Keep the Hound out of the River - PLEASE!



We've now had 3 reports of a couple of black labradors off the lead being allowed to swim and catch balls thrown in the River from the Green Wheel path at Middle Level opposite Drysides, Park Farm.

Not a good idea, as the river (like most rivers these days) is sadly contaminated with Wyles Disease (from rotting rats and other expired wildlife)  so if you see the owner, ask him/her to look at this website, just in case they get agitated as some dog owners seem to do if you mention their pets!  You could well save them a fortune in Vet bills too!

Superinjunction - Judgment in full now published

Much has been said about superinjunctions and we've carefully explained why information, news and plain  neighbourhood over the fence gossip is vital to the operation of a local neighbourhood watch scheme and neighbourhood police operations in general. Cutting through all the bluster. This is the newly released judgment on a high profile injunction case currently in the High Court but before we go there a word about the Judge.

A story Julian Bray told on BBC Radio Nottingham this morning: "Interestingly THE HONOURABLE MR JUSTICE TUGENDHAT was once the head of the UK's Civil Aviation Authority as Mr Christopher Tugendhat, and I met him on the runway, airside with the founder of Ryanair at Gatwick Airport when Mr Tugendhat suddenly announced he was changing careers and heading for the Bar.  We all wondered why he wanted to be a publican (true!)  Perhaps if  Mr Justice Tugendhat was still in charge of the CAA, he might have quickly sorted out the ash cloud situation? We will never know. We live in strange times!"

Judgment

Mr Justice Tugendhat :
1. At about 1430 this afternoon Eady refused NGN’s application to remove the anonymity he had granted to the claimant on 20 April. He said at para 23 ([2011] EWHC 1326 (QB)) that “It is important always to remember that the modern law of privacy is not concerned solely with secrets: it is also concerned importantly with intrusion”. Intrusion in this sense includes harassment.

2. Very shortly afterwards a name was mentioned by Mr Hemming MP in the House of Commons in the course of a question which was interrupted by the Speaker. On that basis NGN asked me to hear a further application shortly after 5pm for the anonymity of the claimant to be removed. As the public now know, anyone who wanted to find out the name of the claimant could have learnt it many days ago. The reason is that it is has been repeated thousands of times on the internet. NGN now want to join in.

3. It is obvious that if the purpose of this injunction were to preserve a secret, it would have failed in its purpose. But in so far as its purpose is to prevent intrusion or harassment, it has not failed. The fact that tens of thousands of people have named the claimant on the internet confirms that the claimant and his family need protection from intrusion into their private and family life. The fact that a question has been asked in Parliament seems to me to increase, and not to diminish the strength of his case that he and his family need that protection. The order has not protected the claimant and his family from taunting on the internet. It is still effective to protect them from taunting and other intrusion and harassment in the print media.

.During the period of 15/05/11 - 23/05/11, for our area 41 incidents were called into the Police Service Centre and were serviced by officers from both Reactive and NPT.




These calls for service are represented as follows:

Please note these figures may include duplicate calls from various sources for the same incident.

It can be seen that the top three calls are incidents for Rowdy Nuisance, Domestics and Suspicious Circumstances. This was the same for the previous dates of 01/05 - 14/05, so we know where we need to focus our efforts. Preventative high visibility patrols will continue to try and reduce the amount of rowdy and suspicious incidents.

During the last month Southfields Nursery have reported substantial damage to the wooden play equipment over two separate occasions between 1500 hours on 28th of April and 0800 hours on 3rd May and then again between 1600 hours on 17th May and 0830 hours of 18th May. We are very keen to have any information you have regarding these occasions and for local residents to assist us in keeping an eye on the location to deter future incidents. This equipment is expensive and when damaged cannot be used by the children. The nursery is separate to the school and they have to fund raise for all the equipment!



During this period for the whole of the Southern Sector, which includes, Stanground, Park Farm, Woodston, Fletton and Hampton your Neighbourhood Officers arrested 3 nominals, for offences including cannabis production, threats to kill and persons wanted for previous offences. 2 further warrants have also been conducted on the area.

Human Rights, why should the neighbourhoods be worried?


There is currently acres and acres of newspaper space being allocated to the issue of what has become known as superinjunctions mainly due to the antics of certain 'celebrities' and one particular footballer ( we cannot name him ) but his mistress (we can name her); so what has all this got to do with neighbourhoods and Park Farm Neighbourhood Watch?

Simply the neighbourhood watch concept relies on your freely given continuing flow of information and just as important, time devoted by unpaid volunteers. If we all manage to keep levels of crime down in our neighbourhoods, not only can we really enjoy our environment, work, walk and play without fear,  but also it frees up stretched police resources for rapid deployment to less fortunate areas of the City and some real 'no go' areas.

