Gotcha! PFNW member captures underage uninsured motorcycle riders on the Greenwheel! Police attended and tracked down the children and spoke to guardians AND issued a section 56 notice. If this motorcycle is seen again it will be siezed by police and crushed...those of a sensitive disposition are advised to turn the sound off as the children, students at Stanground College, deliver a string of invective, some new to us!

Professional Policing and Liberal Democracy RSA Lecture
Professional Policing and Liberal Democracy
Book Online 1st Nov 2011; 18:00
RSA Benjamin Franklin Medal Lecture
What is the most efficient way of preventing crime in a liberal democracy? How can we find the best evidence as to what works, and what doesn’t? How can our elected officials make sure police are held accountable for their effectiveness?
Professor Lawrence Sherman presents the case for a new civil society that can unify the police profession across all ranks, such as a College of Policing. He will argue that the first nation to create such a professional body, independent of any governmental funding, can become a world leader in advancing public safety and human rights through democratic policing.
Professor Lawrence Sherman is awarded the 2011 RSA Benjamin Franklin Medal in recognition of his pioneering scholarship in evidence-based policy, crime prevention and restorative justice.
The Benjamin Franklin award was created in 1956 to commemorate the 250th anniversary of Franklin's birth and the 200th anniversary of his membership of the Society.
The medal is now awarded to a global 'big thinker' who has shifted public debate in an innovative way and contributed to furthering public discourse on human progress.
Speaker: Lawrence W. Sherman, Wolfson Professor of Criminology, Cambridge University
Chair: Sir Denis O’Connor, CBE QPM, HM Chief Inspector of Constabulary.

Unsafe Gym, no tonic...dumped on Park Farm? Gone in 15 seconds...
Amazing what you see during the morning school run at the junction of Park Farm Way, a line of five cars parked bumper to bumper on the grass verge and a nine foot high heavyweight personal Gym! Unfortunately the gym is not secured and could easily fall over and crush someone or injure a young person should they try to use it. It has been reported to police (incident 121/28th September 2011 and Enterprise for removal) Anyone having further information please contact us...
STOP PRESS Within an hour, thanks to sterling work by Cambs police control room and our neighbourhood policing team, the 'Gym' had been picked up by Enterprise...

What's Your Status?
What’s your status? 4 out of 5 ex-burglars believe thieves are targeting your home using social media*
A survey carried out by UK home security experts Friedland has revealed social media is being put to use by today’s home burglars [26 September 2011]
An overwhelming 78% of ex-burglars interviewed said that they strongly believed social media platforms like Facebook, Twitter and Four Square are being used by current thieves when targeting properties, with nearly three quarters (74%) stating that in their expert opinion, Google Street View was playing a role in today’s home thefts.
According to the report, the average home burglary takes just over ten minutes to commit**, the time it takes to walk to the corner shop and back and shockingly, only two minutes to break into a household with no visible security. The findings come from research of 50 ex-burglars, commissioned to mark Friedland’s ‘UK Home Security Week 2011’, an initiative supported by Crimestoppers to uncover what makes a home a prime target for today’s thieves.
The report also exposed that in one burglary hit, a thief can cash in £487*** of goods on average, compared to the average insurance claim being just over £1200****.This is despite nearly four out of five (78%) ex-burglars admitting a simple home alarm system would have prevented them from targeting a property in the first place.
Jonathan Lim, Security Expert at Friedland, comments: “The research has granted us access to an elusive group in society and assisted us in learning more about the habits of today’s burglars. The findings have broken down some of the illusions commonly associated with burglaries; with four out of five (80%) revealing burglary was not opportunistic, instead returning to a property a number of times before breaking in. We know that by taking simple measures, including cutting back trees and shrubs to remove potential hiding places and installing simple alarm systems priced from just £100 are all good, cost-effective deterrents that all homeowners can implement to remove their home from the target list.”
The report also revealed the top five most common mistakes that homeowners are making in the eyes of our ex-burglars:
94% of homeowners leaving windows open
Over three quarters (78%) leaving valuables in easy view of passers by
Over half (54%) placing their status and whereabouts on social networking sites
52% making the common mistake of hiding keys by doorways
Half (50%) stated that parcel deliveries left out was a big draw
As part of the awareness around UK Home Security Week, Friedland is also working with property expert and builder, Tommy Walsh, to highlight the simple things that homeowners can do to protect their properties. Tommy explained: “Protecting your house doesn’t have to be an expensive process, by installing a visible alarm, fitting window locks, not leaving expensive packaging by the outdoor bins or simply planting some thorny shrubs to stop burglars climbing over fences, can all reduce the risk to your property.”
Dave Cording, Deputy Chief Executive for Crimestoppers, said, “We’re pleased to support Friedland on this year’s UK Home Security Week and appreciate the importance of bringing home security to the forefront of people’s minds. The research has been insightful and revealed that by taking simple measures, from using a visible alarm system, ensuring all your windows are closed and taking care when posting on social networks, you can protect your home from falling foul to burglars.”

