welcome).

Julian and Morag attended with PFNW hats on as observers, on a non political basis. We queried on your behalf MP Vara about Magna Park, (still on the cards as Janet Wilkinson for some reason had voted FOR it). This was news to Mr Vara who expressed his deep concern, he is firmly against the development (as are we).

It will be interesting to see how the several candidates for councillor of our ward on May 5 view the developments. Hopefully we can ask all the candidates to let us have a brief statement, which we will carry on the PFNW website if all the candidates contribute, we will of course keep you up to date.

Mr Vara is following up our concerns with the Leader of the Council. The plan by the Dubai. World, Economic Zones subsidiary Gazeley may have been shelved temporarily as the dire UK economic situation impacts. However it has not gone away, and will remain as a threat to us all.

None of us want to live next to ‘Gatwick Airport’ which is precisely the level of 24 hours a day, seven days a week light and noise pollution we can expect. We also hear that Gazeley are to offer the roof surface space of all the eight mega warehouses as a huge solar power farm, which of course will increase the overall height of each structure. Not to mention the reflected glare spill from the thousands of solar panels.

Constituents concerns raised with our MP included speeding on our roads and HGV lorries using Stanground as a convenient cut through as they have for many years before the by-pass opened. Concerns were expressed the bypass is still not being used and no signage or GPS (TOM TOM etc ) points to it.

We also heard a very sad story of a senior local couple who are being harassed (this has been going on for several years now) by weeds blowing and widespread seeding of weeds onto their well maintained garden, from the land bank owned but not properly maintained by Persimmon.

We have promised to take this up with the main Persimmon Board in London to see if we can to rectify the situation, the regional office seemingly not listening to ur residents for three years at least. This senior couple were obviously very distressed by all this. Such harassment is in blatent contravention of Persimmons own often quoted environmental policy, and it won’t take too much pressure for a series of formal written objections to be lodged every time Persimmon put up a new scheme.

We also learned about an access cut through for a new Morrisons Supermarket. Two houses will go to make way for the roadway. This project seems to have gone out to a wide scattergun formal consultation process, neatly ignoring those directly involved. To say the constituents present were fizzing is an understatement. Those standing for council on May 6th take note!

A very useful morning all round. Very well attended and hopefully a chance for everyone to air their views. We look forward to more of these throughout the year and our MP thanked everyone involved.

Sexism in Sport? Not on our Manor but Indoors?

Even the 'Hoover' is called Henry!

Now that the lid has been blown off the whole telly sport sexism issue, it remains to be seen if the ripples from all this will enter into other areas of daily life. Unhappily a lengthy report has reached us suggesting that February is the prime time not for sexism alone but Domestic Violence.

The Christmas credit card bills are thudding on the mat along with rocketing utilities, food and transport costs. The children want new shoes, clothes , toys, computers. the list is endless. What we are asking is that if you see any outwards signs, that something isn't quite right (and without putting yourself in harms way) see if you can offer support or advice.

Children attending school.Do your friends look pale, drawn, a few bruises maybe? Trust me the childrens charity NSPCC have mountains of case files on domestic violence and acts of child cruelty that make hardened case workers weep.

It could well be the worst cases are shielded behind the front doors of big posh houses, well manicured gardens and a smart new car in the driveway . Domestic Violence (and in many cases it is a form of illness or long-term conditioning) is no respector of class, status, creed or religion. It is sadly rapidly increasing like a virus and it needs to be stopped..

For children wanting to talk discreetly to a trained counsellor the number is Childline 0800 1111 write it down on a few slips of paper and if you see anyone who could use the support give them the number or log on to the website and message boards. http://www.childline.org.uk/Pages/Home.aspx

In urgent cases, you may be the victim but in long term cases where 'conditioning' has set in, you might not realise it, please don't delay, call Police, or discreetly inform Crimestoppers, you won't be wasting their time, it is exactly what they are there for.
Simply all such calls are important. Do the right thing, don't ignore it. Please.

CRIMESTOPPERS NEW 'MOST WANTED' DISTRACTION BURGLARS..

Police and the independent crime-fighting charity Crimestoppers launched a list of the 10 'Most Wanted' people sought in connection with distraction burglaries.

The campaign warns the public to be careful about who they let into their homes especially as it approaches February, a time of year when burglaries traditionally peak. Distraction burglars trick their way in to the houses of the elderly and vulnerable, by pretending to be a type of official or asking for assistance.

