NEIGHBOURHOOD POLICING PANEL

As a curtain raiser for tonights Neighbourhood Policing Panel, a quick look at the terms of reference will show that unlike the neighbourhood council this really is a panel for the local community. Run by the community for the community. These meetings really do make a difference and materiallly help the police and partner agencies but we do need you to report all your concerns to make the panel really effective.  If you cannot attend we are always happy to put your questions and any concerns forward.


TERMS OF REFERENCE

The purpose of the Neighbourhood Panel is to ensure that issues of concern to residents and businesses within their communities are tackled by the Police and Partner Agencies. This will help to create safer communities and help to reduce the fear of crime.

1.1 The Neighbourhood Panel will assess the information submitted in the neighbourhood profile and any other information raised at the meeting by panel members and members of the community. This will help the Panel to make informed decisions on what issues should be prioritised.

1.2 The Panel will prioritise the issues / concerns raised at the meeting and through agreement or Panel membership vote task the Police and Partners appropriately in respect of the priorities. Up to three priorities will be tasked out at the Panel meeting.

1.3 The Panel Chair will seek to ensure that all Panel members and members of the public in attendance have ample opportunity to express their views.

1.4 The Neighbourhood Panel will try to promote a positive community spirit in the neighbourhood area.

INFORMATION SHARING

2.1 As an aide to setting the priorities, depersonalised information will be  available through the neighbourhood profile. Anything sub-judice or relating solely to an individual case should not be discussed. Any information relating to a person can be discussed with a police officer at the conclusion of the meeting.

PANEL AGENDA

3.1 The following structure will normally be followed in consultation with the Panel Chair;

• Introductions and apologies

• Profile Update and previous priorities feedback

• Panel members feedback

• Public participation

• Setting of Panel Priorities

• Any Other Business

• Date and location of next meeting

PANEL MEMBERSHIP AND PRINCIPLES

4.1 The Panel members will be made up of a mixture of statutory authority members, such as Police Officers, officers of Peterborough City Council. Officers of registered social landlords and members of the community, including Tenants and Housing Association members, Neighbourhood Watch members, voluntary community groups. Further representation will be sought from Schools and Faith Groups. Ideally, representation will also include young persons from the 18 years old and under age group.

4.2 All Councillors as elected members are invited to attend Panel meetings that covers their Ward area.

4.3 Panel members will be able to serve on their Neighbourhood Panel

For a period of two years from the date of inception of these Terms of Reference.

4.4 The Chairperson will be a member of the community in the Neighbourhood area. All officers of statutory and non-statutory agencies are precluded to stand for election as the Chairperson. Likewise, all Councillors are precluded to stand for election as Chairperson.

4.5 To be elected as the Chairperson, the individual must be proposed and seconded by members of the panel.

4.6 Chairpersons from the inception date of these Terms of Reference will be able to serve in that role for a two year period.

4.7 Proposals for new Panel members should be addressed to the Sector Inspector for that neighbourhood area, who will then inform the Chairperson.

4.8 The Police reserve the right in exceptional circumstances to veto the election of new panel members on grounds of suitability, conflict of interest or potential credibility grounds.

4.9 The Police reserve the right in exceptional circumstances to remove current members from the Panel for the reasons stated at para 4.8.

4.10 In the event of an exceptional dispute involving a Neighbourhood Panel, the Chief Superintendent of Northern Basic Command Unit (NBCU) will be the arbiter on the matter in consultation with the Police Senior Management Team and where appropriate the Panel Chairperson.

4.11 Chairpersons can, if they wish seek to elect a Deputy Chairperson to run the Panel meeting in their absence. The Deputy will need to be proposed and seconded and then voted upon by the panel membership.

4.12 For the Panel meeting to be quorate a minimum of 6 members with voting rights will need to be present. At the discretion of the Panel Chairperson, if this is not the case, members of the public can be co-opted onto the Panel as a member as a one off at the meeting to ensure the Panel is quoarate.

4.13 If the Panel Chair or Deputy are not available to chair the meeting, the Sector Inspector or Police Community Engagement Manager will take on this responsibility.

4.14 Panel meetings are non-political community meetings. They are also not Police run meetings.

4.15 Panel meetings will normally take place every three months.

4.16 In exceptional circumstances, Panel Chairpersons can request that the public audience vote on priority proposals by way of a show of hands. An example of this would be a high public turnout.

VOTING RIGHTS

5. All Community members as panel representatives, non-statutory officers and Councillors have voting rights on setting priorities. The Police and Officers of Peterborough City Council do not have voting rights on setting priorities. All Panel members have voting rights on the election of new panel members.

This Terms of Reference document replaces all previous versions with effect from June 12th 2008.