PFNW is very fortunate, as we do get a constant stream of excellent information from a variety of sources. Not all stories reach this website, especially where it could impact on current police operations or put individuals and families at risk.

Sometimes the 'clearup' is immediate and effective; simply by an e-mail or telephone call to the right person, or a discreet but much needed visit to find out the facts.   Other items of information are then relayed by us to police or other agencies or in some cases residents may wish to contact local police directly. If you don't want to get involved, give a statement and appear as a witness in Court,you could also contact the independent of Police crime fighting charity Crimestoppers on 0800 555 111  and give details of crime anonymously.

But also within our remit are opportunities and situations where our residents are being denied services or facilities for no fault of their own.  Our children may find that buildings designed for community purposes are  shut or that skate and/or park faciities are lacking.

It could be that those who purport to assist, when you dig a little deeper really have an alternative self-centred money making agenda. Whatever the outcome, if facilities designed for the open use of neighbourshoods or communities are denied, then it impacts on the crime figures, drives them upwards.

We have over the years as PFNW put financial resources into youth  facilities and we are trying to do some more. But is all depends on donations and funding, not easy in this current environment.  The purpose is very self centred, the happier the next generation or the growing up generation is, the better it will be for all of us, as they are the new breadwinners and their taxes will be paying for our care possibly in later life.

So when we hear of people knowingly abusing the system (and there are many stories, all of which have to be checked and researched) and by their selfish actions meanly depriving certain sectors of residents of their entitlement, it impacts on our overall environment and the crime figures in our area start to rise.

During the long school summer holidays, we expect to see the new skateboard and BMX park used around the clock, we lobbied for proper concrete pathways, extra litter bins and the current campaign is to get a drinking water supply on site. Young people will  over the Summer use the skatepark until late in the evening, enjoying themselves,  getting exercise, meeting socially, conversing, importantly building real rather than virtual isolated friendships through a lonely computer or remote x-box terminal.

We would also like to see more parents taking an interest in the use of the skatepark and the nearby community centre, eventually bringing the two together and also re-opening the lawn bowls area. But everything will take time, it will also take a small army of committed volunteers, willing to give up a few hours a week and also able to take on some additional responsibility. We think the children are worth it. After all they really are, our future. What do you think?  Let us know by leaving your comments below.

Crimestoppers received nearly 600 pieces of actionable information over the last year  (April 2010 – March 2011) about criminals operating in Cambridgeshire. This information assisted with 40 arrests.


Julian Bray Cambridgeshire Crimestoppers committee member commented:  “We are delighted that Cambridgeshire residents have used Crimestoppers so effectively to pass on information about crime. 40 criminals have now been brought to justice. Crimestoppers continues to play a vital role in helping to make our local communities a mucxh safer place to live and enjoy."

This year has seen a newly formed Cambridgeshire Crimestoppers volunteer group who has been involved in a number of successful events promoting Fearless –  Crimestoppers for young people. One Peterborough event, attended by the Mayor, resulted in more visitors to the Fearless website than from larger cities, such as Wembley.

Recently Crimestoppers offered a reward of up to £5,000 for information on a series of sexual assaults across Cambridge and the public responded very well. The appeal, which features on the charity’s Most Wanted site, received extensive coverage in the media.

Detective Inspector Tim Nasta said: “The information we receive through Crimestoppers is invaluable and key to helping us to detect and deter crime. The support and involvement of local communities is essential to fighting crime in Cambridgeshire and I would encourage anyone with information about criminals operating within the county to contact police or if they do not wish to be identified to use Crimestoppers.”

Nationally, the charity has achieved a one per cent increase in actionable information and a ten per cent increase in the number of people arrested and charged as a result of information passed to Crimestoppers. This shows that the quality of information Crimestoppers has received during the past year has been of high quality, whilst there is only a one per cent increase in information, many more individuals have been arrested as shown by the ten per cent increase year on year.

Dogs on the Green Wheel

Just heard reports of yet another dog off the lead and allowed to roam all over property at the Green Wheel. The dogs today had chased a members cats and it is unclear if they have injured one of the animals. If you are going to walk your dog along the Green Wheel could you please supervise the dog? We ALL want to enjoy this facility. The lady walking the dog today at lunchtime was very abusive to our member when asked politely to control her dog, and responded with abuse. It really isn't necessary!! I have told our member to contact the authorities next time.Your dog/s are your responsibility!! Don't spoil it for everyone.

Appeal For Witnesses Yaxley May 13



POLICE are appealing for witnesses following a collision on Friday (May 13).




The collision between a car and a cyclist happened at just before 5pm in Waterslade Road, Yaxley, at its junction with the A15 London Road.