The 10 'Most Wanted' individuals are featured on Crimestoppers Most Wanted site at www.crimestoppers-uk.org/wanted

While distraction burglary isn't a common crime, it often has a totally devastating effect on the victims. In addition to tracing the whereabouts of the 10 'Most Wanted' distraction burglars, the campaign aims to raise awareness so people can prevent themselves from being deceived by these callous individuals. The message is very clear 'if your're not sure who is calling, then don't open the door!'

Crime Prevention Advice:

• If you’re not sure who is at your door, don’t open it. Check the identity
of the caller by calling the company they are purporting to be from ie. Gas,
Electricity, Water and Police. Use the telephone numbers listed in your local
directory or provided independently by your service provider. Do not use any
telephone numbers provided by the caller, they may be bogus.

• Telephone a neighbour or friend nearby to come along and check out the
caller before you open the door to them.

• Some areas in the country have Neighbourhood Watch or Nominated Neighbour
Schemes you can sign up to. Check with your local police Safer Neighbourhood
Team to find out if there is one in your area.

• Many utility service providers like Gas, Electricity and Water, provide
password schemes or hotline numbers for customers to call, to check the identity
of callers before opening the door. Speak to your utility provider.• Don’t keep
large quantities of cash at home.

• Keep doors locked and windows secure at all times. Only put the door
chain on to answer the door.

• If somebody asks for your help, needs to make a telephone call, has lost
a ball in your garden, needs a drink or request a pen and paper for example,
refer them to a younger neighbour or assist them through a closed door. Or call
a friend or neighbour to come and assist.

• If you suspect a bogus caller has visited you, even if you didn’t let
them in, call the police straight away. We need to know!

FREE SCHOOL MEALS: Does Your Child Qualify?

Parents are being encouraged to find out if their child is entitled to free school meals. From 1 April 2011, schools will be given additional funding by the Government, called a pupil premium, for every child who applies for a free school meal. This money will be spent on helping pupils who are underachieving to reach their full potential. Under the new cashless card swipe system no one will know if the student is getting free school meals or not!

Pupils whose parent (or guardian) receives one or more of the following benefits are entitled to free school meals:

Income support
Income based job seekers allowance
Employment and
support allowance
Child tax credit, provided you don't also receive working
tax credit and have an annual income, as assessed by the Inland Revenue, that
does not exceed £16,190
Guarantee credit element of state pension credit;

Support under Part 6 of the Immigration and Asylum Act 1999.

Children who receive income support or income based job seekers
allowance in their own right are also eligible.

Jonathan Lewis, assistant director for resources within children's services, said: "We are aware there are children who attend Peterborough schools who are entitled to free school meals but do not realise it. We are also aware that some parents choose not to take up the entitlement to a free school meal.

"The new pupil premium means that even if you don’t wish to access a free daily meal, applying will mean that your child's school will receive further funding."

Richard Lord, principal of Ken Stimpson Community School, said: "Currently around 11 per cent of our pupils receive free school meals but potentially there are twice as many pupils who are entitled but their parents or carers are unaware that they qualify or choose not to.

"Students who qualify for free school meals have £2.20 credited automatically to their cashless catering card each day. This represents a saving of £44 per child each month. It is impossible for other students to know which students have benefitted from free school meals and which have not as all schools now operate a cashless system."

To find out if your child is entitled to a free school meal please contact your local school who can check your eligibility with just a few simple details.

No Evidence on Value for Money of PFI projects say MPs

Not a candidate for PFI, the infamous Duckhouse.

The private finance initiative may have delivered many new hospitals (including the new City Hospital in Peterborough), and homes which might otherwise not have been delivered, but there is no clear evidence of whether PFI is any better or worse value for money than other procurement routes, MPs have said.

In a report on the use of PFI in hospitals and social housing, the influential Public Accounts Committee said that by April 2009, there were 76 operational PFI hospitals in England and more than 13,000 homes had been built or refurbished through PFI, “representing a small but significant part of investment in social housing”.

It said: “As with previous reports, we again found no clear and explicit justification and evaluation for the use of PFI in terms of its value for money. However, we accept that the then government gave the Departments (the Department of Health and the DCLG) no realistic alternatives to PFI as the procurement route to use for these capital programmes.”

