WHEELS COME OFF THE BUS AT STANGROUND COMMUNITY CENTRE AS TRUSTEES & COMMITTEE MEETING ENDS IN UPROAR

WHEELS CAME RIGHT OFF THE BUS AT STANGROUND COMMUNITY CENTRE AS  TRUSTEES & COMMITTEE MEETING IMPLODES AND ENDS IN UPROAR

It all started so well, until the elected but not signed up Secretary (your humble scribe) noticed that the registered charity 'welcome pack' for the Stanground Association registered charity had not been updated since 1998 and that the Trustee Declaration (all volunteers were required to sign) would have the new Trustees signing up to an outdated and very different Charities Act 1992.

The current Charities Act 2006 - which for an Unincorporated Charity or Association means that all the Trustees new and old are now subject  to the new 2006 Act. Charity Trustees under the new Act face an unlimited financial risk and are now jointly, severally and personally responsible for any debts or losses!  So will it be Olympic tickets or funding the losses at Stanground Community Centre?   Both a bit of a lottery it seems.

They cannot rely on Trustee Indemnity Insurance either, as no formal documents had been filed for several years and apparently the Stanground Community Centre is in legal breach. There is now belatedly one set of figures on the Charities Commission website but even they have not been signed off as they should have been at the latest meeting.

It also became apparent to the assembled members that the Registered Charity under the chairmanship of  Alan Brian Coulson, of  Kendrick Close, Stanground as of  28th April 2011 had not filed any annual returns, activity reports or accounts with the Commissioners since  31 March 2006. Just a small matter of being 1,548 days late.... 

( In response to an enquiry: Mr Coulsons full address as a Registered Charity Trustee  is public property - and one of those now personally liable for any losses or debts of the charity - is in the public domain and carried in full on the Charity Commission website,  therefore can be fully published, it also establishes his right to stand for a committee position as being resident 'in the area of benefit.' The same applies to all Trustees )

Normally the Charity Commissioners step in 10 months after the financial year end, if the documents have not been posted onto the Commissioners secure website.

And the fleet of buses? Well the meeting imploded halfway through the Agenda and the puzzle of the buses was never fully explained nor was the financial loss shown in the brief accounts which by law the trustees at the time of the losses must now cover and refund the charity from their own personal bank accounts. 

So as of tonight, no one is in office and until a Special General Meeting, no one is technically in effect lawfully authorised to drive the buses until the results of the Special General Meeeting are known.

A new Special General Meeting  now needs to be held to vote in a brand new crew of Officers, Committee and Trustees, however someone had better learn to drive a Class 5, 17 seater bus  ... as soon as we have the new date we'll post it here.

Everyone knows that Brian likes to be paid for his services, 'pocket money' he calls it, doing it for years and how much is being made out of all the Bingo sessions, must be more than the £200 they show on the accounts. I was at the meeting and when Mandy handed out copies of private correspondence between a member and the chairman, seems to me the questions asked by Julian Bray are all very toughtfuol and serious and should be answered by the charity in written form. I want to be safe in that building and that means more to be spent on maintaining it rather than secondhand buses. Mandy also handed out an extract from the accounts book. Was this a big mistake? Who owns the VISA card is it Brians we are all paying off? We should be told. Seems that Brian riding around in his bus, is also undercutting local bus companies and local taxi firms, cannot be good for their businesses and another excuse for Stagecoach to cut scheduled services to Stanground.

I have to say that the comment above wrong. i and many others have used the BUS on a number of occasions and have only every put deisel in the BUS.I feel Brian does a good service to the elderly people of stanground,without him picking them up and taking them out most would not leave there home..Are you up to the job?????

I have used Brians bus many times and asking my son to put this on at the Library as I cannot use it Brian is so helpful and he always gets some petrol money from me and a little bit extra for himself. Only a pound or so, but he always thanks me. I sometimes feel a bit gilty as I was the only one in it and it is so big.

  4. Someone asks if Brian is up to the job? Perhaps he should relax a bit more and spend some time with his family. I have seen his bus all over the place, not really needed now that Stagecoach have put on more buses for Cardea. If Brian is taking business away from Stagecoach with shopping trips and the like, then we might lose the scheduled buses which will hit everyone.