The cyclist, a 22-year-old man from Yaxley, suffered a serious injury and was taken to Addenbrooke's Hospital, where he remains in a critical condition.


The car was a Mercedes C Class being driven by a 32-year-old man from Huntingdon. Neither he or his two passengers in the car were injured.


Police are investigating and would like to speak to anyone who saw what happened.


PC Andy Coop said: "We are particularly keen to speak to the driver of a car, described as either a silver Ford Mondeo or Peugeot family type car, which may have stopped briefly at the scene before continuing towards the A1.

"The driver of this vehicle may be able to provide important information about the collision."

Cambridgeshire Police targets speeding drivers.

Police have issued 143 fixed penalty notices to speeding drivers during a week long crackdown across Cambridgeshire.



The campaign ran from 18 April to 24 April and was aimed at educating drivers about the risks they faced.

Insp Chris Skepper said: "It is still shocking to see so many drivers gambling with their lives for the sake of a few extra minutes on the road.


"Speeding is an issue that... we take extremely seriously."

Motorbike and Minimoto Season Opens on the Green Wheel




It is the season and Park Farm Neighbourhood Watch, is gearing up for the annual rise in the number of uninsured motorcycles and minimotos running up and down the riverside Green Wheel foot and cycle path.  According to Police, they took more than 60 off the Green Wheel last year and sent every one to the crusher and the uninsured riders to the Courts.... sounds expensive and a conviction too. 

PFNW members and residents of Stanground discreetly armed with cameras and cameraphones will again be sending in dozens of pictures, just like the one above. The police helicopter will also be making routine sweeps, areas of interest have been established.  Uninsured minimotos and larger motorbikes are a grave danger to unsuspecting families, walkers and others enjoying a stroll along what has to be one of the finest stretches of river bank in this City and with your continuing help we intend to keep it this way. 

We are also on the watch for speeding on the River! One cabin cruiser was travelling so fast on the section known as the Middle Level, the wash broke over the banks on both sides.  [Thursday 19th at about 11am].

Appeal summary

This is male wanted by Cambridgeshire Constabulary in connection with a number of fraudulent withdrawals from the victim’s account which resulted in over £8k being taken.

All the withdrawals took place in branches of Barclays Bank in Cambridge on 2nd March 2003 using a stolen cheque book and forged passport as identification. Eventually these documents were seized by the bank, but the offender fled before police arrived.

It transpires that Barclays have a fraud bulletin poster in their store with a picture of the offender on it. He is thought to be withdrawing high value amounts from banks in the Great Yarmouth area and in the past has phoned ahead to arrange the withdrawal but has been turned away due to looking younger than the real customer.

The meeting this time was in two parts the first part being ceremonial; the second was a shorter version of normal council business.

New Mayor Paula Thacker


Keith Sharp outgoing Mayor
The new mayor was installed, Cllr Pauline Thacker  replacing the outgoing Mayor Keith Sharp. Cllr Sharp gave a moving and very funny speech about his year as Mayor. Cllr Sharp’s charities had been Diabetes UK and the fund for the new War Memorial. The charities have benefited by 10k each thanks to Cllr Sharp.

The new Mayor (referred to as Mr Mayor although she is a lady), said Cllr Sharp was a hard act to follow. The Mayors charities for 2011 – 2012 will be Help for Heroes and Find a cure for Alex.


New Deputy Mayor Cllr Lucia Serluca
Fletton Cllr Lucia Serluca was installed as deputy Mayor.


After a brief interval the business of council began. Cllr Cereste announced his new cabinet. Cllr Matthew Lee another of our local councillors remains as deputy leader.


New Stanground Cllr Chris Harper took his seat, while his wife watched from the wings.

After announcing the cabinet other parties had to opportunity to reply.

Cllr Sharp in his new role as leader of the Independents said the Independents would remain critical where they felt it necessary to be critical and would keep the controlling council’s policy under scrutiny.

Cllr Khan (leader of the Labour Cllr’s) welcomed his new Cllr, and noted the appointment of Cllr Peach as Neighbourhoods chair as Cllr Peach had previously stated he did not believe in the Neighbourhoods policy.

Cllr Sandford (Leader of the Lib Dems) Commented extensively on the new appointments. Why he queried did Peterborough need a full cabinet of 10, when Huntingdon had reduced the number by 3? He went on to question council spending including ‘Grandiose’ schemes such as the water taxis.

Cllr Cereste rose to reply saying his aims were to promote education growth and business.
Around now just as it was getting really jolly interesting  the meeting closed.