The committee said its other concerns revolved around central government's failure to use the market leverage that comes from overseeing multiple contracts, and the lack of robust central data to support effective programme management.

The MPs suggested that there were cases where PFI was used where there was no evidence it was the best procurement route.

They called on the government to do more to:

- identify the circumstances where PFI works best
- capture the lessons learned from PFI procurements, and
- apply clear criteria to future decisions over identifying the best route for particular public infrastructure investments.

The committee said it expected any procurement decisions on the housing projects whose future is now being reconsidered in the context of the Comprehensive Spending Review “to be made using clear value for money criteria”.

The report claimed that it was clear that implementation of PFI projects could be improved.

“Many PFI housing procurements have taken very much longer, and cost a great deal more, than originally planned,” the MPs said.

Launch of Crime Stoppers FEARLESS

Download this Poster for your School or Village Hall

Launch of Fearless in Peterborough

Fearless, Crimestoppers' new website for young people, has been officially launched for the Eastern Region at The Voyager School in Peterborough.

The event was attended by 50 agencies, over 1000 pupils and some members of the newly formed Cambridgeshire Volunteer Committee.

The day included an interactive theatre production by The Solomon Theatre on drugs, alcohol, peer pressure and making healthy choices.

Ricky Norwood, who plays Fatboy in Eastenders, was supporting the event and said: “This website is a great idea which will hopefully encourage more young people to be ‘fearless’ in tackling crime. So many young people have died because of crime and it doesn’t have to be like that. By using Fearless they can get advice and pass on information about crime 100% anonymously which could save one of their friend’s lives”.

Alert! Check Your Security

Reports have been received of a burglary in Brodsworth Road, attempted break ins in Houghton Avenue and further suspicious behaviour in Portchester Close.

On the 17th January entry was gained at the rear of a property in Brodsworth Road.

On the 18th January attempts were made to gain entry into homes in Houghton Avenue and 3 hooded youths were seen checking over back fences in Portchester Close at 2am in the morning before running off when realising they had been seen.

Please revisit your security arrangements. Ensure your doors and windows are closed and locked (and the keys put out of site) and if you have one, switch on your burglar alarm even when you're at home on retiring. By checking your outside security you can help put off such characters approaching your house or car. Consider fitting external PIR lighting or a shed and garage door alarm and don't forget to postcode mark your property with a UV pen or Smartwater product.

As always if you have any information on the above incidents please contact the Police on 0345 456 456 4 or your street coordinator.

Planet Rock - Hidden Radio Gems on your Satellite Telly or Digi Radio...

Courtesy of the eRADIO web

Away from the ASB front line and time to kick off your shoes... We don our 1991 worn-out Guns N Roses T-shirts for a special eROCK edition of eRADIO.
Q&A

This week we put the questions to Planet Rock Programme Director Trevor White. Under his stewardship, the station's won countless awards - including Digital Station of the Year at last year's Sonys.

Tell us first why you decided to make the switch from a recorded syndicated breakfast show to a live one?

The Alice Cooper Breakfast Show has been enormously successful for Planet Rock. Alice started 5 years ago with a negligible breakfast audience and has built a loyal following. More than that he has singlehandedly imaged the station and positioned us at the heart of rock in the UK. However, our exceptional growth has gone hand in hand with a large proportion of listeners using Planet Rock as their primary radio station and the time has come for us to satisfy their needs at breakfast with a live show and relevant content. We are now able to interact with our audience with all the commercial benefits that follow.

And a big giveaway in the first month with the station's beloved jukebox on its way out of the station we hear?

Lucio's first words on arrival at the Planet Rock studios, after being shown his office and looking at the Juke Box, were "that will have to go" and he wasn't talking about Nicky Horne. It's a old Juke Box full of our favourite CD's and will look great, in a lived-in sort of way, in one of our listeners homes.

How much of the output is live now?

We are live 6am to 9pm and then Alice takes over through to 1am.

The Alice Cooper breakfast show's been on for nearly five years, during which time Planet Rock's audience size has nearly doubled. Where do you see the station in another 5 years time?

In the short term we are on track for hitting a million listeners and our longer term objective is to be the UK's Number One digital station.

With stations like Absolute Classic Rock, GMG's Rock Radio, BBC 6 Music, Xfm and Kerrang there is plenty of choice for fans of guitar-based music - what do you think makes Planet Rock different to your competition?