PCC CABINET MEETING SEPT 24TH 2011
Pinocchio always wanted to be a real boy.... in the real world, the stark reality of childrens services examined by Ofsted |
Council Cabinet Meeting Monday Sept 24th 2011
The deferred PCC Cabinet meeting went at a very brisk pace this morning and following a 10am start we were all done and were out in the brilliant sunshine and had our latte and espresso coffees at 10.45, pity about the non availability of soyamilk at Starbucks, however Costa Coffee had Soyamilk, was also cheaper, and busier than Starbucks ... but back to the Cabinet
Very brief agenda which started with the difficult issue of the Ofsted report on PCC children’s services. You will recall John Richards director in place at the time resigned The report found PCC inadequate on 7 counts, adequate on Partnership working and good on equality.
Cllr Scott Cabinet Member for Childrens Sevices alarminglsaid she was ‘not entirely surprised’ by the results and stated other councils were facing similar results. The department would in response be ‘more open’ and would in future issue press statements on progress on a regular basis. Permanent staff would be recruited and less agency staff used. No apology was offered, by Cllr Scott who retains her childrens services portfolio.
Cllr Seaton said instead of a 5 year financial stratergy PCC would move towards an optomistic 10 year plan.
Cllr Lee presented a petition for residents parking on Fletton Avenue. The Petition was agreed with ‘whatever residents think is appropriate’.
Thanks again to Alex and the Beadles office for their assistance.
A full public document will in time be available on the PCC website and on application to the Town Hall.

GREENWHEEL SUNDAY 4PM 15 YEAR OLD ON GREEN/WHITE MOTORCYCLE CAPTURED!
The camera not asleep, just waiting...... and not a good place for 11 week old kittens either! |
Summer Sunday, brilliant weather and then the dreaded sound of a motorcycle on the riverside green wheel footpath scattering walkers, families and toddlers, only this time we had the video cameras ready.
The uninsured green motor cycle already reported several times by residents shot by at breakneck speed with two young people ( students at Stangreound College we found out later... ) on the bike. On seeeing the camera, the pillion numptie let out a string of rather adult invective, but too late the ride was well and truly captured on both video and still cameras, within a few minutes with a PCSO doing the rounds, police quickly established not only the identity of the two riders but they had cheekily swapped the motor bike for a pair of push bikes and were riding back to the riverside!
A few more enquiries and an address was established, a section 56 notice slapped on the parents and should the motorbike be seen again, it is heading straight for the ever waiting Stanground mega crusher....
Kittens saved
Quick witted thinking by two of our younger residents, who spotted a pair of 11 week old kittens huddled together for warmth down by the river on the Green Wheel. Clearly hungry, frightened and dumped, a quick call to Oakdale Vets and they not only took them in, but almost immediately rehomed the pair, brother and sister, with a lady who had recently said a tearful farewell to her long term furry companion. Unhappily all too often cats and dogs are being routinely dumped by the river, so if you should see something like this happening, either given us a call or call Oakdale Vets on 01733 340021 and they will do their very best to rehome any unwanted pets and no questions asked...