WHEELS CAME RIGHT OFF THE BUS AT STANGROUND COMMUNITY CENTRE AS  TRUSTEES & COMMITTEE MEETING IMPLODES AND ENDS IN UPROAR

It all started so well, until the elected but not signed up Secretary (your humble scribe) noticed that the registered charity 'welcome pack' for the Stanground Association registered charity had not been updated since 1998 and that the Trustee Declaration (all volunteers were required to sign) would have the new Trustees signing up to an outdated and very different Charities Act 1992.

The current Charities Act 2006 - which for an Unincorporated Charity or Association means that all the Trustees new and old are now subject  to the new 2006 Act. Charity Trustees under the new Act face an unlimited financial risk and are now jointly, severally and personally responsible for any debts or losses!  So will it be Olympic tickets or funding the losses at Stanground Community Centre?   Both a bit of a lottery it seems.

They cannot rely on Trustee Indemnity Insurance either, as no formal documents had been filed for several years and apparently the Stanground Community Centre is in legal breach. There is now belatedly one set of figures on the Charities Commission website but even they have not been signed off as they should have been at the latest meeting.

It also became apparent to the assembled members that the Registered Charity under the chairmanship of  Alan Brian Coulson, of  Kendrick Close, Stanground as of  28th April 2011 had not filed any annual returns, activity reports or accounts with the Commissioners since  31 March 2006. Just a small matter of being 1,548 days late.... 

( In response to an enquiry: Mr Coulsons full address as a Registered Charity Trustee  is public property - and one of those now personally liable for any losses or debts of the charity - is in the public domain and carried in full on the Charity Commission website,  therefore can be fully published, it also establishes his right to stand for a committee position as being resident 'in the area of benefit.' The same applies to all Trustees )

Normally the Charity Commissioners step in 10 months after the financial year end, if the documents have not been posted onto the Commissioners secure website.

And the fleet of buses? Well the meeting imploded halfway through the Agenda and the puzzle of the buses was never fully explained nor was the financial loss shown in the brief accounts which by law the trustees at the time of the losses must now cover and refund the charity from their own personal bank accounts. 

So as of tonight, no one is in office and until a Special General Meeting, no one is technically in effect lawfully authorised to drive the buses until the results of the Special General Meeeting are known.

A new Special General Meeting  now needs to be held to vote in a brand new crew of Officers, Committee and Trustees, however someone had better learn to drive a Class 5, 17 seater bus  ... as soon as we have the new date we'll post it here.

Bogus Charity Collectors in our Neighbourhoods?
The problem of bogus charity bag collectors has been around for some years, but recently there has been an increase in activity and they seem   to be better organised. City of London Police have now started a project to pull together information from all police forces and also from registered charities and new guidance has been issued to police to try and gain more information about this fraud.

Over the past year I have received numerous messages from NHW in regard to possible bogus charity bag collections so can I advise the following to help in dealing with either callers at your door or bags pushed through your letterboxes or left on the doorstep for clothing collection.

Registered Companies

Often the people involved sometimes well presented, claim to work for a charity or they will donate a portion of the proceeds to a registered charity, and some even produce important looking Identity Cards and the collection bags bear the logo of their 'chosen' charity.  Checks have shown that in many cases they are registered with Companies House but this does not mean that they are a charity. The easiest way to find out  if the organisation is a genuine charity is to log onto the Charity Commission - via their website - www.charity-commission.gov.uk or their helpline 0845 300 0218 during working hours. Just quote the charity name or enter the registered number in the search panel. of the website.

Most of the collectors who go from door to door supply their own bags purporting to be a charity. If they are not registered with the Charity Commission it is highly unlikely that they are a genuine charity, even if they claim to be registered in another country.

Police need to know if bogus collectors are working in an area - please report anything suspicious to the police on 0845 456 4564 it needs logging and an incident number given.
Any information about vehicle registrations and  descriptions of collectors is really useful.

So where is the third plain white bus and are these street legal?

Spotted over the weekend, by our ever watchful PFNW members as a possible vandal risk. Sitting out in the open, totally unprotected in a playground area at Stanground Primary School, Stanground,  it seems that Stanground Community Centre now suddenly has TWO 17 seater buses, and seemingly briefly did possibly have three. 

The newer one, on the left a 'Luxury Travel' 'Merc' added to the 'fleet' suddenly appeared this week, with red flashes on its sides, registration number N825 MUH said to be all the way from from Glasgow... But where is Bus V540 HBO on the schedule of fixed assets at £3,713?  Is it the Green one on the right?

So the puzzle is what happened to the other 'white' bus - [Bus Number 3?]  being used on the public roads very recently and driven by the newly re-elected chairman Alan Brian Coulson?  As a new committee has been appointed but Trustees are still to being sworn in this week (Tuesday 17th may 2011 at 8pm);  it would be interesting to see how the new trusteees, view the sudden fleet of buses the charity owns and if they lawfully comply with the registered charity number 271705 and the strict charitable conditions set out in it's governing document.