As the only truly national rock station we differ in 3 fundamental ways – musically, we are broader and deeper than the others – more bands and more tracks. Artists from some of the world's greatest rock bands are regular presenters, underlining our Rock Authenticity. And finally a clearly defined, and frankly down-to-earth attitude that runs through the core of the station.

Planet Rock's owned mainly by an individual and isn't part of a group of stations - does that make a difference to how you operate in any way?

Not really – if anything it allows us to react faster (to his every whim and fancy).

What role do you think Planet Rock plays in getting listeners to go digital?

For better or worse we have been at the forefront of the move to digital (11 years so far…). We know that our musical offering has been unavailable anywhere else and has driven digital take up – don't ask us, ask our friends at PURE.

You've got a good mix of radio people and musicians on your line-up - how valuable are things like contacts, knowledge and fans that your rock stars presumably add to the station?

All those things add value but It's all about content. Rock music is all about characters and their stories and that's the secret – only they can tell it as it really was.

Sony Gold for Planet Rock. We've lost count of how many times you've been named Digital Station of the Year at the various awards ceremonies - how's the trophy cabinet looking?

Sparkling, but hungry.

Starting the new year with a new breakfast show, new logo and new website is fairly exciting - have you got anything else major planned for 2011?

You missed out the new player, new iPhone app and the new evening show with Alice but we have only just started… everyone is on short contract!

Planet Rock is available across the UK on DAB, Sky 0110, Virgin Media 924, Freesat 730, via iPhone and online at http://go.madmimi.com/redirects/bffe8940e9a0eb900a1137bb41b7c4fa?pa=2683720089

News In Brief.... Park Farm & Stanground

Magna Vox Pops

Very concerned that the fiction that Magna Park will create 5,000 new jobs is still being promoted, when we have repeatedly proven that no more than 1,000 LOCAL jobs are involved. The Magna Park developers Gazeley are a wholly owned subsidiary of Dubai World who are in extreme financial difficulty and currently offloading none core businesses...

Yobbos on the Green Wheel

We had an incident on Park Farm last night. Police were alerted. A Group of very drunk underage 16 year olds with a box of lager cans and large bottles of cider. After a spot of 'mooning' they started throwing cans at the swans.

They then attempted to knock out the street lighting on the path to the Green Wheel and managed to fuse one sodium lamp without throwing stones or climbing the lamp standard. This is how its done. You simply single mule kick the lamp standard (the new seemingly cheaper ones are hollow) vibration does the rest...... luckily a member has cameras in the area and the Yobbo left hand and footprints on the lamp standard.

Stanground Library under attack....

Apparently the number of books that can borrowed has now been reduced to six at a time and the indexing is now exceedingly difficult to negotiate on computer, clearly this will held reduce the number of borrowings from Stanground leading to claims that the Library isn't being used ...... Magna Park Stanground, the Parent Delivers....

Chairman, Dubai World

Jafza, Gazeley (parent company of the proposed Magna Park, Stanground, Peterborough Developers Gazeley UK) delivers bespoke, state-of-the-art sustainable logistics facility to CEVA

EZW’s Jafza, Gazeley delivered its first, state-of-the-art built-to-suit, environmentally efficient logistics facility, eight months after holding the ground breaking ceremony.

Featuring an array of eco- friendly measures, the 63,000 square metre distribution centre was built for global supply chain management company, CEVA Logistics. The development not only delivers new standards of specification to the region but it was also delivered in record time. The project management team facilitated early access for CEVA; six weeks before actual completion date. This enabled CEVA to complete the installation of racking and commence immediate operations on the day of handover.

The project incorporates a wide range of sustainable features including solar powered lighting, the use of recycled and locally sourced materials and state-of-the-art warehouse lighting, complete with motion detectors and dimming controls; a system that uses at least 20% less energy than normal lighting. The suite of eco-initiatives helped the project achieve a LEED Silver rating.

The inauguration of the new facility was attended by Salma Ali Saif bin Hareb, CEO, Economic Zones World (EZW), the parent company of Jafza, Gazeley together with, several of CEVA’s Middle East Management team.