A good turnout at the Polish Club on 21st September and as the newly appointed chair Councillor Allen flexed her muscles to take on all contestants, the top table cryptically asking if anyone was intending to record the meeting? Could be the revival of local radio in Peterborough, following the news that Heart has left town for another more rural hayseed location in the county.
Still we do have a splendid morning show on the Peterborough feed from BBC Cambridgeshire, but down to business, the pre-meeting forum with Councillors holding informal one to ones with the assembled throng, although the table for the Stanground East Ward, not fully comprehending the rules, the Councillor packed his table with Stanground Central ward residents...
A spirited presentation by the Youth Forum, down to two ( who scuttled out of the meeting as soon as their points were made) with the usual over elaborate powerpoint presentation which added little to the well presented script - Councillors had better be on their toes as these young people are now getting the hang of clearly presenting their demands. Why has Enterprise taken away the litter bins from the Stanground inline skate and skateboarding park instead of just clearing them? Why is there so much litter on the site? (for answer see first question...) Wrong kind of footpaths... But Cllr Walsh who recently demonstrated her own newfound devotion to skateboard prowess announced that by March next year (a few weeks before the local elections) £34,000 worth of sophisticated LED flood lighting would be installed so the neighbourhoods young people (and the odd councillor, if they so wish) can skate around the clock or until the lighting timer device switches off. Seriously this is good news for a well used facility originally kicked off by the Stanground Youth Project Group with local neighbourhood policing assistance.
There is seating for spectators and the recent championships bode well for the future....we just have to put the nearby maintained but redundant bowling green to good use now. How about a Petanque (Boules) pitch or 5 a side football?
Later would be an NHS presentation from Cathy Longbone basically saying the population of 175,000 is all heavily binge drinking, grossly overweight, chain smoking slobs who must exercise more ( bang goes Peterboroughs night time economy!) but earlier in the agenda it was announced that £17,000 in 106 money is to be spent following a full public consultation to install outdoor gym equipment in PARK FARM. Good grief! We are also being introduced to a Park FarmYouth Forum but hopefully some of our binge drinking, smoking, overweight residents will be swinging from the high bars rather than propping up the horizontal bar!
Cllr.Harper who has come in for some stick in recent weeks over CLF awards, did however look the part in a smart new suit, white shirt and tie and a shiney metal badge seemingly been worn by a few councillors but no one was letting on as to why they had been awarded the gongs...perhaps someone could suggest a suitable citation and we'll ask Paul Stainton to feature the most apt responses on Peterboroughs last remaining radio station BBC Cambridgeshire. Should however point out we do have a Hospital Radio service and the NHS is also looking for volunteers ...
The full meeting reports will be posted on the PCC website in due course, and there isn't space here to go into all the detail but this sketch should give a flavour of the well-attended meeting and the outcomes.
The 'desert' of Peterbrough was the description of Stanground by Peterborians claimed Cllr Rush (dressed in usual smart casual attire) who wanted to walk on the wild side... and he would be spending £1,500 to achieve this nirvana. [ (nirvana (nÄ“rvä`nÉ™), a state of supreme liberation and bliss, contrasted to samsara or bondage in the repeating cycle of death and rebirth. The word in Sanskrit refers to the going out of a flame once its fuel has been consumed; it thus suggests both the end of suffering and the cessation of desires that perpetuate bondage]
Simply with some volunteer assistance ( the Cllr. already has the gardening equipment in his shed.. what about Community Payback people as well, Brian? ) a whole tract of overgrown footpaths and byways leading from Stanground to the new Carbon Challenge project ( Posh footy ground) and then onto Fletton Quays - the whole area (new to me) is called Stanground Lode and if it's maintained on completion will certainly be a welcome improvement. I can feel the community collective poundage dropping as we speak...no time for a drink either.
A lively debate ensued on traffic calming measures for Coneygree Road at the junction with Elwood Road £15,000 has been earmarked to prevent a series of car crashes and the same stretch of garden wall being rebuilt time after time after time. Hopefully in the improvements the adverse camber just prior to the wretched junction will be corrected as this is really is the root cause of the problem and that might be the case as traffic calming measures employed on Park Farm were hailed as being very effective.
Not to be outdone in the green credentials department Deputy Leader Cllr Matthew Lee (Fletton) (always well presented with well polished expensive shoes) launched the 'Plant a Tree for Lee' campaign, in reality planting trees to effectively foil the menace of verge parking which is now choking the life out of our communities and in extreme cases forcing mums to walk with their prams on the roadway and preventing the passage of emergency vehicles.
No one would deny the deputy mayor who graced the meeting as Cllr Serluca (Fletton) who is also planting a few trees with the view to frustrating the curse of verge parking and adding to the neighbourhoods green credentials.
Having presented the various projects and proposals to take up the allocation of the capital budget of £25,000 for 2011/12. The asembled company was given twenty minutes to consider the options and make any comments before the formal vote was taken. They were all carried.
The open forum prompted a few questions about a seemingly flowering tree which is destined to be for the chop. Apparently it will make way for a parking place! Tree Specialists had given the tree the last rites and feared for public safety and its future well being. This old friend sadly had reach the end of its useful life and would have to go. Cllrs were urged to plant a few more in its place and forget about the parking space... the publication of the tree experts written report to council might help clear the air on this ....