Simply if they do not comply, and there is no formal written agreement pre-dating and concerning the purchase (committee minutes alone are of no legal value), any authorised use needs to be strictly for  'the members within benefit' ie the residents of Stanground (who are automaticallly members of the community association charity) and used strictly in accordance with the Governing Document.

If this is not possible and remember according to the Charity Commission, the Stanground Association has failed to register any documents, as they are legally required to do within 10 months of each year end, with the Charity Commission - since March 2006,  then the buses cannot be used on the open road, or carry passengers,as any class of insurance covering the vehicles, even if premiums paid fully up to date would be declared null and void as the restrictions imposed by the governing document (Constitution) may not have been disclosed to the insurers and no one can check with the Charity Commission as nothing appears to have been recorded for many years.....

Four thick ledgers compiled by Special Branch officers have been kept under lock and key since the Whitechapel murders in 1888.


Scotland Yard is battling to keep 123-year-old files on Jack the Ripper secret. Trevor Marriott, a Ripper investigator and former murder squad detective, has spent three years attempting to obtain uncensored versions of the documents.


But he has been repeatedly refused because the ledgers contain the identities of police informants – and the Metropolitan Police insist that revealing the information could compromise their attempts to gather information from “supergrasses” and other modern-day informants.


Last week, Mr Marriott took Scotland Yard to a tribunal in a last-ditch attempt to see the journals – containing 36,000 entries – which he believes contain evidence which could finally unmask the world’s most famous serial killer.

The legal case has cost the taxpayer thousands of pounds and has even involved a senior Scotland Yard officer giving evidence anonymously from behind a screen.

Model train theft from Railworld May 5th

POLICE are appealing for information after nearly 30 model trains were stolen from a Peterborough tourist attraction.


Thieves forced entry into a unit at Railworld in Oundle Road, Peterborough, between 9.15pm, on Thursday (May 5), and 5pm the following day.

They broke into a display case and took 29 of the valuable trains.

A  police spokesman said: "Some of the model trains are very rare and are of great historical importance to Railworld.

I would urge anyone who is offered these models for sale, or who has any information about this incident, to contact police."

John Turner, from Railworld, said: "It has been very upsetting for our volunteers who spend their time and effort working to improve exhibits for the visitors' enjoyment."

Arrest of a prolific offender (From PS Simon Goldsmith)



On 11th May 2011 in the early hours on London Road officers undertook a proactive 'stop search' which has caused the arrest of a known prolific offender. A Section 32 search of his home has resulted in the recovery of property taken during a dwelling burglary of the previous evening.


The male has been charged for handling stolen goods and remanded in custody until appearance at Peterborough Magistrates Court.





The next Panel Meeting will be held on Tuesday 5th July 2011 at Hampton College. The meeting will commence at 7.00pm.

Allotment & Shed break-ins. (From PS Simon Goldsmith)


During the time frame of 8th May at 1800 hours and 9th May 07.30 am. Unknown offenders have entered the Southfields Allotments, Havelock Drive, by unknown means and forced entry into four sheds. The only description is that the offender was wearing a white hoody but it is unknown whether male or female.

Since April there have been a number of allotments in the surrounding area who have also been targeted. All the offences took place at night between 18:30 and 08:00 hours. Equipment taken on these occasions is power tools.

These offences appear to be linked to shed burglaries carried out on the Wesleyan Road Allotments.

Opportunity to join dig at Kings Dyke

BUDDING archaeologists have been invited to join a local enthusiast on a real-life dig later this month.

Jamie Jordan (21), from Fossils Galore, is organising the dig at the Kings Dyke fossil hunting site in Whittlesey next Saturday.


There will be 35 spots available to join Jamie on the dig, which he hopes will unearth fresh fossils for his ever-growing collection.

Anyone going should meet Jamie at the Kings Dyke Nature Reserve sales office, off the A605, at 11am.

The dig is expected to last for around three hours.

Do YOU really want to be on a local Committee?



There are over 250 charities in the Peterborough area (including Stanground Community Association as we show below) that have as of today failed according to the Charity Commission [CC] to complete an annual return, supply a copy of the yearly accounts and also a written Report on activities undertaken during the year in question. Committee members when they sign the minutes book for the first time, also sign up to be Trustees under the Charities Act 2006 and undertake a series of legal obligations as set out by the Charities Act 2006.

Knowledge of obligations as a Charity Trustee is important as the legal penalties and personal sanctions have been increased and responsibilities to strictly meet charitable objectives have been tightened up and changed.

A booklet has now been published "Charities Act 2006 What trustees need to know..." a copy or copies are available free from 0845 015 0010, simply quote the reference number URN 07/Z2 and the number of copies required.