Salma Ali Saif bin Hareb, CEO, Economic Zones World [GAZELEY UKs' Parent Company] said: “The new CEVA facility is a significant achievement that exemplifies the top of the range warehousing facilities that will be the future of logistics infrastructure in the region. Such warehouses are expertly designed and are build-to-suit exact customer requirements; sustainable; as well as strategically located. We remain committed to providing developments that facilitate the long-term business sustainability of our clients. This project, further, reaffirms our social responsibility & commitment to the environment, which form an integral part of our overall business strategy.”

The facility comprises two units; one with 35,000 square metres of warehouse and 500 square metres of office space and the second with 26,000 square metres of warehouse and 400 square metres of office space. The successful construction of the scheme was carried out by a newly formed joint venture between ECC and McLaren Construction.

The project originated from EZW’s global customer relationship with CEVA in Europe and followed on from successful deals in Spain and Italy. The new 63,000 square metre facility, located in the South Zone of the Jebel Ali Free Zone, marks the second joint project for EZW and CEVA in the region. Last year CEVA leased a unique 12,000 square metre warehouse known as the Pyramid Building in Jafza.

Burglar Jailed

A MAN has been jailed for three-and-a-half years for a burglary in which he stole about £2500 worth of goods. Marc Sunderland, 29, of Bozeat Way, Westwood, Peterborough, forced a rear patio door of a property in Pendleton, Peterborough, during the day on September 14 last year. He searched the house and took a lap top computer, a 40" LCD television, jewellery and a mobile phone, worth a total of about £2500, from an upstairs bedroom. When the victims arrived home from work they contacted police. Sunderland's fingerprints were discovered on a small money jar on a table in the bedroom. In police interview, Sunderland claimed he had been asked by a friend, who lived at the property, to remove the goods. However, Sunderland was not known to the victims and on Tuesday (January 11) he pleaded guilty to burglary at Peterborough Crown Court.DC John Harlock, who investigated, said: "Sunderland was identified as a suspected prolific offender as part of Operation Alert and I am confident we will see fewer burglaries with him behind bars. He initially denied burglary but changed his plea to guilty at the last minute on Tuesday."

On My Soapbox PFNW Talking Point

Stavros Stewart might lead us all on a merry dance....

This Talking Point was prompted by Stewart Jackson MP sounding off in the local newspaper and really it deserves some kind of answer or rebuttal. What do you think? Feel free to add your comments and we'll get them to Mr Jackson!
STOP PRESS: THE PLAN WAS VOTED THROUGH, but unfortunately so was the Arab Dubai World promoted MAGNA PARK proposal, which will plant a major rail freight/road freight container terminal and mega-warehouses alongside Park Farm. This was due in part to our local Cllr. Janet Wilkinson for reasons best known to herself, voting in favour!!!!!! Cllr. Wilkinson isn't standing again and we understand no longer lives in the area, hopefully the next Cllr. will see the folly of all this. The fiction that that Magna Park will create 5,000 local jobs is repeated in the report, when at best no more than 1,000 will be employed on site and many of those jobs will be sourced from outside the region.

I really cannot understand why Stewart Jackson MP continues to plough a sad, lonely furrow over the proposed new housing issue. 25,000, 250,000 or even 25 million homes is simply an aspirational target and not a figure cast in stone. Why do the numbers matter, it's only a projection?

The final number of houses after countless planning inquiries and finding developers (and banks!) willing to fund the schemes will also put a damper on the figures. As Mr Jackson was a banker (LOUD BOO!) a Lloyds Bank High Street Bank Manager to be exact before taking up politics he should realise this.

If you don't show willing in the first place and extend the welcome mat, no one outside our region or in Europe will ever take Peterborough seriously as a possible well placed development and investment opportunity. Stewart Jacksons' continual carping just points up dissent and division (to be fair to our fine City, we should recognise Stewart Jackson considers West London to be his first home).

The MP for Central Peterborough, has never really championed anything substantial or worthwhile and when his time playing politics ends what will the historians write about him? Stewart Jackson has always found time to belittle and pick holes in any local initiative, usually through a rant on Twitter. We should also factor in that he is only the MP for Central Peterborough, he only represents a proportion of the City, indeed his remit doesn't even extend as far as Stanground or Park Farm. So Mr Jackson isn't even my voice in Whitehall as part of a weakened coalition to boot....