SSSSH! Can you hear a PIN drop? Crime Fighting Charity in Prison Quest
Crimestoppers launches
anonymous pin project in prisons
Crime-fighting charity Crimestoppers has teamed up with the Ministry of Justice’s National Offender Management Service (NOMS) to launch a project that will allow those in prison to anonymously pass on information about crime.
The two organisations have put together a system that will allow offenders to dial a special pin number from inside their prison, which will prevent their call to Crimestoppers being monitored by the police authorities.
The campaign has been put together with the support of prisoner focus groups and it is hoped that the new system will increase the amount of useful information received by Crimestoppers from the prison population.
It is hoped that the new pin system will help to tackle Issues occurring inside prisons, which include the trafficking of drugs from the outside and mobile phones being used as currency. These are being used to intimidate witnesses and to order drugs.
A pilot scheme for the system was run in a Yorkshire prison in 2007 and generated an incredibly positive response, while a similar scheme has also been running in Scotland since September 2008.
This new system is intended to allow complete anonymity for those that are calling, while also reinforcing that Crimestoppers is not a part of the police or the prison authorities.
Founder of Crimestoppers, Lord Ashcroft, KCMG, said: “From day one, Crimestoppers' success has been due to the anonymity that has been guaranteed to those supplying information about crime. Because of the knowledge that the prison population is likely to have about crime, the launch of this pin service offers the same guarantee of anonymity to prisoners as it does to members of the public.
“This is a huge step forward for Crimestoppers in accessing information from a potentially vital group of individuals. I am delighted that NOMS has given us this valuable opportunity to introduce this project into their prisons.”
Crispin Blunt, Prisons Minister, said: “I am pleased to support the continuing partnership between the Prison Service and Crimestoppers. It’s important that prisoners who do not wish to speak to the police or a prison officer are able to give anonymous information to Crimestoppers - last year alone over 8,000 people were arrested and charged thanks to information received by the charity. This is an invaluable service that can only increase the safety of prisons and the public.”
Ann Scott, Eastern Regional Manager for Crimestoppers explained how the Bedfordshire Crimestoppers Volunteer Committee already has a close working relationship with HMP Bedford. “They have a number of activities planned over the forthcoming months where Crimestoppers volunteers will engage with prisoners and their families within the prison. They will be handing out Crimestoppers information, including bookmarks, notepads and calendars. Their main message will be that they can fight crime without revealing their identity, as Crimestoppers do not take any names or personal details from those giving information about crime”.
Julian Bray Crimestoppers committee volunteer member resident in Peterborough commented: "This innovative development will roll out contrywide and as soon as we have information on any HMP Peterborough involvement we will release details, it will certainly help fight crime."

Keeping warm at home (Cambs Fire & Rescue advice)
Keeping warm at home
Use open fires, heaters and electric blankets safely
CAMBRIDGESHIRE Fire and Rescue Service has issued a timely warning to residents to make sure they stay warm, but safe, as the colder weather takes hold.
As it gets colder and darker it's inevitable that we all spend more time indoors staying as cosy as possible. You might take additional measures to keep warm and cosy such as heaters and candles but these may bring an increased risk of fire into the home.
The Service has the following advice to help you reduce your fire risk this winter:
Gas or electric powered heaters
Keep portable heaters away from curtains and furniture and never use them for drying clothes. Always unplug portable heaters when you go out and go to bed.
Chimneys and open fires
An open fire in your home is a hazardous area. The variety of fuels that can be burned and the way that sparks and embers can find themselves thrown beyond the hearth means that home owners with open fires need to be especially vigilant. Whatever fuel you burn, it is important that the chimney is kept clean and you do not allow soot or ash to build up.
Have your chimney swept at least once a year, or more frequently if you burn wood
Avoid burning resinous woods as soot builds up quickly
Burn only suitable fuels
Do not overload the grate or appliance
Do not bank fires too high and remember to let them burn down well before you retire to bed
Check the hearth, floor and furnishings near the fire for hot sparks or embers before you go to bed
Use a fire or spark guard to prevent accidental fires and make sure that it has the kite mark or conforms to a relevant British / European standard
Do not place objects on or over the mantle-piece which may cause you to stand too close to the fire to reach or use them
Inspect your chimney breast regularly - particularly in the roof space - to ensure that it is sound and that sparks or fumes cannot escape through cracks or broken bricks.
Electric Blankets
Electric blankets can help you keep warm during the cold nights, but fires can be devastating with 440 injuries resulting from every 1000 fires started by an electric blanket. Therefore, there are fire safety issues to consider:
Never use hot water bottles in the same bed as an electric blanket, even if the blanket is switched off
Unplug blankets before you get into bed, unless they have a thermostat control for safe all-night use
Don't leave electric blankets folded as this damages the internal wiring. Store them flat or rolled up instead.