If you are on any local committee or just an interested resident have a look at the booklet and question your committee. You may just save them a trip to the High Court!  If the trustees fail to submit the documents within months of the financial year end and/or ignore the limitations/charitable objectives as set out in their constitution (governing document) then the CC can step in, obtain a High Court order,  seize documents, protect the assets of the Charity and in some cases appoint a professional interim manager to take over the day to day running of the charity. In these cases any legal liability insurance is null and void and the trustee is at personal financial risk for any losses the charity might have made in addition to paying for legal costs and any fines imposed by the Courts. The Charity Commission will also accept online complaints, if you feel your committee members or the charitable objects of the registered charity are being flouted. You need not be a member to make a complaint.

1. Welcome



The AGM began at 19:15hrs although advertised as starting at 18:30hrs. The reason given was a quorum of members had to be present before the meeting could commence. The AGM coincided with a Bingo session this would commence at 2100hrs, certain seats/tables were unavailable, as they were allocated for Bingo.

A request was made for the locked shutters to be pulled up and locked in the open position before any members of the public were admitted to any part of the building.

The chair and charity trustee Alan Brian Coulson (ABC) began the AGM with a long statement from the stage. It was noted that no other trustees or committee members were invited to sit with him and accordingly did not make their identities known to the members within the area of benefit.

ABC doubted the legality of the meeting claiming the AGM was ‘illegal’ due to the lack of advertising by Peterborough City Council and accordingly wanted it recorded in the minutes that ‘no committee member should be held responsible’.

ABC further stated he did not believe the meeting had been advertised for the required 21 days,[ however it is the duty of the committee members, who are inter alia all trustees of the registered charity to perform this function].

ABC stated he did not believe PCC Officer Lisa Emmanuel, and did not believe what she said (that the meeting was legal and proper) was correct. ABC further added he wanted the minutes, taken amongst others by a connected trustee, his daughter Amanda Eddings (AE) to reflect this. He continued for a further 15 mins on unconnected matters, refusing to give up the microphone.

During this period ABC turned his attentions to the leader of PCC Marco Cereste who attended as an observer. Various allegations were made, none connected with the business of the AGM.

ABC then returned to further query where the posters had been placed, as he had not seen any [which begs the question why ABC and his connected trustees, manager trustees of the registered charity and/or committee members had not also posted them in the first place].

ABC then questioned the floor, was told by a member in the audience they had indeed seen the poster, but ABC seemed reluctant to believe this. The meeting however continued.

2. Apologies were received from Mrs P. Ayers and Mr C. York (CY) [on Election duties] a full member in the area of benefit. Morag Irving(MI) a full member in the area of benefit, then formally from the floor, offered apologies from Mr Christopher Harper, a full member in the area of benefit (CH), who was on Election duties [Mr Harper was subsequently on May 5th elected Councillor, Stanground East]

Cllr Brian Rush (BR) had requested to chair this meeting, but this had been refused by ABC, who without consultation, said he would carry on until a new chair was appointed.

3. Adoption of Financial Report

Copies of the unaudited accounts were then circulated and accepted.

4. Matters Arising



Mr J. Mason asked why the accounts had not been audited, the chair was assisted by an intervention from Cllr Marco Cereste who stated from the floor that the legal requirement was that unaudited accounts could now be accepted if they were checked. Ray Lloyd informed the floor that the checking process was being completed.



5. Adoption of Committee Report



Jack Cumberworth (JC) then read out the Committee Report which in précis form:



Thanks to ABC from the ‘chat club’ & they had put ABC forward for a Pride of Peterborough award.



A grant of £1,000 had been given by Peterborough City Council to refit the kitchen (a comment from the floor noted: no refreshments were offered at the AGM, the kitchen remained closed)



JC said it was difficult to find who was in charge at PCC when help was needed, but did not enlarge on this point.



The pre-school group no longer met at the centre as they had problems of their own.

‘Social’ bookings however appeared stable.

ABC then stood down as Chairman to make way for the new election.

ABC then volunteered that he was going to Glasgow to collect a ‘new’ coach next week, claiming that Stanground was the only centre offering this service but it was not supported by PCC, although BR had supported the servicing of the vehicle. ABC also mentioned he had started servicing the coach himself.

Accent on Flytip Action, Accent Nene finally bins it...

Jill Jackson, Interim Housing Manager, Accent Nene Ltd responds:   Having investigated the position it is as follows:-  The non offensive graffiti was originally reported to us on 19 April. On 26 April our contractors attended and attempted to remove it, however due to the nature of the graffiti they were unable to remove in full. On 5 May they attended again with different equipment and again attempted to remove but without success. We have specialist contractors attending again tomorrow (10 May) and we are hopeful that the graffiti will finally be removed then.
Our normal turnaround for non offensive graffiti is 7 days. We apologise that this has taken longer than our normal response time but hopefully you will understand that this is not for the lack of trying.