At the very well attended Neighbourhood Policing Panel meeting held in Stanground last night and reported on the Park Farm Neighbourhood Watch Website, the deputy leader of council let slip the fact that Peterborough has millions more in terms of inbound resident population than Whitehall officially recognises. This has a direct bearing on funding from Whitehall and of course if Stewart Jacksons deprecating view was taken up by the Coalition, the City of Peterborough would continue to be deprived of inward investment and additional funding from Whitehall. It matters not, which faction or government is in power. MP's when not being locked up for stealing public funds by way of expenses, should be wholeheartedly supporting and championing each and every initiative and if they are unable to do so, come up with a viable alternative which can be debated by all.

Finally, on a far more important matter, we should send our thoughts and best wishes to the Queensland State Premier and to the City of Brisbane Queensland, Australia and constructively work out a way the City of Peterborough can provide practical help, assistance and tactical support to our Australian cousins. Possibly an airlift of essential heavy engineering equipment, generators, water filtration plants and high volume dirty water pumping sets for example. The floods may have reached their peak but the far more dangerous search and rescue phase is just starting.

Neighbourhood Policing Team Panel Meeting Reports

Neighbourhood Policing Team, Panel Meeting, Tuesday 11th January 2011

The meeting was well represented by local Councillors, Police, Council staff, Housing Association staff and members of the public. It was good to see so many attending on such a bitterly cold night. The Baptist Church made us very welcome and provided facilities for a PowerPoint presentation and a public address system ( sadly the microphone remained switched off, despite representations from several deaf people in the audience ... ) writes Morag Irving.

Our new Neighbourhood Policing Team Leader Sgt. Simon Goldsmith was introduced and welcomed. Simon replaces Sgt Coulson. (Luke Couson was however warmly thanked by the meeting for his service to the community and he is now pounding the Northern Beat of Werrington, Paston and environs. As a bonus he also gets the rural beats of Glinton, Eye and Thorney!)

Sgt Goldsmith has previously worked the Ortons and quickly demonstrated to the meeting that he is a highly experienced Neighbourhood Policing specialist.

For many years Sgt. Goldsmith was a traffic officer, he stated that his approach is very much a ‘Back to Basics’ ethos. Which will be very unwelcome news for any 'bad lads and lasses' on our patch, as we can expect a much increased number of warrants being executed, fines levied, premises visited and offenders locked up. Truly 'Back to basics'!

Instilling in his team 'no nonsense enhanced police skills' is his immediate task. Sgt Goldsmith, although only in post for a week is already in the process of bringing his team up to speed on what he expects from them, instilling a new culture of working on initative, detection, police skills and intuition rather than following standard edicts or generic instruction. A presentation was then given by Matthew Lee (Deputy Leader PCC, Councillor, Member of the Police Authority).

The main points of the presentation were:-

The Constabulary has a budget of £131.4 million for 2011/12. (This equates to £171 per person).
No increase in the portion of your Council Tax payable which goes to Policing has been made. This amounts to an annual loss of £3.5 million, with costs increasing by 2.5million.

115 support staff jobs have been made redundant from Cambridgeshire Constabulary. None of these are Police Officers who are employed as servants of the Crown and cannot be made redundant, hence the reductions have been made from support and other civilian staff.

Morag queried if this would have an effect on Neighbourhood Policing and was assured no loss had been made to our sector.

Matthew Lee went on to explain the problems in our area, where it is believed we have a much higher than officially recorded population. The hope is the next census will reflect this and lead to an increase by central Government in the Police budget.

The good news from the meeting is that our area is now considered to be very quiet with very few Police concerns. This can be put down to the local community taking an active part in supporting the actions of Police.

Cycle crime however is up with 25 reported crimes in our sector. Schools are to be given information and work by Officers is being carried out to educate cycle owners.

Residents expressed concern re speeding around Oakdale Avenue and the school. Volunteers are to be trained in the use of hand held laser detection speed cameras, the results of which will result in police and PCC follow up with the offending drivers concerned (if you would like to volunteer please let us know).

Police stated that parking and obstruction problems in Hampton continue to be an issue and are being addressed.

Concern was raised at the continuing number of speeding incidents especially connected with school and rat runs. Incidents of illegal parking or waiting on chevrons or zig zags outside schools.
News was given that a specialist £100,000 instant number plate recognition camera vehicle had been commissioned, this will automatically detect and issue parking fines, and document speeding, road tax and associated motor insurance offences. The meeting was reminded that the local residental speed limit is 20 mph.