Posh and Peterborough City Councils' Club Metro Car Park Proposal
Peterborough City Council and Peterborough United football club confirm next steps for new stadium project.....
Planning applications have been submitted for a new temporary car park and new flood lighting, as part of the work to re-develop Peterborough United's London Road football ground.
Peterborough City Council also submitted proposals to create a temporary car park on the former Club Metro and shops site, to be used by the club while the Moy's End stand is re-developed, and new floodlights to replace the dismantled Moy's End lighting tower.
Subject to planning permission being granted, it's expected work will start on the new lighting and electrical upgrades in November 2011. The demolition of Club Metro will also start in November 2011.
Work has already taken place to provide space for visiting disabled supporters in the North Stand, and new ducts have been added in preparation for the demolition of the Moy's End stand. The above ground pitch irrigation tank currently at the northern end of the Moy’s End stand is also being relocated and to maximise space this is be installed underground. It is planned to feed the tank from rainwater from the roof of the new building. The grounds maintenance store is attached to the southern end of the current Moy’s End Stand and will be demolished, an alternative temporary location has had to be found.
Richard Hodgson, the city council's Head of Strategic Projects, who came under fire at a recent neighbourhood meeting for the reduction in football supporters car parking provision said: "The granting of planning permission for the first phase of the plans at committee was a key milestone in making the stadium project a reality.
"The council has been working closely with Peterborough United to ensure the proposals meet the needs of the club whilst also creating a facility which can be enjoyed by the whole city. We have also closely involved Morris Homes in the plans due to the Carbon Challenge homes project which is taking place on the site next to the football ground. This comprehensive approach underpins our approach to redeveloping this important area of the city.
"We have begun the search for a main contractor to undertake the construction of the new development, with a notice being posted in the European Journal which has already attracted significant interest from major building firms. A shortlist will be selected from interested parties and it is planned to send out tender documentation in November, following the completion of detailed design, to allow the main contractor to be appointed in the New Year. Local community worker Chris York commented: "It is to be hoped the PCC will also advertise and give preference to local construction firms who will guarantee to use local labour and skilled trades for this project.
"We will continue to work in tandem with the football club to move forward this exciting project."
The overall programme is still on track for the education block to be completed by end of August 2013, with the new stand being handed over to the club in spring 2013. The football club and council are however still in the process of agreeing a date at which to hand over the Moy’s End stand for demolition and start of the build contract. The city council has also started to look at how to take forward the next two phases of the project - the London Road Terrace and North Stand.

Car Insurance Firm says women risking lives with daily in-car make-up routine
Diamond Car Insurance claims that more than three and half million female drivers could be putting themselves and other road users at risk by using their morning drive to apply make-up and do other routine tasks, a new poll has revealed.
Women's car insurance specialist, Diamond polled more than 2,000 female motorists on their driving habits and discovered a quarter (23%) of women admit to applying make-up whilst driving, with 16% of those having crashed or had a near miss as a result.
And it's not just applying make-up; women are using their drive to work to complete routine morning tasks that are equally as dangerous.
Almost half (47%) have checked text messages, nearly a third (30%) have brushed their hair behind the wheel, while a similar number have eaten breakfast (34%) and drunk hot drinks (32%). As well, almost a fifth (18%) have checked their emails on a smart phone and nearly one in ten (9%) have read the newspaper.
Diamonds' Elwyn Gedrych said: "It's shocking that quite so many women admit to doing these tasks while driving. We all have busy lives but applying your make-up, or checking emails when you’re driving is dangerous as it means your full attention is not on the road ahead.
"Even if you’re lucky enough to arrive at your destination safely, you could be charged with careless driving if spotted by the police."
Although the majority (60%) of the women who admitted to applying their make-up behind the wheel, did it when stopped in traffic or at traffic lights, shockingly one in ten (12%) admitted to applying make-up while the car is moving and 7% take their hands off the wheel completely to do it.
In fact, despite four-fifths (84%) of women who apply make-up whilst driving admitting they think it's dangerous, more than two-thirds (41%) have done it with passengers in the car, and almost a third (30%) when children have been travelling with them.
When asked why they take such risks, six out of ten (64%) women said they're applying make-up behind the wheel because it saves them time, while one in ten (10%) said it was because they couldn't be bothered to do before they left home.
Elwyn Gedrych continued: "It's really not worth trying to save a few minutes in the morning by doing your make-up, or anything other than driving, when you’re behind the wheel.
"And so women never have to do their make-up in their car again, we've teamed up with make-up artist, Caroline Frazer to give women all the tools they need for a quicker, more efficient make-up routine before they leave the house."