· With regard to the flytipping which was reported on 6 May, the rubbish in question is not on land belonging to Accent Nene. However, as a gesture of goodwill our contractor will be removing the rubbish tomorrow (10 May).
Hopefully this action is acceptable but please do not hesitate to contact me or Neil Cox, our Technical Service Manager, as we are now both overseeing the matter.

THIS DUMMY BOX IS NO DUMMY & FOXED PARK FARM ATTEMPTED BURGLARY



A central area near school park farm resident writes: We had an attempted burglary in the early hours of this morning (1.00am Monday May 9th 2011). We suspect the intruder was attempting to look through the letterbox, in the hope to find some keys (what a stupid boy!). We also believe that as our alarm siren outside is not named with the company logo, the intruder must of thought that the siren was a dummy box. Well, they got a shock, when they became the Dummy and set it off!

ACCENT NENE SWIFTLY REMOVE FLYTIPPING, WE DON'T THINK SO! HERE IS THE EVIDENCE!

Accent Nene issued a widely quoted Press Statement which tried to rubbish our name and shame flytipping campaign. They failed! The AS media statement said they 'swiftly remove flytipping when reported'. Not so.

The flytipped sofa featured on PFNW last week, seemingly has now legs and has moved further down the lane. Some more has been dumped in the hedges nearby. Clearly Accent Nene's idea of swift is not in our lexicon. By why does the PR department have to knowingly tell porkies to the media? We have recent pictorial evidence to prove otherwise.....the wall tag has gone though!

PFNW Flytipping Name & Shame Campaign - a flying start...

Following a spate of fly tipping around our neighbourhood originally highlighted by the newly elected Councillor Chris Harper, PFNW is launching a name and shame campaign and we are looking for your cameraphone pictures and any evidence we can use to keep a lid on this stupid behaviour. Simply once an old sofa or builders rubble gets dumped, it's seen as open season for other to do the same.  It will affect house values, damage grass cutting machines and possibly injure our children and pets.

Admittedly for many, the current charge for removal of single items by Enterprise Peterborough  from £23:50 seems to be over the top and will encourage some to chance it and just flytip. Luckily with DNA and other trace techniques, the flytip can usually be tracked back to the person or business responsible.

What we would say is if you really need to get rid of something then give PFNW a call and we'll see if we can come to an arrangement, call in a few favours and resolve the situation. What we don't want or need is flytip dumps springing up all over the place as it attracts vermin like rats, flies and other perils. AccentNene say their neighbourhood officers do report sightings of flytipping, but in our experience in dealing with them, reaction times can be from two days to two months or more as the jobholders seem to be on a seasonal revolving doors policy and also have heavy workloads.

in a short time a tap on the door might be experienced... Police also have a databank of spraypaint 'tags'
so when the tagger is finally caught and put before the Courts,
they my find hundreds of other incidents are also listed on the charge sheet!

Vivacity fundraiser: Are you an outgoing and friendly person, who enjoys a challenge? You could join our successful and dedicated team of fundraising volunteers. We’re celebrating our 1st anniversary on Saturday 14 May 2011 from 11am to 3pm in Cathedral Square, Peterborough. Vivacity fundraiser’s are vital to our work, and help us to sell raffle tickets, assist with collections and hand out flyers at events.


Handy person volunteer: Handy person volunteers help the team with general maintenance around our sites. At present this role is helping at the Lido with cleaning, painting, tidying and gardening until May 2011. Ideal for a work placement.


NEW! Mystery Shopper volunteer: Mystery Shopper volunteers are regular members of the public using Vivacity services. Volunteers choose an activity at a Vivacity service, carry out the mystery shop, and record their experience on an evaluation form. Discretion and attention to detail is important in this role. Applications are encouraged from people from all walks of life, age and gender.

Vivacity champion: Our enthusiastic Vivacity Champions present and promote our services to relevant groups and associations in Peterborough.


Help in libraries


Mobile volunteer assistant: Our mobile library brings the library service to people who don't live near a branch, housebound people and residents of nursing homes. This lively volunteer role will assist on the mobile library by shelving books and delivering packages of selected books to individual homes or nursing homes. Volunteer needed on a Friday!


NEW! British Wireless for the Blind coordinator: Peterborough Libraries coordinate and distribute players on behalf of the British Wireless for the Blind Fund. Are you methodical, organised and interested in coordinating this important service for our readers? This role will involve contacting new referrals, organising a volunteer visit, returning faulty players and training new volunteers on the use of a player.