Priorities for the next period have been set and are given as :

ASB (anti-social behaviour) in and around Stewartby Avenue, Hampton

ASB (anti-social behaviour) in Fellowes Gardens

ASB (anti-social behaviour) in The Dell

Officers pointed out that policing levels in Park Farm and Stanground generally would be maintained at an appropriate level although reported crimes due to greater community involvement are at a lower level than before.

The next meeting is scheduled for Tuesday 5th April at the Infant School, Brewster Avenue, Woodston. All are welcome.

** A profile of Sgt. Simon Goldsmith will be published here at a later date

POSH Manager Johnson Suddenly Departs

The long and winding road.......

POSH Manager Gary Johnson has left the club “by mutual consent” after a reported disagreement with chairman Darragh MacAnthony.

Johnson left Peterborough United by mutual consent, a short terse statement on the club’s website read: “It was mutually agreed that Gary Johnson and Peterborough United Football Club Ltd part company. “The manager and chairman could not see eye to eye on policy.”

Johnson leaves the Club after a 6-2 FA Cup defeat by Fulham.

PCC on verge of outsourcing all street services

Hey Alf, the new people left the Cathedral Square fountains on again....

{Street /river waterbus in operation in Scotland }

PCC has named its "recommended preferred organisation" to become its partner in the running of waste collection and other services.

Enterprise Management Services has been named as the frontrunner to become Peterborough City Council's strategic partner.
The organisation would be involved in recycling, street cleaning and grounds' maintenance.

The council said a final decision would be made later this month. Deputy council leader Matthew Lee said: "We are looking for a strategic partner to deliver some of our key frontline services for many years, so it's important that we get it right."

PFNW comments: Although this is seen as a cost effective way to reduce the council headcount, in reality, it introduces several new layers of management and a remote commercial organisation into the chain of command.

Simply to get roads repaired and street lights fixed, we will all have to deal with employees of EMS (or even a call centre in India!) and they in turn will have to get a sanction from a commercially employed company official. It is also interesting to note that EMS supply services to the infamous Haringey in North London along with dozens of other local authorities. Welcome to the brave new world, we will all just have to peddle faster in order to stand still, or perhaps EMS will prove us all wrong? Who knows!

Quad bike and two riders spotted on Greenwheel pathway

Several reports have come in from PFNW members about a motorised quad bike being ridden on the greenwheel riverside path along the Middle Level section. It was last seen around 6pm on Sunday 10th January. Any further sightings please report directly to Police or PFNW. This quad bike is dangerous, as it will not be insured and the two riders spotted were certainly not wearing crash helmets.

If you have your camera or cameraphone handy, pictures most welcome, even fuzzy ones. From the description this is a new development and not to be confused with the two road legal licensed quad bikes already here and driven responsibly on Park Farm...

Cow Pat on the Back for Key Theatres' Michael Cross

Lorraine Kelly working up an audition piece for Panto? Oh, no she isn't!

Following the final sell-out performances of the Michael Cross production of his special version of Jack & the Beanstalk at Peterboroughs' Key Theatre, concern is now growing about the future of Daisy, the overweight, poorly groomed brown cow, who has been cruelly worked for all the peformances without an udderstudy or feed breaks.

Stanground and Park Farm also came in for some stick, so lawyers have 'bean' consulted. Rumour also has it that due to PCC spending cuts, Daisy is not now to be retired to a special heated farm enclosure at Ferry Meadows, but is to be put out to grass with the resident permanent herd of Milton Keynes moochers. A facebook protest page is being organised.

Despite all this, the tickets for this years Key Theatre Panto sold out very early, so as soon as we get news of the 2011 production at the Key Theatre, we intend getting a PFNW party together.
For those who missed the Key Theatre Panto, a whole host of productions are scheduled and PFNW can confirm a good time will be had by all! Call them on 01733 207239 or visit http://www.peterboroughkeytheatre.co.uk/

Could you do something special?

Could you do something Special? If you’ve ever dreamed of being a police officer, volunteering with the Special Constabulary could be for you. Special Constables, or ‘Specials’ as they’re affectionately known in the force, wear the same uniform, carry the same equipment and have the same powers as regular police officers – including the power of arrest.

Being a police officer is a demanding but incredibly rewarding role, and being a member of the Specials can be just as exciting as being a regular officer. Specials in Cambridgeshire carry out a wide variety of different activities, from walking the beat to carrying out house-to-house enquiries and providing security at major events such as Peterborough United football matches, our Specials do it all.