Crimestoppers Property Protector with a little dab from Tesco.
Protecting your household valuables is now available from your local supermarket
Crimestoppers Property Protector with a little help from Tesco. All it takes is a little bottle and a simple dab of Crimestoppers Property Protector to give ALL your valuables a lifetime of protection.
Householders have been given a new way to protect their valuables following the launch of a unique product; Crimestoppers Property Protector, available from Tesco Extra stores across the UK.
In a strategic first, with the overall aim to widen the availability and reduce crime in our communities, Stealth Mark has teamed up with Tesco in bringing its exclusive Crimestoppers branded product being sold by the Tesco Extra Tech Team within 82 stores across the UK.
With home burglaries currently taking place at a rate of more than one a minute, according to a British Crime Survey published by The Home Office in July this year, Crimestoppers Property Protector is an effective low cost solution to deterring crime. Each bottle provides up to 200 applications and comes with deterrent stickers for your home and valuables. Now available at Tesco Extra for less than 10p an application - it represents great value.
Crimestoppers Property Protector is manufactured by Stealth Mark and is a patented, police approved technology licensed under the ACPO, Secured by Design accreditation scheme. It is a clear liquid solution; each bottle has a unique code from combination of microparticles. Simply by dabbing a small amount of Crimestoppers Property Protector onto valuable items you give them their own coded fingerprint.
Crimestoppers Property Protector is a buy once protect forever on their lifetime free property registration database which provides for ease of identification by police to aid recovered stolen items to be returned to the rightful owner.
Actor Graham Cole, who played PC Tony Stamp in ITV1’s The Bill is supporting the venture and will appear at selected in-store demonstrations, he said: “I played the part of a police officer for 27 years and I’m now pleased to support a real crime-fighting effort. Crimestoppers plays a vital role in helping make our streets safer – and the Tesco Extra initiative with Crimestoppers Property Protector makes it that much easier to make your valuables safer too.”
Deputy Chief Executive for Crimestoppers, Dave Cording, said: “This is a first for Crimestoppers and we are encouraged that Tesco has agreed to stock this unique product across the UK within their stores.”
Clive Smith, Chairman at Stealth Mark Europe said: “It has been a long held vision to make our technology widely available and at no cost to the public purse, the Tesco Extra listing is a first move towards helping a reduction in the cost and burden that crime inflicts on our local communities, in fact, you could say every little dab helps”.
Crimestoppers is an independent charity which helps the police to solve crimes, making communities safer. It does this by operating the 24/7 telephone number 0800 555 111 which people can ring to pass on information about crimes anonymously. They can also use our ‘giving information’ form via our website www.crimestoppers-uk.org
Around 23 people are arrested and charged every day as a result of information given to Crimestoppers.
Since Crimestoppers began in 1988, it has received over 1.2 million actionable calls, resulting in over 107,000 arrests and charges. Over £115 million worth of goods has been recovered and over £210 million worth of drugs has been seized.
In 2005, Crimestoppers launched the UK’s Most Wanted on its website which allows the public to view images of criminals and pass on vital information about their whereabouts. It has been highly successful with over 1,200 arrests to date.
Crimestoppers UK was founded by Lord Ashcroft, KCMG, Chairman of Trustees. In 1988, he launched Crimestoppers in the Metropolitan Police area. Crimestoppers’ ‘call to action’ is built on a three-way partnership between the business community, the police and the media.