NEW! Conservation volunteer: This role doesn’t start until July 2011, but you can apply now. The Archives team acquires, preserves and provides access to archive materials relating to Peterborough for the use of present and future generations. As a conservation volunteer you will be trained to match documents from the Peterborough Development Corporation (PDC) archive to the right archival quality packaging. The archive collection tells the story of modern Peterborough from 1967 onwards when Peterborough was designated as a ‘new town’ and underwent a major facelift to make it a vibrant modern City capable of accommodating an extra 80,000 people.

Heritage Festival Steward: Experience two thousand years of history brought to life all in a weekend! We are looking for volunteers to help steward at the Heritage Festival over the weekend of 25 & 26 June 2011.


Help with children

NEW! Summer Reading Challenge Champion: We are looking for enthusiastic volunteers to help encourage children to keep reading over the summer holidays through our exciting Summer Reading Challenge.

This annual Challenge involves children reading six books over the holidays, collecting giveaways and receiving a certificate if they finish six books. We need volunteers to visit primary schools and promote the Summer Reading Challenge, help to sign children up to the Challenge, help children find books they will enjoy reading and help to with the set up/ running of the award ceremony.

NEW! Mobile Museum activity volunteer: A two week placement from 16th May ideal for a work experience person particularly, year 10, or college. The role will assist the Museum Education Team with preparation for and delivery of activities for primary school children. Helping with our Mobile Museum project, a service visiting local primary schools, and helping children to engage with the curriculum through heritage and museum objects.

Bookstart Assistant: “Bookstart” is a national scheme which encourages parents to share books with their children from an early age. You can become part of the team by assisting with the collection/delivery of gift packs, delivering Story Time sessions to young children and parents/carers, and presenting gift packs after the session.


Story/ rhyme time volunteer: Story/ rhyme time sessions are fun and interactive and encourage parents/ carers to interact with their baby or toddler using stories, nursery rhymes and songs to share the play experience. Volunteers will lead fun and interactive sessions, and love working with children.


Help with sport

Hand Cycling Volunteer Coach/ Assistant: Every Wednesday and Thursday from 5-7pm, volunteers support Peterborough Adapted Cycling Scheme by coaching or assisting adapted cycling at Ferry Meadows or Peterborough athletics track and by helping participants to improve their fitness. This will involve supporting participants, advising on using equipment safely and ensuring participants have an enjoyable time.


Volunteer Health Walk Leader: Walk with Us promotes and encourages more people to get active in Peterborough. This is an exciting opportunity to lead a healthy walk every week in the Peterborough area of your choice. You will have an opportunity to meet a group of people regularly ensuring the walk meets the needs of the participants.


Volunteer Sports Assistant – FINS Swim Club: The FINS Disability Swimming Club teaches and supports children with disabilities to learn to swim. Supporting the Sports Development Team, this role will involve assisting the swim instructor with the delivery of sessions, supporting participants in the water and helping them to have an enjoyable time.

Volunteer Walking Coordinator: Walk with Us promotes and encourages more people to get active in Peterborough. This important role will support Volunteer Health Walk Leaders to plan and organise local healthy walks, capture and record walk information and organise volunteer social meetings. The role will be split between two people.

Administration volunteer: We are looking for an administration volunteer to assist our Sports Development team with general office support, ideally one day a week at Peterborough Regional Pool. The successful volunteer will have good computer skills, organised and enjoy being part of a team.


Help with a reading group

Mental Health Reading Group Facilitator: Help facilitate a fortnightly reading group for adults with mental health issues. Reading is one of the simplest forms of relaxation for the mind and body. This is an informal shared reading group, for anyone dealing with mental health issues. Members of the group can relax and enjoy listening to poems or short stories being read aloud.

Children Reading Group Facilitator: Our volunteer facilitators support the Events team, by leading small groups of children aged between 7 and 11 year olds to engage in the love of reading, through the Children Reading Groups.

Crime Busting Charity Takes On Local Criminals

Rejuvenated by new volunteers and proactive initiatives, Cambridgeshire Crimestoppers has posted some impressive performance figures for the month of April.

48 separate pieces of actionable intelligence were passed to police on a range of criminal offences including sexual crime and drug distribution. During the month Crimestoppers intelligence led to the conviction of 12 offenders and the detection of 16 offences. It was Crimestoppers intelligence which assisted in the conviction of a car thief who led police on a dangerous car chase out of Peterborough before crashing through the level crossing barriers at Whittlesey moments before an approaching train. A call to Crimestoppers also led directly to the arrest of an offender facing a number of serious charges who had skipped bail and was planning to leave the country.

Crimestoppers has also been proactive in offering a £5,000 reward for the conviction of a sex attacker in Cambridge and publishing photos of wanted individuals on its Most Wanted website.