The contribution the Specials make in Cambridgeshire is enormous – in just three months last year our 179 existing Specials were directly involved in almost 350 arrests. If you’ve always wanted to make a difference in your local community, and you can spare at least four hours a week, then why not consider joining the Special Constabulary?

People from all walks of life can apply, as long as you’re over 18 and fairly fit. It’s a great way to learn new skills as full training is provided. You’ll learn how to prevent, detect and handle crimes, how to prepare evidence for court, how to effectively resolve conflict and handle difficult situations, and self defence to make sure you know how to keep yourself safe. Local businesses can also get involved by taking part in our Employer Supported Policing Scheme (ESP).

ESP is an effective partnership between employers, their staff and the police service to support special constables and brings unique benefits to both business and employee. Click on the link below for more details. We hope to hear from you soon. Cambridgeshire Constabularyhttp://www.cambs.police.uk/recruitment/specials/ - -

FLU JUST HOW BAD IS IT?

All surfaces and dishes (however large) are to be treated as contaminated....

So just how bad is the current Flu outbreak? Some 50 people in the UK have died so far but at this time of the year Undertakers are always busy. So to put it all in perspective here is is a link to a spreadsheet (5 x A4 pages) giving the most recent facts and figures for the whole of the UK. Peterborough is half way up the scale. https://spreadsheets0.google.com/ccc?key=t6p7PyLGuIzLj_MyRcZ_hJQ#gid=0

Children going back to school will see the figures rise, but that is to be expected. If you have yet to get a flu jab, please don't delay. The latest advice is that all sections of the community should now have the jab. No exceptions.
At home, advanced sanitation and hygiene regimes should be introduced. All surfaces should be treated as contaminated. IF you are not doing so already, obsessional repeated handwashing with soap and hot water for at least 35 seconds. The objective being to stop contaminated fingers from touching or holding food and for those fingers to then come in contact with the mouth!
It really is as simple as that!

NEWS ROUNDUP > > >

Jump up on the Cart!

....and a big hand for our refuse disposal operatives... seriously a few people can give themselves a seasonal pat on the back, the newspapers and TV news bulletins are full of moaners saying their bins are full to overflowing. The provision of sand/grit bins and public spirited residents clearing snow and ice have ensured that our dustbins have been cleared and that the Dustcarts are able to get down previously iced up and frozen steeply inclined streets.

Calling Cards...

We would also gently ask that if you know of any elderly people living on their own, that you pay them a friendly visit just to check that all is well. We've had reports of a couple of deaths over the holiday period, sadly this is the 'flu season and this year the bug is by all accounts a nasty one. I'm told that local GP's still have small stocks of the jab and if you've not had one yet, make it a priority as this years cocktail also contains the swine flu element.

Winter Vomiting Bug - Norovirus

LATEST: Peterborough Hospital along with several others has been placed on BLACK ALERT. Do not attend A&E if you have any form of cough, flu, etc Telephone your GP or NHS Direct instead.

Fact: Wherever people congregate, a breeding ground for the so-called Winter Vomiting Bug / Norovirus is instantly created. Seriously consider that all hand contact, however slight, with surfaces such as switches, door handles, stair rails, wall, mobility aids, supermarket trolley handles and schools are points of contamination. The contaminated hand touches your mouth and the contamination chain is complete.

The most effective way to prevent your family getting sick is almost obsessional hand washing with running hot water and soap for at least 40 seconds before you eat or snack and after all bathroom visits. Children returning to school will see a rapid increase in cases, simple handwashing might just help reduce your exposure to infection.

All change!

We hear that our ace Neighbourhood policing team will shortly see a few changes, new faces, new ideas. As soon as we have the details we'll pass them to you.

Meanwhile for those leaving or transferring to other areas, thanks for all your help making this one of the low crime areas of Cambridgeshire. We intend to keep it this way.

Paint scribblers...

There are still a couple of spray paint morons on our patch and as the rest of us think their pathetic scribbles say more about their sad state of mind and the viability of the last remaining brain cell than any artistic merit we would ask parents and guardians to question their children if they go out loaded with any form of aerosol paint can. These are easy to spot usually 9 inches long, circular and have 'Spray Paint' written on the label, seriously these cans can also be used for some forms of 'sniffing' so a little domestic sleuthing might even save a life or two.