The Young Ones.... On yer bike......
Old enough to remember this 7" 45 rpm record from a new DJ? Yours for 6/9d |
The Young Ones.. well those in their dotage will recall that was the title of a Cliff Richards hit nearly 50 years ago, Tony Blackburn also made a record (see above) and as a huge part of the PFNW remit is to try and reduce levels of ASB in our neighbourhood and our track record is very impressive when compared to other neighbourhoods in the City. Perhaps an offbeat way to get the term 'record' in, but when I was speaking to Tony B earlier; I reminded him that today 19th September is Pete Murrays Birthday, one of the original Six Five Special hosts. Happy Birthday Pete!
But back to our own records.. Simply crime and ASB levels have dropped and policing in our Park Farm neighbourhood is not a high concern on the overall City priority list, sufficient to say that post police budget cuts, we do have more than adequate levels of around the clock policing and very astute PCSO's who know the ground intimately and have a pretty good idea of who the troublemaking 'one percenters' are.
In addition we also have our own unsung 'neighbourhood champions' who send in cameraphone pictures of minimotos and alert us to any areas of concern. So all in all our membership is active, and as this news blog site is open to all, we can also practically assist others who may have exhausted the traditional routes of help or where officialdom has seemingly put up a blockage, either imaginary or real.
Either way we have an ever growing list of contacts who can usually find or broker an answer. All it takes is the initial telephone call. In cases where an identity has to be witheld or the caller is uncomfortable dealing with police (or us) we strongly advise, where crime is involved, using the freephone Crimestoppers number 0800 555 111 and suggest this number is stored in cellphones or just remembered as a matter of course. At the foot of each post we carry the tagline: "If you have any information about crime contact the independent charity Crimestoppers anonymously on 0800 555 111 or online at WWW.crimestoppers-uk.org. No personal details are taken, information is not traced or recorded and you will not go to Court." It means exactly what it says. Cirmestoppers is a Charity independent of police.
Over the years we have also developed doostep relationships with all our local news delivery boys and girls, watching them grow up, exchanging news and information and from time some practical help - the air foot pump comes out of the car every three weeks or so - even to the extent that Ford Motor Company of America came to the rescue of one of our delivery boys, as his push bike had been vandalised early morning on the way to school and the money he had saved to buy new overalls for his mechanics classes at Stanground College has to be spent on a new wheel, tyre so he could maintain his daily delivery round.
A single phone call and Ford America shipped by air that Friday for next day FedEx delivery, a complete set of their 'coveralls' and also put the young man on the Ford Academy 'watch list ' for future employment prospects in the UK. Recently he has started college, four days a week, and was bemoaning the fact that he's attended several interviews but no one is taking on school leavers and that competition is so tough that literally hundreds of well qualified 'young ones' apply for every vacancy advertised. We have the name and address of one hard working 'young one' who just needs employment every Friday and possibly weekends too.. He is hard working, reliable and likes engineering and mechanical projects .... any ideas? Then we'll pass on the information...

PCC Neighbourhood Funding Distributions
In response to several requests here is the latest information and figures we have obtained on your behalf:
Many of our Neighbourhood Community Groups will have put in applications for funding from the Community Leaders Fund (CLF) and other funding through PCC. The figures not that easy to obtain and if you have any updates as a service to our neighbourhoods, please send them through. The good point being that police spending on this neighbourhood will have materially gone down as crime/ ASB threat levels continue to be low except for a recent blip in the figures. This enables Police and partner agencies to deploy resources elsewhere but still maintaining more than adequate police/PCSO patrol levels in our neighbourhoods.

STREETWATCH - HAS THE TIME NOW COME ?
Way back in January this year PFNW debated on the 'Paul Stainton Breakfast Show' on BBC Cambridgeshire - the possibility of Street Watch.
Volunteers will need to communicate............and wear high viz vests, this is what we said at the time....
"A few years after PFNW tried out the idea of street patrols, on Park Farm and following on from our innovative Holiday Property Watch last Summer, the general concept of community engagement has finally found favour with a number of Police forces under the not too original banner of Street Watch, a trial is to be held in some of the rougher parts of the City where Anti Social Behaviour is a growing problem. Unlike Park Farm where ASB rates are going down. [Well done everyone!] This is how it works:
Public volunteers are to be recruited by police in a trial to help patrol Peterborough streets as a new cheaper way of tackling anti social behavior. Wearing high visibility jackets, the volunteers initially in pairs will be used to walk the streets near their homes to keep a look out for problems that may be brewing. The objective is to make contact with local youths or other people where appropriate and when safe to do so.
Chief inspector Kevin Vanterpool said: “Police cannot be everywhere and with budget cuts [to come] we have to look at innovative ways of doing things.
“By taking the volunteers out with the PCSO at first and engaging with youths it has already proven to reduce the fear of anti-social behaviour.” The start-up cost for five test projects for the Street Watch scheme in Peterborough, which will cover a small number of streets and enlist 15 volunteers per group, is £2,700.
It will be tested in the northern sector of Peterborough, which covers Werrington, Walton, Bretton as well as villages such as Glinton and Eye.
Chief Inspector Vanterpool said: “To be clear, the volunteers will not be policing, they will be patrolling their areas, and engaging with local youths or people where appropriate and when it is safe to do so.
“They will have phones and will book in with police and it will be an intelligence sharing operation." he added.
Julian Bray, Park Farm Neighbourhood Watch commented: " As this is only a trial, and we have assurances it will not replace Police patrols, it will be interesting to gauge the reaction, so I have an open mind. We've had street patrols on Park Farm before and also introduced Property Holiday Watch, but really the Police need funding and these deep, deep, cuts by the coalition government are not at all helpful. Police constables cannot however be made redundant as they are Crown appointments. So the police civilian back office staff has been decimated and good people are losing their jobs........the logic frankly escapes me."
Well roll on a few months, the dreaded budget cuts in police budgets have been skillfully managed, we lobbied hard against them, and police front line services spared and indeed police will be recruiting from November and again next year, but does Street Watch indeed have a future ? Perhaps in the next trial or a full roll out, we could add into the kit small motion sensitive cameras, so we can pick up more of these motorbikes and minimotos?
We are putting together a series of broadcast features and we'd like your views. Would you welcome a short spell pounding the beat, engaging with our younger population? Perhaps this is an idea that will work at sometime in the future? All suggestions, ideas and comments welcome.

Head Butting Would Be Robber Jailed at Peterborough Crown Court
A MAN who attempted to mug a woman by head-butting her just after she had arrived in the City of Peterborough has been jailed for three years.
Naweed Khaliq, 31, of Cromwell Road, Peterborough, targeted the 64-year-old from Norfolk after seeing her waiting for her husband outside Queensgate bus station in the city centre.
The female victim felt a pain to the right side of her head and realised Khaliq was trying to pull her handbag from her grasp. But she held on and turned to face the mugger who claimed she had barged into him.
The lady was shocked and frightened and warned Khaliq not to approach her. A member of the public came forward to help together with some security guards, who detained Khaliq until police arrived.
In a police interview Khaliq denied attempting to rob the victim but yesterday (September 15) he was found guilty of attempted robbery at Peterborough Crown Court and jailed.
In an impact statement, the court also heard the victim's husband had died shortly after the incident.
Detective Constable Kevin Poole said: "This was a callous attempt to rob a vulnerable victim but Khaliq refused to admit what he'd done.
"This sentence shows how seriously robbery is taken and has taken into account the impact the crime has had on the victim."

Vitalija Baliutaviciene, fresh appeal on missing mum's 30th birthday
Fresh appeal on missing mum's 30th birthday 15/09/2011 11:21:09
Vitalija Baliutaviciene has not been seen since leaving her home in Burmer Road, New England, at 5.10am on Friday, August 12.
Detectives made a fresh plea for information today (Thursday) - her 30th birthday.
Detective Inspector Martin Brunning said: "Today is Vitalija's 30th birthday, which is a milestone in her life.
"It is a day her friends and family were looking forward to celebrating, but are instead still anxious to know where she is."
The mother-of one was last seen wearing light blue three-quarter length jeans, a blue denim jacket and light plimsoll trainers. It is believed she was carrying an umbrella and a distinctive brightly coloured bag with a butterfly pattern.
Police are still keen to trace the movements of an apple green Mercedes Vito van, registration ANU 666, between 5am and 10am on Friday, August 12. A van has been seized by police and is currently undergoing forensic tests.
DI Brunning said: "I would urge people to think back to that day almost five weeks ago. Can you remember seeing Vitalija, or this very distinctive van in or around the Peterborough area during that morning?
"Vitalija's family and friends are desperate to find out what has happened to her.
"Any information, no matter how small or insignificant it may seem, could prove vital in finding her."
Officers have been putting up appeal posters in both English and Lithuanian around the area she went missing and in villages on the outskirts of the city.
Searches have been completed at Holme woods, house-to-house enquiries continue in villages in the area.
